Project Summary: 
 
1. 
This request is for a ten (10) year special use permit (SUP) for interim industrial, specifically 
to allow light duty work truck repair and storage for use by the property owner. The 
business operations will be housed inside a new 24’ high, 14,360 SF steel-manufactured 
building 50’ from the Black Canyon Hwy. frontage road, or 200’ from ADOT centerline. 
Site improvements including on-site retention, chip sealed paved areas and site 
perimeter fencing hidden from view with appropriate landscaping. No improvements are 
proposed within Floodway Zone ‘AE’ or within ADOT right-of-way. All outdoor activity is 
screened by the solid perimeter walls facing I-17 and the north and southern property 
lines. The owner anticipates as many as 10 employees on site and the site is not open to 
the general public. 
 
2. 
There is an existing structure built without permit by previous owners appearing to have 
been built around September 2016. It is proposed to be demolished with approval of the 
SUP site plan. Further, apart from the unpermitted structure and aside from a grading 
permit requesting storage of 3’ of fill material in anticipation of this project, the site has 
remained undeveloped.

The property is zoned Rural-43, and the applicant intends to keep development 
standards for this zone. However, the applicant is requesting deviations from the DMNRAP 
Scenic Corridor, Appendix E, items 4.7.1 and 4.7.2 where a minimum setback of 95’ feet, 
or an average setback of 125’, measured from the I-17 frontage road centerline is 
required. Due to Floodway taking up a significant western portion of the site, the 
applicant requests a significant frontage-road setback reduction to 50’ from the edge of 
ADOT right-of-way. In this regard, the 40-foot required front yard setback required per 
Rural-43 Zoning development regulations is met.  Appendix E, item 4.3.3, of the DMNRAP 
requires varying fence heights for parking areas and outdoor storage screening. The 
applicant requests deviation from varying the height of the perimeter screening for the 
parking area and requests a continuous 8’ high perimeter screening. Maricopa County 
Zoning Ordinance (MCZO) allows Rural zoning districts an 8’ maximum height for walls 
outside of the lot’s buildable area, or perimeter screening, but site screening itself is not 
required under Rural-43 zoning.

The parcel is located in unincorporated Maricopa County. The county has no right of 
way on the West side of Interstate 17. There is no significant impact on County roadway 
system in the project vicinity. Given the I-17 frontage road is owned and maintained by 
ADOT, this proposal was sent to ADOT for review, comment, and approval. ADOT 
commented that the project will not have a significant impact on traffic criterion used 
by ADOT.  The applicant also provided a patent easement abandonment (Resolution 
PAB-0142 C-64-22-279-X-01). There are no patent easements on the property.

Daisy Mountain New River Area Plan (adopted 1999, updated November 20, 2019): The 
site falls within the Daisy Mountain New River Area Plan (DMNRAP) and the I-17 Scenic 
Corridor. The DMNRAP requires all site improvements meet the minimum required setback 
of 95’, or an average of 125’ from the frontage road center line of Black Canyon Hwy 
per Appendix E, items 4.7.1 and 4.7.2. Due to Floodway taking up a significant western 
portion of the site, the applicant requests a significant frontage-road setback reduction 
to 50’ from the edge of ADOT right-of-way. No structures are proposed within ADOT right 
of way. The applicant is proposing an attractive business with site screening to conceal 
outdoor uses from view of the Black Canyon Hwy (I-17). The applicant proposes most 
business operations taking place within the manufactured building, however on-site 
parking and outdoor activity is screened by 8-foot, mostly opaque fencing along the 
south, east and north. The DMNRAP requires varying site screening heights for parking, 
per Appendix E, item 4.3.3, parking area screening is limited to a minimum height of 30 
inches and a maximum height of 48 inches. It also requires outdoor storage and outdoor 
activities be screened from the I-17 by a minimum 8 ft. tall solid screen. Due to the nature 
of the equipment used on site as well as the floodplain zone ‘AE’ present south of the 
floodway, fencing is proposed to allow flows beneath all perimeter site screening, but the 
applicant requests deviation from the varying height standard and wishes to maintain a 
single height of 8’ for perimeter site screening. Applicant will mitigate negative visual 
impacts of the 8’ high site screening by proposing upper Sonoran Desert landscaping to 
conceal walls facing the corridor in accordance with DMNRAP, Appendix E, item 4.3.6. 
Additionally, the DMNRAP also requires landscaped parking areas per Appendix E, item 
4.3.6, of which the proposal will comply.

date, no comments have been received from the City of Phoenix. 
 
