Project Summary:
1.
The applicant is seeking to establish a CUPD overlay in order to reduce the required
parking for a self-storage facility. The subject parcel is currently zoned C-2, which allows
for self-storage facilities, however under base zoning standards the proposed facility
would require 117 parking stalls which is much more than what is necessary for a self-
storage facility. The requested overlay will bring the required parking down to 25 parking
stalls. The applicant is currently working on a Plan of Development (POD) for the
proposed self-storage facility under separate case Z2022190. The proposed building is
three stories and 102,330 sq. ft.

A pre-application meeting to discuss the proposed zoning overlay occurred June 14,
2022 with formal submittal of this request on October 18, 2022. The applicant
simultaneously submitted an application for an associated POD (Z2022190) as a separate
case for the self-storage facility. A Technical Advisory Committee meeting was held on
December 6, 2022.

densities at 2 -5 d. u. per acre are appropriate as long as urban services such as water,
sewer, parks, schools, and emergency services are available.

development should follow goals and objectives of the General Plan such as providing
necessary services to adjacent residents and complement existing development.
Public Participation Summary:

The applicant met and exceeded all minimum notification requirements. The site was
posted with two signs and updated to reflect hearing dates once dates were formalized.
Additionally, the applicant sent notification to all property owners within 400’ of the
subject property, exceeding the required 300’ radius for notification. The applicant
reported one response as a result of the public notice and provided a copy to staff. The
respondent seems to be opposed to additional self-storage facilities in the area but did
not address the reduction in parking which is the crux of the proposed zoning overlay.

Staff Analysis:

The subject site is currently zoned C-2 which allows for the proposed self-storage use, for
which the applicant has separately applied for a Plan of Development under case
Z2022190. The sole purpose of the proposed CUPD overlay is to reduce the required
parking as self-storage is an allowed use under the existing C-2 zoning. The three-story
self-storage facility proposed under Z2022190 would require 117 parking stalls per the
base zoning standards. This is based on staff applying MCZO, Art. 1102.1.6 which is one
space per 900 sq. ft. of floor area for a “warehouse” use. This is the least restrictive
application of the ordinance’s parking regulations. It is staff’s experience that the
required parking thus calculated is always perceived as excessive for developers of self-
storage facilities particular when the facility is multi-story with interior entry units. Arguably,
the required 117 spaces far exceeds the parking needed for a self-storage facility since
such facilities typically do not have more than a handful of customers on site at any given
time. Staff considers the requested parking standard of one stall per 5,000 sq. ft. of self
storage space is appropriate for the proposed use. Parking may become problematic if
future redevelopment of the building is for a different, more intense use.

The proposal meshes with the City of Litchfield Park General Plan 2022 which calls for
commercial developments to provide services to adjacent residents as well complement
existing development. The site at a collector/arterial intersection is appropriate for
commercial use. It is served by public water and sewer. The site is currently zoned C-2
commercial. The CUPD will only provide flexibility with required parking for a self-storage

facility. Re/development for any other use will be required to meet the parking
requirements outlined in the ordinance.
Recommendation:
12.
Staff recommends the Commission adopt a motion recommending that the Board of
Supervisors approve Z2022189 subject to the following conditions ‘a’ – ‘f’:
a.
Development of the site shall be in substantial conformance with the Zoning Exhibit
entitled “SAFstor Self Storage“, consisting of 1 full-size sheet, dated February 27,
2023, and stamped received February 27, 2023, except as modified by the
following conditions. Staff may determine slight refinements to remain in
substantial conformance with the approved site plan.
b.
Development of the site shall be in substantial conformance with the Narrative
Report entitled “SAFstor Self-Storage”, consisting of 6 pages, dated January 3,
2023, and stamped received January 26, 2023 except as modified by the following
conditions.
c.
The following Planning Engineering conditions shall apply:
1.
Without the submittal of a precise plan of development, no development
approval is inferred by this review, including, but not limited to number of
proposed building lots/units, drainage design, access and roadway
alignments. These items will be addressed as development plans progress
and are submitted to the County for further review and/or entitlement.
2.
A traffic impact study must be submitted with future entitlement (POD)
application(s).
3.
Engineering review of re-zone case is conceptual in nature. All
development and engineering design shall be in conformance with
Section 1205 of the Maricopa County Zoning Ordinance; Drainage Policies
and Standards; Floodplain Regulations for Maricopa County; MCDOT
Roadway Design Manual; and current engineering policies, standards and
best practices at the time of application for construction.
d.
Administrative approval of a Plan of Development will be required prior to
approval and issuance of construction permits to develop and establish use of the
site. Prior to issuance of a building permit, written confirmation will be required from
the emergency fire protection jurisdiction having authority that the facility has
been designed in accordance with their regulations and requirements, and that
emergency fire protection service will be provided to the facility. Prior to issuance
of the certificate of occupancy, local fire protection jurisdiction review and
approval will be required.
e.
The following C-2 CUPD standard shall apply:

