My husband and myself are full time residents of the area, we 
are not in favor of the shops at Rio Verde. We live north of Rio 
Verde Dr off 154th. I do not feel the roads or other 
infrastructure is in place to accommodate, nor should it be put 
in place. There are so many empty shopping areas standing 
empty in the area already, ruining more desert to 
accommodate this seems absurd. People bought or built out 
here knowing that suburban conveniences weren’t at their back 
doors, that’s the part of the beauty and lifestyle we sought 
when we moved here. No, we are not in favor.

need to develop every inch of Arizona. I propose a revamping 
or enhancing the alma school/Dynamite shopping center to 
reflect the community needs. Iit is currently underutilized and is

disrupting our beautiful desert environment .

believe that we can support this project, it will be a blight on our 
area. Once again, there is land already zoned for that type of

to rezoning and with the developer and any other interested 
parties. A survey was proposed and developed with Board 
member input as well as outside experts and distributed to 
members and non-members through the RVHA eblast and 
social media. Results Overwhelmingly (84.5%) of the 
respondents’ sentiments were: • A commercial development is 
inappropriate for the area and residents do not want zoning 
changed to accommodate commercial development. • A 
commercial development would not be viable based on 
population and traffic resulting in empty buildings, which would 
become a blight on the community. • The support for a grocery 
store at the intersection of Alma School Road and Dynamite 
Boulevard is extraordinarily strong (85%). Lesser but significant 
objections were related to the downsides of growth such as 
increased traffic, noise and water usage. Of those responses in 
favor of development, the focus was on services such as a 
grocery store, restaurant and fuel station. Conclusion: The 
RVHA members responding to the survey as well as Case

We would like to express our opposition to the rezoning of the land at 174th and Rio verde Dr. We find this totally 
ridiculous.  
 
First of all, who is going to support these retailers, Triology and the other two 55+ communities in Rio Verde? A lot of 
these people leave as soon as it hot   We live on 168th St., and I doubt we would drive down there to shop at the stores 
when we can drive about 20 minutes and have multiple options for shopping. 
 
Second of all, there are several retail centers that have remained empty for years around Alma School Road and 
Dynamite. Why can’t these be utilized?   We do not want a bunch of empty building in a few years because these 
retailers realize there is not enough shoppers to draw into their stores.  
 
Third, we have a two way road to get into Scottsdale and into Fountain Hills, we do not want semis on it doing deliveries 
at all hours. Trilogy has already said they do not want our water haulers on their road but semis with deliveries on the 
road are ok?   
 
Next, as you are well aware we have a water crisis in the Rio Verde Foothills, so it is ok to build more useless retail and 
provide water to them but we can not get affordable water in the Rio Verde Foothills?  I guess we know what everyone 
thinks of us but we can spend our dollars to support this retail center so it is convenient for Trilogy and the other 55+ 
communities.  We won’t be shopping there.  The majority of us purchased homes out here to get away from the retail.  
If the builders are promising the new home owners retail then maybe they should put the center within their gated 
community.  
 
Finally, I am sure the people who have homes next to this proposed center do not want this in their backyard and I don’t 
want it near from home. It probably be lit up all night long so what happens to the dark skies?  Well we have 
convenience for a few people? If Trilogy wants this, put it in their gated community so we do not have to look at it. We 
are seeing less and less wildlife because of the constant destruction of the desert to build homes, we do not want a 
retail center in our backyard.

not need this It will disrupt my home as I live on the south side 
of Rio Verde Dr. It would totally ruin the country life I enjoy. It 
will further disrupt the wild life. Ruin the dark sky community we 
live in. The large communities next to us knew what they were 
moving into and should not make the rest of us suffer just 
because they want convenience. Who will be the workers for 
this shopping center? We already have an empty and failing 
center at the top of the hill fill tha before there is another 
behemoth of another center that will stand empty because it 
cannot be filled. I and my family and neighbors do not have 
water and yet there can be a empty shopping center that will be 
able to have water.

Please let it be known my family is in complete OPPOSITION of this plaza down the road from our ranch.  Like many 
others have stated before me, this is a rural area, we do not have street lights, we do not want plazas, we do not want 
more trucks coming and going along our roads. We do not have the population or a community that wants to support or 
frequent this plaza. We appreciate the animals, the views and the dark skies at night.  There are many other shopping 
opportunities a short 15 minute drive away. This is a total abomination to our beautiful area!!!!!!