Public Participation Summary: 
 
9. 
The applicant submitted initial notification to interested parties and property owners 
within 300’ of the site and the site was posted with the required public hearing notices on 
November 23, 2021. Several organized planning groups within Desert Hills and New River 
were also notified in the final months of 2021 and early 2022. No meetings were requested 
by those contacted. Questions asked by those contacted usually were in regard to the 
site’s location and proposed use. Because of the very little traffic generated by the 
proposed use as well as the site lying at the end of a frontage road dead end, comments 
were minimal. Staff mailed out the required Notice of Public Hearing postcard to property 
owners within 300’ of the subject site on February 21, 2023. A postcard sent to the only 
property owner within 300’ of the site was returned to staff due to an incorrect address 
provided by the applicant. Staff resent this postcard February 28, 2023, to the mailing 
address listed by the County Assessor. The public has not contacted staff regarding this 
request as of the writing of this report. 
 
Outstanding Concerns from Reviewing Agencies:

Concerns were raised by the Daisy Mountain Fire Department regarding fire suppression, 
and concerns by the fire department were addressed with an arrangement between 
the applicant and the fire department to meet fire suppression requirements. Separate

fire suppression review by the Daisy Mountain Fire Department will be required and 
approved prior to County building permit issuance.

ADOT requests that final site plan be reviewed for impacts to ADOT right-of-way prior to 
building permit issuance. ADOT right-of-way encroachment permits will be required if at 
any point the proposal seeks to build within ADOT right-of-way. 
 
Staff Analysis: 
 
12. 
The site itself has several limitations that severely limit the developable area including 
floodway bisecting the site north to south, a previously existing patent easement, limited 
access and a scenic corridor with specific site screening and landscaping requirements. 
However, staff believes the site is better suited for a limited intensity commercial or 
industrial use despite the site being zoned Rural 43. Staff believes a residential use on the 
dead end of the I-17 frontage Rd. and the New River Floodway is less than a desirable, 
safe, and healthy location for a permanent residence. Staff believes the limited interim 
industrial use of light duty truck repair and upgrade with limited on-site staff a better use 
for the location. The applicant’s proposal used the DMNRAP design guidelines as a guide 
for site design, and the few deviations from the DMNRAP still meet the intended purpose 
of the DMNRAP’s I-17 Scenic Corridor by concealing nearly the entire site’s site screening 
walls with appropriate indigenous landscaping that will preserve views off the I-17. The 
site screening deviation for parking areas is also appropriate given the scenic corridor 
calling for the preservation of views from the I-17, the intent is preserved by parking area 
screening covered by landscaping and by providing landscaping within the parking 
area.

The applicant also provided a patent easement abandonment (Resolution PAB-0142 C-
64-22-279-X-01) that has allowed development on the site per the proposed site plan. 
Due to the limited staff anticipated to be present on the property, the site’s access off 
the Black Canyon Hwy frontage Rd. will be adequate.  The applicant proposes no ADOT 
right-of-way encroachment, however ADOT still requests the final site plan and 
landscape plan be reviewed for any impacts to ADOT right-of-way.  
 
14. 
The applicant proposes adequate fire suppression for the site, however the Daisy 
Mountain Fire Department still requests the final site plan and building plans be reviewed 
for fire suppression criterion. 
 
