The proposed WCF would be an allowed use within the large 
R1-6 zoned parcel if it were not for the proposed diameter of 
the antenna arrays.  The WCF will be a collocated monopole 
with at least two providers.  There are no outstanding 
concerns from reviewing agencies. There is no known 
opposition.

Recommendation: 
On 12/8/22, the Commission voted 9-0 to recommend 
approval of Z2022129 subject to conditions ‘a’ – ‘f’:  
 
a. 
Development of the site shall be in substantial conformance with the site plan 
entitled “AZ 02 Cottonwood “, consisting of 8 full-size sheets, dated August 29, 
2022, and stamped received October 17, 2022, except as modified by the 
following conditions. Staff may determine slight refinements to remain in 
substantial conformance with the approved site plan.  Minor and major 
amendments to the site plan will be determined in accordance with Chapter 3 of 
the Maricopa County Zoning Ordinance. 
 
b. 
 Development of the site shall be in substantial conformance with the Narrative 
Report entitled “Special Use Permit Narrative”, consisting of 7 pages, dated 
October 12, 2022, and stamped received October 17, 2022, except as modified 
by the following conditions.  
 
c. 
The maximum height of the Wireless Communication Facility shall be 80’.

d. 
The SUP establishes the following standards: 
 
1. 
Ground equipment screening via 10’ high chain link fence covered in 
green mesh. 
 
2. 
Maximum antenna array diameter of 18’. 
 
 
e. 
The following Planning and Development Engineering stipulations shall apply: 
 
1. 
Engineering review of planning and/or zoning cases is for conceptual 
design only. All development and engineering design shall be in 
conformance with Section 1205 of the Maricopa County Zoning 
Ordinance; Drainage Policies and Standards; Floodplain Regulations for 
Maricopa County; MCDOT Roadway Design Manual; and current 
engineering policies, standards and best practices at the time of 
application for construction. 
 
2. 
Based on the conceptual design nature of the information submitted, 
changes to the site layout may be necessitated by the final engineering 
design of the site’s drainage infrastructure. 
 
3. 
Detailed Site Infrastructure Plan must be submitted with the application for 
Building Permits.  If the existing retention basins will be disturbed, an 
Engineered Grading and Drainage Plan will be required. 
 
f. 
The granting of this change in use of the property has been at the request of the 
applicant, with the consent of the landowner.  The granting of this approval allows 
the property to enjoy uses in excess of those permitted by the zoning existing on 
the date of application, subject to conditions.  In the event of the failure to comply 
with any condition, and at the time of expiration of the Special Use Permit, the 
property shall revert to the zoning that existed on the date of application.  It is, 
therefore, stipulated and agreed that either revocation due to the failure to 
comply with any conditions, or the expiration of the Special Use Permit, does not 
reduce any rights that existed on the date of application to use, divide, sell or 
possess the property and that there would be no diminution in value of the 
property from the value it held on the date of application due to such revocation 
or expiration of the Special Use Permit.  The Special Use Permit enhances the value 
of the property above its value as of the date the Special Use Permit is granted 
and reverting to the prior zoning results in the same value of the property as if the 
Special Use Permit had never been granted.

Project Summary: 
 
1. 
The proposed Special Use Permit (SUP) is to allow for an 80’ WCF to be located on a 
parcel within the R1-6 zoning district.  The subject parcel is the site of Canyon View High 
School.  WCFs are an allowed use within the R1-6 zoning district if they meet all 
requirements laid forth in Section 1202 of the MCZO.  While the proposed location meets 
required setbacks, the applicant is seeking to increase the allowed antenna array 
diameter to 18’ where 8’ is the maximum allowed, and to modify screening requirements 
to allow for a chain link fence with attached green mesh, where a solid 6’ solid screen 
wall is required.   
 