I am a resident of Rio Verde, AZ, and reside at Trilogy Verde River.  I have been here for 3 years.  I love the area, but I tire 
of the time it takes to get to a grocery store.  No matter what direction you drive it takes about a half hour to drive to a 
store.  The amount of time a person spends in the store is from a few minutes to more than an hour.  I try to do as much 
grocery shopping at 1 time to avoid the long drive to get to the store and back home again.  Also, since living in AZ, I 
went from driving a car to buying a SUV, something I never had an interest in.  However, during the hot season here, 
which is 6 or more months, when I had put my groceries in the trunk of my previous car I had to rush home as soon as I 
could as I had dairy products, meats, and other perishable items.  I traded the car for a SUV so that the AC could make its 
way to the back of the storage area where I now put my groceries.  I don’t think many people think of this 
inconvenience.  In today’s time groceries are too expensive to let them go bad quickly.  I brought this matter to the 
attention of several people, including the car dealers.  I am someone who prepares most of our family meals on a daily 
basis.  I need a grocery store nearby and hope the committee reviewing this will give it serious consideration.

I am very much against the rezoning to commercial use for any 
land in the Rio Verde Foothills. This community was 
established for horse owners and country dwellers. If we 
wanted to be in a heavily residential area, close to shopping, 
we wouldn't have moved here. We like our dirt roads and 
casual lifestyle. The existing roads will not support the 
additional traffic. It is already a fire nightmare considering the 
limited roads in and out of the community. Far too many of the 
target population are snowbirds and this will not be a 
successful development. There are other locations that are 
much more suited to this type of shopping district. The shops at 
Alma School are in a much more densely populated area and 
they struggle to survive. There is adequate shopping available 
in Fountain Hills and Scottsdale for residents of Rio Verde. If 
the people of Rio Verde don't want to live in an area that does 
not have immediate access to stores, they should look 
elsewhere for their homes.

Back in February 2021 at the RVHA Board of Directors meeting, guest speaker John Rehling with Park West 
Retail Development presented a concept for developing a 16-acre parcel on the south side of Rio Verde Drive 
at 174th Street. The proposed development would require rezoning from residential to commercial status. 
Following the presentation, the Board decided to solicit input from members that would then be shared with 
County representatives relative to rezoning and with the developer and any other interested parties.  A survey 
was proposed and developed with Board member input as well as outside experts and distributed to members 
and non-members through the RVHA eblast and social media.    
Results 
Overwhelmingly (84.5%) of the respondents’ sentiments were: 
• 
A commercial development is inappropriate for the area and residents do not want zoning changed to 
accommodate commercial development. 
• 
A commercial development would not be viable based on population and traffic resulting in empty 
buildings, which would become a blight on the community. 
• 
The support for a grocery store at the intersection of Alma School Road and Dynamite Boulevard is 
extraordinarily strong (85%). 
Lesser but significant objections were related to the downsides of growth such as increased traffic, noise, air 
pollution and water usage. Of equal concern, and perhaps more importantly is the precedent that will be 
established to open the door for future commercial development in Rio Verde.  The 2005 Rio Verde Foothills 
Area Plan supported our rural environment and residential (only) zoning, and the RVHA members are in 
alignment with this Plan.   
Conclusion 
The RVHA members responding to the survey as well as those non-members who responded agree that the 
proposed commercial development is unwelcome in our community.  The RVHA Board respectfully requests 
that the Maricopa County Planning and Development Department deny the request for commercial rezoning of 
The Shops at Rio Verde.

