The code enforcement officer should open a violation case. As Charles Heart stated, there is enough proof to do this. Tow trucks go in and out throughout the day, dropping off and picking up cars. We've been dealing with this issue for two years now and it is time you should take some action on the matter. You can use your satellite imaging (same system you use for inspections and to observe property addons) to know these images I'm including are accurate and just a sample of the proof of their violation.
