Opposition revolves around the fact that the rescue has continued to conduct business, 
and develop a massive rescue without proper supervision,  reviews and permits in place. 
Resulting in a violation where they were found responsible and ordered to immediately 
cease and desist.   
o 
The rescue has operated  without anyone residing onsite for several years, this 
endangers the lives of the very animals they claim they are saving.  
o 
It is not just a small home occupancy rescue, they are in the process of building a 
complex that can support 40 or more dogs.  
o 
This is a RU 43 (residential neighborhood). The 5-7 dogs that reside there now can be 
heard on a daily basis. Imagine the noise when they reach capacity.  
o 
Of those that wrote letters in support, how many live withing the 300 ft radius of the 
facility as I do?

My name is Georgeta Mihailovici and I would like to speak on behalf of all the dogs saved from euthanasia by Saving 
Paws Rescue.  
I volunteer for SPRAZ since 2019. I fostered sick dogs, injured dogs, dogs nobody believed the rescue will bring them 
alive and adopt. I adopted one of those dogs hit by a car and left on the street,  Millie. She became a hospice therapy 
dog. Our dogs were adopted by police officers and used to service the state of Arizona.  
I was at the dog house every Tuesday, Thursday, and Sunday for almost 4 years. Any time we got a call from police, 
Saving Paws Rescue was there. Every time we got a call from County, Saving Paws Rescue was there. I picked up dogs 
from County multiple times, hundred times. I picked up dogs from Indian Reservation, from Wickenburg, from Casa 
Grande.   I drove to other shelters to pick up dogs on euthanasia list. Due to my health problems I had to move to a 
cooler state. I live in Washington state now but continue to support SPRAZ.  
The rescue is opened to people with mental and medical disabilities, autistic, handicapped people, teaching them to 
take responsibilities, to have self esteem, and keep them out of streets and off the state expenses.  
Saving Paws Rescue exists because of so much support from public.