2. 
The subject parcel has some recent building permits for classroom renovation and 
expansion.  The proposed WCF has no relation to the classrooms and is not attached to 
any existing building or structure.  Aside from these building permits there is no other 
recent history on the parcel. The Pre-application meeting for the WCF was held on May 
25, 2022.  Formal submittal for the SUP was July 1, 2022 and the TAC meeting was held on 
August 16, 2022.

posted in two locations and all property owners within 300’ were notified via USPS mailers.  
The signs and mailers have not generated any known comments to either the applicant 
nor staff.

Staff Analysis:

The proposed monopole at 80’ in height would normally be by right as all required 
setbacks are met, but the SUP is necessary to allow for increased antenna array diameter 
and altered screening requirements.   The proposed monopole will be located on a large 
property occupied by the Canyon View High School campus.  The proposed monopole 
does not appear that it will have a significant impact on the visual aesthetic of the area 
and will blend into the high school campus. The WCF will be located among the sport 
fields and facilities on campus which are comprised of several tall structures and light 
poles.    The WCF proposal does not have any plans for adding stealth features to the 
monopole.  Additionally the monopole will initially house two carriers with potential for 
additional colocations in the future.

The applicant is requesting two variations to the ordinance with this SUP.  The first is to 
increase the maximum allowed antenna array width from 8’ to 17’ 9”.  This request seems 
consistent with similar WCF requests and staff does not feel the increase will make any 
significant visual difference to the site given the large setbacks and buffer areas from the 
subdivisions north and south of the high school. The second request is to allow a 10’ high 
chain link fence with green mesh to serve as the ground equipment screening where a 
minimum 6’ high solid screen wall is required.  The chain link fence with green mesh was 
requested specifically by the school district so that the ground equipment screening 
would match and blend in with the existing fence around the school tennis courts.  The 
applicant has provided documentation from the school district confirming this request.  
Staff also feels that matching the screening material with the adjacent existing fencing 
provides an aesthetic improvement than if two different types of wall/fence abutted 
each other.  Staff has no concerns with the 10’ chain link fence with mesh screening. 
 
 
Recommendation:

Staff recommends the Commission adopt a motion recommending that the Board of 
Supervisors approve Z2022129 subject to the following conditions ‘a’ – ‘f’:

PROJECT: SQF,LLC/Tilson Infrastructure proposes to construct/install a new 
80’co-locatable wireless communications facility monopole to house multiple 
commercial carriers:

• AT&T Wireless and T-Mobile are the initial commercial carriers that will 
co-locate on this monopole. 
• The SUP lease area and equipment compound will be due west of the 
monpole location.  
• All associated cables will be underground from the carrier equipment to 
the monopole. 
• The electrical and telco service are from the local service providers. The 
electric and telco service run underground from the source to the 
equipment compound. 
• A designated gravel surfaced parking space, 9’x 18’, for the service 
technician will be established adjacent to the equipment compound.  
The typical site maintenance visit is one time per month by the service 
technician. The designated parking space will be compacted D/G to 
match the surrounds. This varies from MCZO 1102.7.1, however the 
proposed dust free parking surface as designed is favored by the 
School District. See attached letter from the School District 
supporting the gravel parking surface. 
• Access to the site is via an established access drive from Bethany Home 
Rd into the school campus. 
 
PURPOSE OF REQUEST 
Campbell A&Z, LLC on behalf SQF, LLC/Tilson Infrastructure respectfully 
requests a 25 year SPECIAL USE PERMIT for an 80’ multi-carrier monopole in 
the R1-6 zoning district, located at 6024 N Perryville Rd., Waddell, 85355.  
• The proposed WCF meets the standards set out in Section 1202.3 WCF 
MCZO for the 80’ monopole, with exception to the following: 
o Section 1202.3.1.1h-maximum diameter of array, 8’ allowed. 
o Section 1202.3.1.1l-solid screen wall, 6’+ cmu wall required. 
• The SUP request is for a larger array diameter, 17’9” and 11’6”, per 
carrier. 
• The SUP request is for approval of a 10’ tall chain link fence with green 
mesh backing to match the adjacent tennis court fencing. This request is 
from the School District. See the attached letter from the School 
District supporting the matching 10’ tall chain link fence with mesh 
backing screen fence 
 