Recommendation: 
 
15. 
Staff recommends the Commission adopt a motion recommending that the Board of 
Supervisors approve Z2021132 subject to the following conditions ‘a’ – ‘j’: 
 
 
a. 
Development of the site shall be in substantial conformance with the Site Plan 
entitled “Sprague Site Plan Special Use Permit Z2021132 For Light Trucks and 
Storage “, consisting of 1 full-size sheet, dated 12/22/2022, and stamped received 
01/04/2023, except as modified by the following conditions. Staff may determine 
slight refinements to remain in substantial conformance with the approved site 
plan.  Minor and major amendments to the site plan will be determined in 
accordance with Chapter 3 of the Maricopa County Zoning Ordinance.

b. 
Development of the site shall be in substantial conformance with the Narrative 
Report entitled “Special Use Permit Sprague Property”, consisting of nine (9) pages, 
with revision date 12/19/2022, and stamped received 01/04/2023, except as 
modified by the following conditions. 
 
c. 
Development of the site shall be in general conformance with the Landscape Plan 
entitled “Landscape Plan Sprague Property”, consisting of one (1) page, dated 
12/19/2022, and stamped received 01/04/2023, except as modified by the 
following conditions. 
 
d. 
All outdoor lighting shall conform to the Maricopa County Zoning Ordinance. 
 
e. 
All transformers, back-flow prevention devices, utility boxes and all other utility 
related ground mounted equipment shall be painted to complement the 
development and shall be screened with landscape material where possible.  All 
HVAC units shall be ground-mounted or screened with a continuous parapet for 
commercial projects.   
 
f. 
The following Engineering conditions apply: 
 
1. 
Prior to any issuance of any permits for construction/grading on the site, the 
Owner/Applicant must apply for and obtain a Drainage Waiver to allow for 
a reduced storm water retention volume for the site. The minimum retention 
shall be the grater of the pre vs post or first flush volume of runoff. 
2. 
Prior to issuance of building permits, the owner/applicant must provide an 
erosion setback analysis conforming to ADWR State Standards (SSA 5-96) or 
Section 11.9 of the FCDMC Design Manual – Volume 2.  
3. 
Detailed grading and drainage plans must be submitted with building 
permit application(s).  
4. 
Engineering review of planning cases such as this is conceptual in nature. 
All development and engineering design shall be in conformance with 
Section 1205 of the Maricopa County Zoning Ordinance; Drainage Policies 
and Standards; Floodplain Regulations for Maricopa County; MCDOT 
Roadway Design Manual; and current engineering policies, standards and 
best practices at the time of application for construction.  
5. 
ADOT reserves the right to review any future plans, additions and/or 
changes to this development in regards to any impact they may have on 
the State Highway System. 
6. 
ADOT would like to remind the developer there is ADOT Right of Way in the 
area and they must not encroach upon it without a permit. No work shall 
begin on ADOT right of way until said permit is obtained. 
7. 
ADOT would like to review any impacts that may arise regarding ADOT 
facilities such as utility tie ins, drainage, fencing along right of way, traffic 
control if necessary, or landscape encroachment within ADOT R/W during 
construction, along with any other potential impact items. See Permit

g. 
This special use permit is valid for a period of ten (10) years and shall expire on April 
12, 2033, or upon termination of the use for a period of 90 or more days, whichever 
occurs first. All site improvements associated with the special use permit shall be 
removed within 90 days of such expiration or termination of use.   
 
h. 
Prior to issuance of a building permit, written confirmation will be required from the 
emergency fire protection jurisdiction having authority that the facility has been 
designed in accordance with their regulations and requirements, and that 
emergency fire protection service will be provided to the facility. Prior to issuance 
of the certificate of occupancy, local fire protection jurisdiction review and 
approval will be required. 
 
i. 
Noncompliance with any Maricopa County Regulation shall be grounds for 
initiating a revocation of this Special Use Permit as set forth in the Maricopa County 
Zoning Ordinance.  
 
j. 
The granting of this change in use of the property has been at the request of the 
applicant, with the consent of the landowner.  The granting of this approval allows 
the property to enjoy uses in excess of those permitted by the zoning existing on 
the date of application, subject to conditions.  In the event of the failure to comply 
with any condition, and at the time of expiration of the Special Use Permit, the 
property shall revert to the zoning that existed on the date of application.  It is, 
therefore, stipulated and agreed that either revocation due to the failure to 
comply with any conditions, or the expiration of the Special Use Permit, does not 
reduce any rights that existed on the date of application to use, divide, sell or 
possess the property and that there would be no diminution in value of the 
property from the value it held on the date of application due to such revocation 
or expiration of the Special Use Permit.  The Special Use Permit enhances the value 
of the property above its value as of the date the Special Use Permit is granted 
and reverting to the prior zoning results in the same value of the property as if the 
Special Use Permit had never been granted.