The granting of this change in use of the property has been at the request of the
applicant, with the consent of the landowner. The granting of this approval allows
the property to enjoy uses in excess of those permitted by the zoning existing on
the date of application, subject to conditions. In the event of the failure to comply
with any condition, the property shall revert to the zoning that existed on the date
of application. It is, therefore, stipulated and agreed that either revocation due
to the failure to comply with any conditions, does not reduce any rights that
existed on the date of application to use, divide, sell or possess the property and
that there would be no diminution in value of the property from the value it held
on the date of application due to such revocation of the Zone Change. The Zone
Change enhances the value of the property above its value as of the date the
Zone Change is granted and reverting to the prior zoning results in the same value
of the property as if the Zone Change had never been granted.

B. Purpose of Request
This firm represents SAFStor Real Estate Co., LLC (“SAFStor”), one of the most active
privately held developers of high-quality, professionally managed self-storage facilities in the
United States. On behalf of SAFStor, we are pleased to submit this rezoning application
(“Application”) to accommodate the development of a self-storage facility (the “Proposed
Facility”) on approximately 2.4 acres located at the northeast corner of Camelback Road and
Wigwam Creek Boulevard in Maricopa County (the “Property”). The Property is known as
Maricopa County Assessor’s Office Parcel Number 510-08-553B. See below Aerial Map.

The Property, which is currently vacant, is zoned Intermediate Commercial (“C-2”). A
self-storage facility is permitted by right under the Property’s existing C-2 zoning. However,

Maricopa County’s Zoning Ordinance (“Zoning Ordinance”) has only one parking ratio for all
“warehouse” uses — which requires 1 parking space per 900 square feet of gross floor area.
There is no specific parking ratio for self-storage facilities. As such, under the Zoning
Ordinance, the Proposed Facility is required to be parked in accordance with the parking ratio for
“warehouse” uses, which requires a total of 117 parking spaces for the Proposed Facility.
The required parking amount of 117 spaces greatly exceeds the actual parking demand
for a self-storage facility. As shown by the Trip Generation and Parking Statement provided with
this Application, the amount of parking spaces needed to accommodate the actual peak parking
demand for the Proposed Facility is 10 spaces. Further, providing 117 parking spaces on the
Property would “take up” site area, which instead could be better improved with other site
improvements — such as landscaping and maneuvering areas to provide a more functional and
attractive development. SAFStor is therefore proposing to establish a parking requirement unique
to a self-storage use, resulting in a total of 25 parking spaces for the Proposed Facility, which is
still more than double the number of spaces that are needed to accommodate the peak parking
demand for the Proposed Facility.
Specifically, to accommodate the development of the Proposed Facility (including the
proposed number of parking spaces), this Application requests to change the existing zoning
designation of the Property from C-2 to C-2 with a Commercial Unit Plan of Development
(“CUPD”). The purpose of the CUPD is simply to establish a unique parking ratio for the
Proposed Facility as shown below.