RELATIONSHIP TO SURROUNDING PARCELS 
The surrounding parcels, north, south, east and west are mixed use zoning. The 
development status of each adjacent parcel is as follows: 
North: APN#502-22-004D subject parcel is undeveloped, as of this submittal. 
The property has been platted as Zanjero Trails Parcel 31b. The nearest 
residential lot will be approx 630’ from the WCF. 
South: APN#502-32-361subject parcel is developed. The property south of the 
proposed WCF and south of Bethany Home Rd, is a newly developed 
community known as Zanjero Trails Phase 1C Parcel 35A Phase 2. The 
nearest residential lot is approx 640’ from the WCF.

East: APN# 502-22-004D subject parcel is undeveloped. The High School 
campus parcel extends nearly 1700’ east from the WCF. The adjacent land 
to the east of the HS campus is owned by the Maricopa County Flood 
Control District with no immediate development showing on the County 
Assessor web page. 
West: APN# 502-22-005B subject parcel is undeveloped. The large parcel, 
approx 180acres, to the west is owned by the Maricopa County Flood 
Control District, with no immediate development showing on the County 
Assessor web page. 
 
The proposed WCF is not located within a Scenic Corridor and is not located in 
an Airbase Overlay District. 
 
PROPERTY SETBACK DIMENSIONS FROM THE MONOPOLE: 
North: Approx 602’ to R1-18 zoning district 
South: Approx 540’ to R1-6 zoning district  
East: Approx 1,905’ to R1-18 zoning district

LOCATION AND ACCESIBILITY 
Is accessed from Bethany Home Rd., then over an existing asphalt paved 
driveway and concrete path to the site. 
 
 
CIRCULATION SYSTEM 
The WCF has the use of a dedicated 12’ wide access route from Bethany Home 
Rd to the site. The traffic generated by the WCF is minimal, with a monthly 
service technician visit as standard. 
 
 
DEVELOPMENT SCHEDULE 
The WCF will be constructed upon receiving County issued Building Permits 
 
COMMUNITY FACILITIES & SERVICES 
The proposed WCF will not provide any Community Services or Facilities; nor will 
the WCF require any Community Services or facilities during its operation. 
 
PUBLIC UTILITIES AND SERVICES 
The proposed WCF is an unmanned facility that will not require public water or 
sewer services. The WCF will obtain electrical and telephone services from the 
local service providers.

The WCF monopole has no planned landscaping. 
 
The signage at the proposed WCF is limited to the FCC required postings, and a 
cell site identification/emergency contact notification sign. There will not be any 
commercial signage at the proposed WCF.  
 
The site will have one exterior light mounted at the doorway(s) to the equipment 
compound for the safety of the service technician. The light(s) is typically on a 
motion sensor and is not dusk to dawn device. 
 
The site will have a new 10’ tall chain link fence, to match the existing chain link 
fence at the tennis courts, around the equipment compound.

1. Engineering review of planning and/or zoning cases is for conceptual design 
only. All development and engineering design shall be in conformance with

Thank you for allowing Luke AFB to make comments on the AZ02 WCF Application.  The site is located approximately 2 
miles outside the Luke AFB 1988 JLUS 65 Ldn, “high noise or accident potential zone” as defined by A.R.S. § 28-8461 and 
is inside the “territory in the vicinity of a military airport” also defined by A.R.S. § 28-8461.     
 
As described in the application, this request will not have a negative impact on Luke AFB Flight Operations.  Since the site 
will be located inside the “territory in the vicinity of a military airport,” it will be subjected to approximately 165 over 
flights per day.

We have received the above request for a SUP to facilitate a  new 80’ WCF in the R1-6 zoning district on parcel APN 502-
22-004F.  The SUP is required due to the proposed antenna array diameter exceeding the maximum allowed per MCZO 
1202.3.1.1.h, which allows a maximum of 8’.  The subject site is near Perryville Rd and Bethany Home Rd in the Waddell 
area. 
 
 
 
The TAC meeting will be held August 16th at 3:15 PM.