Purpose of the Request 
This is a request for a Special Use Permit, SUP, for a personal business storing, upgrading and 
renovating light duty work trucks. In the spirit of the Daisy Mountain/New River Area Plan this 
business will provide local services and employment. 
The business operations of this interim industrial will be housed inside a new building placed on 
the site. There will be very little activity outside the building. The activity outside will be 
screened by a solid perimeter fence on three sides of the property, the forth or west side will 
be a fence that coordinates with Flood Controls and the Development Department’s accepted 
screens in a flood area. Business activities will be supervised by the applicant. There may be as 
many as 10 employees in the ultimate configuration. 
Description of the Proposal 
The zoning for this Rural-43 property will stay in place, The SUP overlay will allow a business use 
for an agreed 10 year period of time. The user will develop the property as described and 
operate it according to the outline stated within this document. When the expiration time 
nears the applicant will ask for an extension of time.  
The applicant needs more space, they are currently operating the proposed business at a leased 
facility, there needs to be more space to operate and expand a successful business. The single 
80 x 209.5 foot building proposed to go on site, reflected on the Site Plan, provides the needed 
space for operations and storage.  
The building, the site features such as heights of vertical structures, landscaping and signs will 
be in general conformation to the Daisy Mountain/New River Area Plan, (DMNRAP). The height 
of 28 feet, native plants used for landscaping, color pallets are in general conformance to the 
Area Plan. An attached site plan and landscaping plans show the details.  
The property will have the required parking, using no less than the minimum standard of one 
space per 600 SF of building for the warehouse portion of the building and one per 250 square 
feet for the office portion. Landscaping in parking areas, and generally inside and outside site 
walls and fencing will be provided as required. Landscaping of 15% for the parking, not 
including perimeter landscaping, one landscape island per 8 spaces, per the DMNRAP will be 
provided. 
Lighting will be per code or even less than allowed. “Dark Skies” are important to the applicant 
and most neighbors in this area, even though the site is adjacent to a major interstate highway. 
The site is at the end of a frontage road west of Interstate 17. The road ends at the New River 
crossing just to the north and west of the site. The site is very visible from passing traffic. The 
applicant wants to create an attractive well screened business that is located in such a way as 
to work with the site, the constraints and the intent of the DMNRAP, and visually for travelers

on Interstate 17 and the neighborhood. The materials will be new, colors will be muted, lighting 
subdued, screening will be in place, and activity will be highly monitored.  
Setbacks and coverage found within the Rural-43 zoning codes will be used. The Daisy 
Mountain/New River Area Plan, (DMNRAP), found on pages 100-104, asked for a significant 
setback. The applicant will set the building as far off the frontage road as possible in light of the 
drainage element in and around the site. The building is setback 50 feet and with that setback it 
will not exceed 28 feet in height, the building will comply per staff comments. Coverage is 
calculated at 8.95%. 
Other elements mentioned in the Area Plan will be adhered to, such as; signage, signage sizes, 
lighting, colors, landscape, screening, height of all elements, placement of utilities, and 
reflectance’s. Activities will be controlled and will be “daylight” hours, a half hour before 
sunrise, then to a half hour after sunset. Any lighting will be motion activated. Hours of 
operation of the business will be a half hour before sunrise to a half hour after sunset. 
Relationship to Surrounding Properties 
The property is located at a unique location. The location is at the end of a frontage road, dead 
ending at the New River crossing under Interstate 17. The freeway is located on the eastside of 
the frontage road, New River is to the north and to the west.  The freeway is very wide at this 
point creating a large and noisy buffer to the east, northeast and southeast. The river is partially 
located on the property creates a significant buffer from anyone to the north and west. There is 
a vacant private parcel to the south. There is no sound wall on the freeway, The site is in view 
of the freeway, in general I-17 travelers will see a landscaped wall screening any parked cars, 
and generally the only thing visible behind the walls will be a new building with muted desert 
colors and the trees located on the northern, or closer side of the site to the travelers and trees 
between screened parking.  
The river has a dedicated Floodplain and Floodway crossing the site. The applicant has 
engineered the site, and has shown the area appropriate for the buildable part of the site and 
the portion to be “as is” for storm water flows.  
There is only one way in, there will be no people residing on the proposed site. 
There will be minimal motion activated lighting attached to the building and perimeter security 
walls and fencing, no freestanding lighting. All lighting will be directed downward and shielded 
from shining up, so as to adhere to Dark Skies standards. Lighting will consist of lights at the 
corners of the only building, midpoint on the long sides of the building and at doors. A sign will 
be attached to the side of the building, and not lit. There will be minimal lighting attached to 
the inside of the fences, again facing down and very subdued.

