MCSO deputies arrived on scene at approximately 1101 hours. We contacted a male subject who was later identified as Guillermo Garza through his Arizona driver's license. The following is a summary of what he told deputies while on scene. Guillermo asked if any of the deputies on scene spoke Spanish because he wanted to ensure his information was provided to us accurately. | advised Guillermo | was a Spanish speaker, and he began telling me what occurred. Guillermo advised the issue was between him and his neighbor who he verbally identified as Marco Malanche. Guillermo told me this moming, at approximately 0800 hours, he was cleaning his backyard and getting rid of dried weeds with a wheel barrel and showed me the pile of weeds he had gathered in the center of his backyard as well as a wheel barrel which was sitting in the south end of the backyard. Guillermo told me while he was doing this, his neighbor peaked his head over the backyard and began yelling vulgarities, insulting him, and threatening him. Guillermo told me he did not want to repeat the stuff said to him, but | told him | needed to know what Marco told him. NARRATIVE Guillermo said Marco told him "vas a ver lo que te va pasar" which translates to You'll see what's going to happen to you and he also told Guillermo "te voy a llevar a corte” which translates to | am going to take you to court. Guillermo then said Marco told him vulgarities in English; calling him a "bitch" and "motherfucker" as well as other bad words that he could not recalls. Guillermo showed me an image of a male subject he identified as Marco and told me he took the image to show us that he had lifted himself so he could take a photo or the backyard. Guillermo told me he wanted a report because he was afraid of what could happen in the future in the event Marco would escalate. Apparently, the issue stems from Guillermo assisting the Maricopa County Planning Services Managers with complaints against Marco. Guillermo wanted it noted that what Guillermo was doing was illegal, when asked to clarify as to what he was talking about Guillermo told me Marco working on vehicles and ultimately running a business in a zoned residential area was illegal. Guillermo was already in contact with the Maricopa County Planning Services Manager and showed me a contact card for a Darren V. Gerard who had already received the complaints about what Marco was doing. | talked to Juana Leticia Garza who told me she saw Marco standing over the wall but was inside of her residence and could not make out what Marco was telling her husband, Guillermo. | then contacted Marco at the property located at [yyy The following is a summary of what Marco told me: Marco told me today, at approximately 0759 hours, he noticed Guillermo taking photographs of his backyard so he got up so he could see over the fence and said good morning to Guillermo and told him "I caught you." Marco elaborated what he meant by telling me somebody had sent pictures to the Maricopa County, which he then received an email about with images attached. Marco said he now knew it was Guillermo who was taking the images and sending them over to the Maricopa County and complaining on him. Marco said somebody from the Maricopa County planning services department had already visited and inquired about his business to which he showed them everything they asked him about. Marco showed me a picture of Guillermo on his property timestamped today at 0759 hours and told me he took a picture of Guillermo since Guillermo was taking pictures of him and his property. Marco stated he never cussed at Guillermo or threatened him. | advised both parties to go to the courts and obtain an injunction against harassment against one another to avoid further issues. The two parties involved were provided with the report number for this incident. In conclusion, a neighbor trouble call determined Guillermo and Marco, two neighbors had an issue with one another stemming from Guillermo complaining on Marco for allegedly running a business out of his property which neighbors to the east Guillermo's residence. Guillermo was taking photographs with his cellphone of Marco's property and Marco caught Guillermo taking images of his property so then he took an image of him taking an image of his property to have proof that the images obtained by the Maricopa County Planning services Manager were provided by Guillermo. | advised both parties to stay away from one another and obtain an injunction against harassment against the other party. This is an informational report at the request of Guillermo to document the incident as he feared Marco could escalate and something bad would occur. Nothing further.
