SUBJECT: Housing Impact Statement for Ordinance No. O2026.29 for Code Text Amendment to Part 5, Chapter 
6 – Transportation Overlay District (TOD) parking requirements of the Zoning & Development Code 
(PL260139)
Pursuant to Arizona Revised Statutes 9-462.01,
Before adopting any zoning ordinance or zoning ordinance text amendment of general applicability, the 
legislative body of a municipality shall consider a Housing Impact Statement regarding the impact of the zoning 
ordinance or zoning ordinance text amendment that shall include the following in the Statement:
1.
A general estimate of the probable impact on the average cost to construct housing for sale or rent 
within the zoning districts to which the zoning ordinance or text amendment applies.
Statement: The proposed ordinance is a zoning code text amendment to reduce the minimum parking 
requirements in the TOD. There are no changes to the code that change the general applicability from 
the City that would be imposed on properties because of this ordinance. Therefore, there are no 
impacts on the cost to construct housing. 
2.
A description of any data or reference material on which the proposed zoning ordinance or text 
amendment is based.
Statement: The Tempe City Council set five strategic priorities for the community. The Strategic 
Management and Innovation Office is working with every department to find measures to ensure that 
our city’s actions reflect these priorities.  Reductions to the minimum parking requirements in the TOD 
supports the Sustainable Growth and Development strategy by disincentivizing single-occupancy 
vehicle dependency and directly supporting alternative transit infrastructure. The proposed TOD 
parking reductions also meet the City Council’s Quality of Life and Financial Vitality strategies.  
Reducing parking requirements lowers the per-unit development costs associated with new projects 
within the TOD and encourages a wider variety of housing types that can be constructed within the 
TOD, which can also help to expand workforce opportunities and increase the inventory of affordable 
housing units. 
3.
A description of any less costly or less restrictive alternative methods of achieving the purpose of the 
proposed zoning ordinance or text amendment. 
Statement: The costs associated with zoning amendments are project based and self-imposed. There 
are no code text amendments that restrict development within the existing standards of the code; the 
amendments facilitate development.