A wall, as depicted in this application, will be 8 feet high and located on the south, east and 
north side of the site. The solid fence will be slightly raised to allow drainage flows to pass 
below. There will be a security fence highly buffered by distance on the west side of the 
property.  
There will be native xeriscape quality landscape along the perimeter wall at least 5 feet wide 
outside and along the wall to give a more natural look to the building and the site. The 
landscaping includes indigenous landscaping throughout, including planting outside the wall to 
enhance the view of this property, and a substantial stand of trees on the north side of the 
building softening any view of the building when traveling south on I-17. 
Parking and any machinery will be screened and any parking will be located on approved 
paving. There are 34 spaces required, there will be a minimum of 34 spaces provided. There is 
ample area for the machinery, so machines do not have to park in designated spaces 
The building will be not over 28 feet in height setback 50 foot as allowed via standards. The 
building will have an office, with an ADA restroom, the office will be located within the north 30 
feet of the building, or about 2400 SF. Parking was calculated having 1 space per 250 SF for 
office and 1 per 600 for the warehouse portion for the remaining 14,360 SF. The building and 
business is not open to the general public, there will be no display areas within or around the 
building.  
 
Location and Accessibility 
The property is located on a 199,745 SF, 4.59 acre parcel, also known as Maricopa County 
Assessor Parcel #202-13-060B. The property is about a mile north of Anthem on the frontage 
road on the west side of Interstate 17. The frontage road dead ends at the site. New River 
crosses the freeway just north of the property and flows southerly on and along the west side 
of the site. A good portion of the site is given to the future flows of the river. Civil Engineers 
have studied this site and a remaining area allows enough space for the proposed use. 
This area has seen minimal development in the past, a small unusable building currently exists 
on the site. There are no sound walls along Interstate 17 in this area, the site and the existing 
building is very visible from the freeway. There are no properties between the eastside of the 
frontage road, and there are no properties to the north or west that can be used. The property 
is buffered from other neighbors, the only private ownership is to the south, is vacant. There is 
a culvert under Interstate 17 that feeds a wash between the property to the south and the 
Subject Property adding to the buffer. The use of the property will setback significantly to the 
south.

Circulation System 
There is minimal circulation proposed for this site. There is one secured access point, leading to 
a drive that circles the building. There will be the required SVT where needed. Any circulation 
will have approved dust free surfaces. Fire radii needed for access will be followed. There were 
patent easements on this property, they were requested to be abandoned, and the 
abandonments have been completed. 
 
Development Schedule 
The applicant will start immediately and it will be built in one phase. 
 
