Since publication of the staff report for MCP2023001, the applicant has modified the proposal 
and requests a maximum diameter of 48.25” for the WCF supporting structure (where 30” is the 
maximum permitted by ordinance).  This modification does not concern staff.  
 
Staff recommends the Commission adopt a motion recommending that the Board approve 
MCP2023001 subject to modified conditions ‘a’ – ‘e’ below in final format: 
 
a. 
Development of the site shall be in substantial conformance with the Site Plan 
entitled “Vertical Bridge US-AZ-7062“, consisting of 7 full-size sheets, dated May 4, 
2023, and stamped received May 4, 2023 except as modified by the following 
conditions. 
 
b. 
Development of the site shall be in substantial conformance with the Narrative 
Report entitled “Narrative Report US-AZ-7062”, consisting of 8 pages, dated May 4, 
2023 and stamped received May 4, 2023, except as modified by the following 
conditions. 
 
c. 
The following Rural – 43 MCP standards shall apply:  
 
1. Maximum WCF Height: 134’ 
 
2. Setback to Western Lot Line: 43’ 4” 
 
3. Setback to Northern Lot Line: 201’ 8” 
 
4. Maximum Diameter of Antenna Array: 14’ 7” 
 
5. Maximum Diameter of Support Structure: 48.25” 
 
d. 
The following Planning Engineering conditions shall apply:  
 
1. Engineering review of planning and/or zoning cases is for conceptual design 
only. All development and engineering design shall be in conformance with

Section 1205 of the Maricopa County Zoning Ordinance; Drainage Policies and 
Standards; Floodplain Regulations for Maricopa County; MCDOT Roadway 
Design Manual; and current engineering policies, standards and best practices 
at the time of application for construction. 
 
2. Based on the conceptual design nature of the information submitted, changes 
to the site layout may be necessitated by the final engineering design of the 
site’s drainage infrastructure. 
 
3. Detailed Grading and Drainage (Site Infrastructure) Plans must be submitted 
with the application for Building Permits  
 
4. Disturbance within the R/W will require a MCDOT permit concurrent with 
building permits. 
 
5. MCDOT Right-of-Way dedication to the full half width of 65-ft must be 
completed. 
 
6. The Fence on the property has been permitted with DC20040157 
(FA20040060) and B200800760 (FA20080052).  Removal of the fence is not 
required. 
 
e. 
The granting of this change in use of the property has been at the request of the 
applicant, with the consent of the landowner.  The granting of this approval allows 
the property to enjoy uses in excess of those permitted by the zoning existing on 
the date of application, subject to conditions.  Failure to comply with conditions 
after a reasonable opportunity to bring the property into compliance may result in 
the initiation of revocation at a public hearing. It is, therefore, stipulated and agreed 
that revocation due to the failure to comply with any conditions, does not reduce 
any rights that existed on the date of application to use, divide, sell or possess the 
property and that there would be no diminution in value of the property from the 
value it held on the date of application due to such revocation of the MCP.  The 
MCP enhances the value of the property above its value as of the date the MCP is 
granted and reverting to the prior zoning results in the same value of the property 
as if the MCP had never been granted.

To whom it may concern:  
 
Vertical Bridge requests to increase the maximum diameter of the pole from 36 inches to 
48.25 inches as shown on the revised site plan and narrative report. The pole is specifically 
engineered to ensure that the tower is structurally sound and can withstand the weight of multiple 
carriers collocating on the pole. Based on the calculations from the structural engineer, to support 
the multiple carriers, this specific structure needs to be 48.25 inches in diameter. Before Vertical 
Bridge obtained these structural calculations, an approximate assumption of 36 inches for 
maximum diameter was made. The increased width is necessary at the initial build as it would be 
impractical and costly to reinforce the shafts at a later date when additional equipment is added.

Proposed site approx. 3.8 miles southwest of 
Wittmann Town Center via N Crozier Rd

We are working on behalf of Vertical Bridge which intends to install a new multi-carrier cell 
tower, with associated equipment, at 22551 W Patton RD at approximately (33.738021, 
-112.548646). The owner of the parcel, Mary B Martin, has approved the installation of the 
new cell tower.
Shawn Sanchez, as the applicant will be submitting all required documents associated with this 
application on behalf of Vertical Bridge. Vertical Bridge proposes to install a new 134’ 
Monopole, in a 40' x 40’ area, with associated equipment in an 8' high CMU wall compound. 
This wireless facility will provide cellular phone communications and E911 emergency coverage 
to all wireless users in the area. Construction will take approximately 6 weeks. The wireless cell 
tower will operate year-round, seven (7) days per week 24 hours a day. Maintenance crew will 
service cell tower as needed. This property is ideal for its location as there is a dire need for 
improved coverage in the area and sufficient space available without infringing on the owner. 
This cell tower would be in a prime location in a developing and growing area. The surrounding 
properties to this parcel are RU-43 (Rural Zoning). Easily accessible from Wittmann Road. The 
tower is easily accessible from the main street, which is a public right of way. Surrounding the 
tower are residential homes and small businesses that would benefit from the increased 
coverage. Emergency services are 2.5 miles East and schools are 3 miles Northeast of the 
proposed cell tower. These facilities would also greatly benefit from the increased coverage in 
the area. 
This project complies with ARS 28-8481 and Chapter 10, Section 1010 of the Maricopa County 
Zoning Ordinance. Shawn Sanchez, as the applicant, will file the MCP packet in its entirety and 
will ensure that all required documents are provided. The telecommunications facility will have 
no conflict with the Military field or Military airport.

1) 
A. The increased height of the proposed WCF is needed to provide coverage to a vast, rural area.
B. The antenna array exceeds 8' in diameter as we are proposing a platform mount. Platform mounts 
provide a safety component for future modifications of the tower equipment. Additionally, a wider 
antenna array is required for the technology that will be installed by the future tenant to ensure 
maximum coverage objectives.
C. Due to the height of the monopole, the diameter of 48.25" is required to ensure that the pole can 
structurally support future tenant's tower equipment.
D. Per the Grading & Drainage report the majority of the parcel is in a flood plain/flood zone area. This 
restricts us to the western portion of the parcel where the lease area sits. Additionally, the parcel to the 
West (RU-43) is within the 65 LDN noise contour. Thus, it cannot be developed as residential.
Our lease area is placed further north on the parcel as there is a large flood zone to the south requiring 
the reduced setback to the north. The eastern portion of the parcel is a floodway, restricting us to the 
western portion of the parcel where the lease area sits.
2) Generator serves as emergency backup power in the event that the site loses power. The generator
will cycle once per week and will run for a total of 15 minutes.
3) There will be no mature cacti or trees removed for this WCF.
4) No existing WCF within 1000’ of the proposed WCF. Please see image below:

5) We filed the Use Compatibility and Consistency Determination (UC2022023) application with Luke
Air Force Base. Maricopa reached out to Luke AFB and they provided approval for the tower via email.
The WCF will have no conflict with the Military field or Military airport. Please see attached document
below.
6) The proposed height and area for this WCF allows for multiple carriers to collocate at the site. No
initial plans to expand the compound or increase the height of the tower. In the future should the WCF
require height or size expansion, the WCF will fit within the immediate area and will not pose any safety
issues or have a negative impact on area residents.
