SECTION 501. 
RURAL-190 (Rural Zoning District - 190,000 Square Feet Per 
Dwelling Unit) 
 
ARTICLE 501.5. 
INTENSITY OF USE REGULATIONS: The intensity of use regulations are as 
follows:

Lot Coverage: The maximum lot coverage shall be 510% of the lot 
area. 
 
SECTION 502.  
RURAL–70 (Rural Zoning District - 70,000 Square Feet Per Dwelling 
Unit) 
 
ARTICLE 502.5. 
INTENSITY OF USE REGULATIONS: The intensity of use regulations are as 
follows:

Lot Coverage: The maximum lot coverage shall be 1015% of the lot 
area. 
 
 
Public Participation:

TA2023003 is processed via the county’s Enhanced Regulatory Outreach Program (EROP).  The 
County Manager determined the proposed text amendment is not an increased regulatory burden.

A public stakeholder meeting was held on August 11, 2023. One individual attended who had no 
concern with the proposal. 
 
Staff Analysis:

TA2023003 will amend Articles 501.5.4 and 502.5.4 of the Maricopa County Zoning Ordinance to 
respectively increase the Maximum Lot Coverage (aggregate area under roof) of the Rural-190 
zoning district from 5% to 10% and of the Rural-70 zoning district from 10% to 15%.  All other rural 
and residential zoning districts previously benefitted from regulatory reform increasing their 
maximum permitted lot coverage.

Previous regulatory reform increased the maximum lot coverage of each of the other rural and 
single-family residential zoning districts by 10%. (For example, the maximum lot coverage in the 
Rural-43 zoning district was increased from 15% to 25%.) A lesser increase is proposed for the 
Rural-190 and Rural-70 zoning districts because they tend to be more remote locations without 
emergency fire protection. Staff believes this minimal increase is a lessening of regulatory 
burden, is appropriate and represents the least amount of regulation necessary to maintain the 
public health, safety and welfare.

If TA2023003 is initiated it will come back before the Commission at a public hearing on October 
5, 2023 for a recommendation to the Board of Supervisors for their adoption November 1, 2023 
and an effective date of December 1, 2023.