Community Facilities and Services 
The site is very rural, even though very visible. In a serious emergency it can very quickly 
accessed from I-17, if by normal means it will be slightly longer. At present there are minimal 
constraints between I-17 and the property. Alternatively, there is an ample paved and 
sufficiently wide enough frontage road paved to the site. The site will be served by a private 
well and there will be a water reservoir on site that will provide the required water to the 
standard required by Daisy Mountain FD. Conversations have occurred with the fire marshal 
and arrangements have been established with the fire officials to provide services based on the 
correct construction practices, which have been agreed to. 
Electric service will be provided by Arizona Public Services, water, as stated above, will be 
provided via well and reserve tank, sewer will be provided by septic. Trash will be handled 
privately. The Sheriff’s office will provide protection and there will be no student generation, no 
one will live on site. School is provided by Deer Valley Unified School District #97, but there will 
be no student generation.

5. DAMAGE TO EXISTING LANDSCAPING, UNDERGROUND UTILITIES, IRRIGATION LINES, ELECTRICAL
LINES, ETC. SHALL BE REPAIRED AT CONTRACTORS EXPENSE.
6. ANY DISCREPANCIES FOUND BETWEEN THE PLANS AND THE SITE CONDITIONS SHALL BE BROUGHT
TO THE ATTENTION OF THE LANDSCAPE ARCHITECT.
7. ALL QUANTITIES PROVIDED ARE FOR BIDDING PURPOSES ONLY. LANDSCAPE CONTRACTOR SHALL
VERIFY ALL QUANTITIES PRIOR TO CONSTRUCTION.
8. THE CONTRACTOR SHALL BE RESPONSIBLE FOR ALL FINISH GRADES IN LANDSCAPED AREAS.  HE
SHALL DETERMINE, WITH THE GENERAL CONTRACTOR, THE EXTENT OF ROUGH GRADING AND/OR
FINE GRADING TO BE ESTABLISHED BY OTHERS.
9. ALL GRADING AND DRAINAGE SHALL BE IN ACCORDANCE WITH THE PLANS PREPARED BY THE
PROJECT CIVIL ENGINEER, OR AS DIRECTED BY THE OWNER'S AGENT.  PROVIDE POSITIVE DRAINAGE
AWAY FROM THE BUILDING(S) IN ALL CONDITIONS.  CONTRACTOR TO MEET ALL EXISTING GRADES AT
PROJECT BOUNDARIES.  FINISH GRADE SHALL BE 3" BELOW THE TOP OF ADJACENT WALKS AND
CURBS PRIOR TO RECEIVING MULCH OR DECOMPOSED GRANITE.
10. ALL AREAS DISTURBED DURING CONSTRUCTION TO BE FINE GRADED. ADJACENT UNDISTURBED
AREAS DAMAGED OR DISTURBED TO BE RESTORED TO ITS ORIGINAL CONDITION AT THE
CONTRACTOR'S EXPENSE.
11. CONTRACTOR SHALL FINE GRADE ENTIRE LANDSCAPED AREA AS REQUIRED FOR INSTALLATION
OF PLANTING.  ALL GRADES SHALL BE NEAT, RAKED SMOOTH AND BE FREE OF DEBRIS PRIOR TO
SUBSTANTIAL COMPLETION.
12. PRIOR TO SPREADING MATERIAL GROUNDCOVERS, ADJUST AND COMPACT FINISH GRADES,
APPLY WEED PRE-EMERGENT SURFLAN AS PER MANUFACTURER'S INSTRUCTIONS.  THEN SPREAD
DECOMPOSED GRANITE, RIVER RUN, OR MULCH AS INDICATED ON PLANS.  DECOMPOSED GRANITE
SHALL BE WATERED, THEN COMPACTED WITH A SOD ROLLER TO A MINIMUM DEPTH OF 2" AFTER
COMPACTION. PROVIDE A SECOND APPLICATION OF THE PRE-EMERGENT SURFLAN AT THE END OF
THE MAINTENANCE PERIOD.
13. ALL LANDSCAPED AREAS SHALL RECEIVE A 2" TOP DRESSING OF DECOMPOSED GRANITE.