•This area has a significant amount of seasonal residents that

•The increase in traffic, both personal and commercial, will 
increase the risk of serious collisions. 
•A retail development can and likely will increase the crime rate 
throughout the area. 
•Alma School road and Dynamite is a far better choice for a 
small grocery store and can be supported by the population of

I'm in favor of this project. I live in close proximity and there are 
many parcels of land that appear to be for sale in the 
immediate area. When I moved here 5 years ago, I knew that 
the growth of the area would catch up with my neighborhood 
and I was hoping for closer shopping alternatives (currently you 
have to go to either Fountain Hills or Scottsdale-20 to 30 
minute drive-adding more traffic to Rio Verde Dr and other 
roads in the vicinity). Knowing the type of structures proposed 
is much better then alternatives (warehouse, gas station, auto 
repair, etc.). A representative for the developer was going door 
to door earlier this year to gage interest. I saw suggested plot 
plans and renderings of how the buildings would look. I was 
impressed how the developers were striving to make the 
structures blend in with the surrounding environments, etc.

New Center in Rio Verde at Rio Verde Rd and 174th St 
Comment 
I wanted to send a note in support of the development project 
proposed for Rio Verde drive between 174th and 176th street. I 
am a member of the Trilogy at Verde River Community since 
June of 2019. When it first was proposed there was a lot of 
chatter on the various platforms (e.g. Nextdoor ) and one would 
believe that most people in the area were not supported of the 
proposal, I do not believe that is true and thus I thought I would 
write a note in support of the project. As often is the case the 
people that are opposed have a tendency to be very vocal and 
in some cases – quite nasty to people who would like to have a 
commercial development containing a grocery store in the 
area. We are about 15 miles from the nearest grocery store, 
and as the community continues to grow we need to have 
facilities to support the residences who have moved out here. I 
have talked to many people, and most within this community 
support having a grocery store, and some other services, 
restaurant, etc. It is not 100% but nothing ever is. I think that 
both Tonto and Rio Verde communities would be similar to 
Trilogy. Most of the pushback was from the foothills 
community, though that community is changing also as more 
residential subdivisions are getting built. The complaints seem

to be as follows:  
It will bring more people into the community and they will trash 
the area 
This commercial development will not be a destination location. 
I highly doubt that people will make a decision to come to the 
National forest/river because we have a grocery store or not. 
This will not be a deciding factor in visiting. Instead it is a 
convenience for the people who are or will be building in this 
area. 
It will add too much traffic 
This actually should diminish the traffic on Rio Verde 
Drive/Dynamite and McDowell Road. Today everyone has to 
drive the 15 minutes on these roads to get groceries/other 
services. Many of the population are retired and are not driving 
into work and thus not stopping on the way home, they are 
making a special trip adding to the congestion. This could be 
avoided if they only had to drive a few miles for their errands. 
These roads are not the safest especially at night to navigate 
(e.g.2 lane) 
It will change our rural area 
I think that this has already changed with all the residential 
developments that are in process. We are blessed to have both 
the Tonto Natural Forest and the McDowell Mountain Regional 
Park that have set aside protected areas in our community. I 
think that approving some more zoning for commercial in a 
prudent way is justified to be a marriage of 
residential/commercial/recreational 
I do believe you could win over some of the people with the 
elimination of a gas station. They are concerned with the 
vapors from the gas and the possibility of issues with 
underground tanks 
I don’t want it this close to where I live 
No one ever seems to want it in their backyard, but it looks like 
the site that has been chosen makes sense. It is next to the 
new fire station, it has the water/sewage infrastructure, and 
heading west on Rio Verde Drive there is a left turn lane on 
174th I wonder if the initial developers had planned for this to 
be built out as commercial?  
 
 
In closing I believe that this would be a valuable asset to the 
Rio Verde community and be a balanced approach to the 
constant challenge of residential/recreational/commercial. I ask 
that all constituents views be taken into account when this 
decision on zoning is made

Unnecessary development. The Foothills would be better 
served by a grocery store located at Alma School and 
Dynamite by the gas station. The one way road of Rio Verde is 
a poor choice to create commercial development and more 
traffic flow - it is already a dangerous road (many bicyclist 
fatalities, rollovers, and collision).  
 
Many people in this community bought plots here BECAUSE of 
the lack of commercial development. The noise, lights, and 
traffic are unwelcome.  
 
Lastly, the water situation is dire and we are without a short 
term or long term plan. To create more development here is 
problematic for many reasons, but the water shortage issue in 
rio verde and the foothills is insurmountable at present. Who is 
benefitting from this development? It isn’t rio verde foothills 
residents (who are paying a new mortgage for water, a basic 
necessity).  
 
