Minutes of the City of Tempe Rio Salado Community Facilities District (CFD) Board Meeting held on Thursday, June 4, 2026, immediately following the Regular City Council Meeting, which begins at 6:00 p.m., in the Harry E. Mitchell Government Center, Tempe City Hall, City Council Chambers, 31 East Fifth Street, Tempe, Arizona, and virtually through Microsoft Teams. CALL TO ORDER Chair Woods called the Rio Salado Community Facilities District Board Meeting to order at 8:29 p.m. ___________________________ 2. CALL TO THE AUDIENCE Chair Woods announced that the Rio Salado Community Facilities District Board welcomes public comment at this time only for items listed on the agenda and noted the three-minute time limit per speaker. APPROVAL OF RIO SALADO COMMUNITY FACILITIES DISTRICT BOARD MEETING MINUTES 3A. November 6, 2025 PASS Motion to Approve Item 3A made by Vice Chair Garlid and seconded by Board Member Chin Aye: 5; Nay: 0; Abstain: 0; Absent: 2; Recused: 0; For: Chair Woods, Vice Chair Garlid, Board Member Amberg, Board Member Chin, Board Member Hodge Absent: Board Member Adams, Board Member Keating The November 6, 2025, Rio Salado Community Facilities District Board Meeting Minutes were approved. ___________________________ 4. PUBLIC HEARING ITEMS 4A. Hold a public hearing to adopt a resolution levying the annual assessment for the Rio Salado Community Facilities District (City of Tempe, Arizona) Improvement Project Number 1 consisting of the acquisition, construction, and annual maintenance of certain improvements within the District; approving the tentative budget of the District for the Fiscal Year 2026/2027; and setting the date for, and ordering the giving of notice of, a public hearing to receive objections on the assessments and tentative budget. The public hearing is scheduled for June 25, 2026. (Resolution No. CFD R2026.01) Chair Woods introduced the item and asked whether Board Members had any questions for staff. There were no questions. Chair Woods then opened the public testimony portion of the hearing. As no members of the public came forward to speak, he closed the public testimony. There was no discussion from the Board, and the public hearing was closed. The second and final hearing was scheduled for June 25, 2026. ___________________________ 5. ADJOURNMENT Chair Woods announced that the next scheduled Rio Salado Community Facilities District Board Meeting is June 25, 2026, and adjourned the meeting at 8:32 p.m. I, Kara A.