PND Engineering Plan Review (DPR, FCD and PND Transportation) has reviewed the 
2nd submittal of the subject Special Use Permit application; and the supplemental 
engineering memo dated 10/10/2022, and has no objections subject to the following 
conditions: 
 
1. Prior to issuance of any permits for construction/grading on the site, the 
Owner/Applicant must apply for and obtain a Drainage Waiver to allow for a 
reduced storm water retention volume for the site. The minimum retention shall 
be the greater of the pre vs post or first flush volume of runoff. 
 
2. Prior to issuance of building permits, the owner/applicant must provide an erosion 
setback analysis conforming to ADWR State Standards (SSA 5-96) or Section 
11.9 of the FCDMC Design Manual – Volume 2. 
 
3. Detailed grading and drainage plans must be submitted with building permit

4. Engineering review of planning cases such as this is conceptual in nature. All

General Project Summary: 
The proposed site APN 202-13-060B is on the I-17 West Frontage Rd 
currently and has very low traffic volumes and dead ends at the property 
driveway.  The proposed site has an anticipated opening year of 2022 and 
could generate as much as 34 AM peak hour trips and 40 PM peak PM hour 
trips. The proposed site usage uses a worst case scenario given the building 
size and a potential land use of Auto Parts and Service Center ( LUC 943) 
 
General Comments: 
The parcel is located in unincorporated Maricopa county.  The county has no 
right of way on the West side of Interstate 17.   
 
There is no significant impact on County roadway system in the project 
vicinity.  Therefore, County has no further comments on this study.

The Maricopa County Environmental Services Department (MCESD) has 
reviewed revised documents received from the Maricopa County Planning and 
Development Department for the above referenced project. This is a request 
for a Special Use Permit, SUP, for a personal business storing, upgrading and 
renovating light duty work trucks at APN # 202-13-060B. Water and sewer 
services will be provided by Water via well, sewer via septic. MCESD has 
concerns, NOID plan review for the septic system must be obtained prior to 
the construction permit be approved. 
 
Based on the above, MCESD raised no objections to the Planning & 
Development Department in Accela Automation on October 28, 2021. 
 
 
It should be noted that this document does not approve the referenced project.  
Comments are provided only as advisory to Maricopa County Planning and 
Development Department to assist staff to prepare a staff report.  Other 
Maricopa County agencies may have additional requirements. Final review and 
approval will be made through Planning and Development Department 
procedures. Applicant may need to submit separate applications to the 
Maricopa County Environmental Services Department for approval of proposed 
facilities regulated by the Department.  Review of any such application will be 
based on regulations in force at the time of application.

Plan Review Requirements
All plans and specifications for new commercial construction, remodeling, and alterations or Operational Permits 
within the Daisy Mountain Fire District (DMFD) shall be submitted to the Department for review and approval 
prior to any construction or operations. The plans will be reviewed with the approval and recommendations 
forwarded to the County Planning and Development department. Plans shall comply with the 2012 I.F.C. with 
DMFD revisions.
Submittal information shall include, but is not limited to the following:
1.
A copy of the County Building Permit.
2.
One copy of the approved drawings including site plan, civils, architectural, structural, mechanical and electrical.
3.
Submittal of plans for the fire protection systems which require Engineering or N.I.C.E.T. approval.
4.
Water supply and fire flow requirements for the building and Fire Protection Systems required.
5.
Three drawings and one spec sheet submited. Electronic submittal may be acceptable depending on format.
6.
A single 8.5" x 11" drawing of each buildings fire escape plan showing occupant load, use of each room and exit routes.
7.
Show the location of the main fire alarm control panel, fire sprinkler riser room, F.D.C. and Knox lock box.

Thank you for the above referenced project notification. ADOT’s Regional Traffic Engineering group has reviewed the current information given for this 
project and come to the conclusion that the project will not have a significant impact on the traffic criterion used by ADOT.   However, due to your project 
being adjacent to ADOT right of way, ADOT would like to review any impacts that may arise regarding ADOT facilities such as utility tie ins, drainage, fencing 
along right of way, traffic control if necessary, or landscape encroachment within ADOT R/W during construction, along with any other potential impact 
items. I have included the ADOT Wall requirements. See Permit Encroachment Process Links.