Food for thought - who will work at these stores/restaurants? 
The shops at alma school and dynamite have a hard enough 
time filling vacancies as is. Do we need empty commercial

buildings in our beautiful community? If Trilogy and Tonto 
Verde residents want a commercial shopping center near their 
residences, why didn’t they buy houses in senior living 
communities in Sun City or Surprise?

As a native to Arizona, and a long time desert motorcycle rider, 
we moved out to Rio Verde because of its rural area. What 
comes with that is no stores, no big commercial businesses 
either. We enjoy the rural life because it's like stepping back in 
time and helping your neighbors. Lately, it's been a building of 
tiny homes that make our area look more like the city. If anyone 
reading this has spent anytime visiting Needlerock on the 
weekends it's pretty busy with people from the city. By adding a 
grocery store and other stores it will bring in more people and 
more traffic. Rio Verde drive is already busy with just 2 lanes, 
now start adding more people crime will go up as it has been 
shown to happen. Besides that where will the water come from 
that we already don't have? Let's keep Rio a small family 
oriented town and help reduce not only our carbon footprint, 
but, keep the limited water use for homes with families that 
really need it. Please don't bring the city to our rural area, as 
the majority of us moved here just for that reason.

I have been out here in the Rio Verde foothills since 1997. This 
community is a way of Life! Different from the city of shops and 
gas stations. This is the last frontier of adventure. We do not 
need a shopping Center and Gas station!! Seven miles up the 
hill is a gas station, Banks, restaurants, Walgreens. Please 
take our plea to save this area for Families and Retired people 
to enjoy the wildlife and the Beauty of the Sonoran 
Desert.Overwhelmingly (84.5%) of the respondents’ sentiments 
were: 
• A commercial development is inappropriate for the area and 
residents do not want zoning changed to accommodate 
commercial development. 
• A commercial development would not be viable based on 
population and traffic resulting in empty buildings, which would 
become a blight on the community. 
• The support for a grocery store at the intersection of Alma 
School Road and Dynamite Boulevard is extraordinarily strong 
(85%). 
Lesser but significant objections were related to the downsides 
of growth such as increased traffic, noise and water usage. Of 
those responses in favor of development, the focus was on 
services such as a grocery store, restaurant and fuel station.

Conclusion: 
The RVHA members responding to the survey as well as those 
non-members who responded agreed that the proposed 
commercial development is unwelcome in our community. This 
data may prove useful in future discussions with the developers 
and County officials if the proposed request for rezoning moves 
forward. The support for a grocery store in Scottsdale at the 
more reasonable location of Alma School Road and Dynamite 
Boulevard will be shared with the entity responsible for the 
development of the parcel available for this purpose.

I know a lot of people in the Rio Verde Foothills area are in opposition for the proposed shopping center at Rio Verde 
and 174th St. My family, however, are very much in favor of a shopping center. With three small children (3, 2, and 2), 
driving 25 minutes to the closest grocery store isn’t always convenient, especially if you were just at the store and realize 
you’ve forgotten an ingredient for dinner. 
 
Many of our neighbors want to “preserve the way of life” out here, which I completely understand. We live in a beautiful 
community with stellar views and nature. While I would like to preserve the nature and beauty of our community, I 
don’t think one shopping center is going to spoil that for everyone out here.

When I moved to Rio Verde (from LOS ANGELES) I 
understand that the closest shopping would be at 20 minutes 
away, either Fountain Hills, or up Alma School if you just 
needed gas/drug store. 
 
I was 100% fine with this, welcomed this, it is quiet, serene and 
you can even sometimes see the stars at night. There is not a 
lot of traffic either.  
 
Again I LOOKED FORWARD TO and knew that I would plan 
my grocery needs and also, in our community if you really need 
something, you can always ask a neighbor. People perhaps 
are friendlier because of it. 
 
Therefore, the LAST THING I WANT is to have a development 
on Dynamite, especially near 174-176 because THEN it will be 
close to backing up near my street in Rio. I don't know a lot of 
people here in Rio but the ones I know also do not want it. Of 
course the Minnesotans, who knows what they want but they 
are NOT HERE YEAR ROUND so again, that is another 
reason not to put a large center in that space. People have 
already left and it is not even June 6th!