The Proposed Facility contains a gross floor area of 102,330 square feet — consisting of
a small 903 square-foot lobby/leasing office and 101,427 square feet of self-storage. The Zoning
Ordinance requires the self-storage component of the Proposed Facility (consisting of 101,427
square feet) to be parked as a “warehouse” and the lobby/leasing office area (consisting of 903
square feet) to be parked as an “office”. The CUPD simply proposes a new parking ratio
specifically for a self-storage use, thereby modifying the required parking for the self-storage
component of the Proposed Facility from 1 space per 900 square feet of warehouse floor area to
1 space per 5,000 square feet of self-storage floor area, which results in a total parking
requirement of 25 spaces (21 spaces for the self-storage component and 4 spaces for the
lobby/leasing office). The CUPD does not modify the Zoning Ordinance’s base ‘office’ parking
ratio applicable to the Proposed Facility’s leasing office.
It is important to recognize that, if approved, this Application simply allows the Proposed
Facility to provide 25 parking spaces, rather than 117 parking spaces. It does not otherwise
modify the zoning of the Property or any other development standards applicable to the Proposed
Facility.
C. Description of Proposal
The Proposed Facility is a three-story, approximately 102,330 gross square-foot indoor
climate-controlled self-storage facility, along with a small lobby/leasing office area and other site
improvements, such as landscaping and parking.
The Proposed Facility includes 800 storage units of varying sizes, all of which may only
be accessed from the interior of the building. No roll-up or drive-up storage units are proposed.
Two access points to the Property are proposed along Wigwam Creek Boulevard as shown on
the site plan included with this Application (there is a drainage ditch along the Camelback Road
frontage, which restricts access from Camelback Road). Office hours will be 9:30 a.m. to 6:00
p.m. (Monday-Friday), 8:30 a.m. to 5:00 p.m. (Saturday) and 12:00 p.m. to 4:00 p.m. (Sunday).
Customers will be allowed to access their units from 5:00 a.m. to 10:00 p.m. (daily)
As shown by the building renderings included with this Application, SAFStor has given
the building facades significant attention through the use of complementary colors and high-
quality materials. Additionally, there is articulation in the plane of the façades that creates visual
interest and positively contributes to the aesthetics of the surrounding area. Finally, the proposed
building design features windows to bring in natural light during the day and low-level lighting
to provide adequate safety while also reducing glare at night. Landscaping improvements will be
provided adjacent to the building, along the interior east property line, and adjacent to Wigwam
Creek Boulevard and Camelback Road.

The Property is located on Camelback Road (a major thorough-fare) approximately 880
feet from El Mirage Road. The properties at the northwest and southwest corners of the
intersection of El Mirage Road and Camelback Road (which includes this Property) are all zoned
for either commercial or industrial land uses. The Proposed Facility is consistent with the land
uses (existing and planned) at the intersection of Camelback Road and El Mirage Road and will
provide an appropriate land use transition to the surrounding residential neighborhoods.
Further, the Proposed Facility will offer a convenient storage option for the surrounding
residences — many of which are located on small to medium-sized lots where storage space is
limited. The surrounding Wigwam Creek subdivisions are composed of single-story and two-
story residential homes with typical lot sizes between 4,000 and 7,000 square feet. These
contemporary subdivisions trend towards maxing out development standards to optimize livable
space with limited area provided for storage. Additionally, deed restrictions or other regulations
restrict the outdoor storage of personal property in front or rear yards. The development located
immediately east of the Property is also a single-family for rent project with small units ranging
between 668 and 1,022 square feet. The Proposed Facility will offer these surrounding
residences an additional storage option within close proximity.
E. Location and Accessibility
The Property is located west of the northwest corner of Camelback and El Mirage Roads,
approximately three miles west of the Loop 101 Freeway. The Property has two street frontages:
Wigwam Creek Boulevard to the west and Camelback Road to the south. An existing drainage
ditch restricts access to the Property from Camelback Road. That said, as shown by the Site Plan
provided with this Application, two points of access will be provided from Wigwam Creek
Boulevard. The main access point is located at the northern end of the Property and connects to
an existing drive on the Property (Read Avenue), which is shared by the animal hospital to the
north (used for primary access) and the single-family for rent development to the east (used for
egress-only and emergency access).
F. Circulation System
Access to the Property is provided from Wigwam Creek Boulevard via two access points.
Once entering the Property, circulation is provided by a single drive aisle that encircles the
building and provides access to the office/lobby, loading areas and parking.
G. Development Scheduling
The development of the Property will occur in a single phase.
H. Community Facilities and Services
The proposed development will have no impact on the surrounding school district (Litchfield
Elementary or Agua Fria Union #26 School Districts), parks or other community amenities.

Zone Change from C-2 to C-2 CUPD planning case(s). Please note the following MCESD
requirements for site development:

& Infrastructure Program for water, reclaimed water and/or wastewater system infrastructure.

We have received the above request for a zone change with overlay from C-2 to C-2 CUPD on APN 510-08-553B,
approximately 2 ½ acres located at the NEC of Camelback Rd. and Wigwam Creek Blvd.
The requested overlay is to reduce the required parking for a self storage facility.
