Up Arizona Plat (Bk 340 Pg 40).  My property includes a portion of the Eagletail runway.  By this
letter, I confirm my support for the renewal of SUP Case No. Z2020011, and wish to extend my
support as a co‐applicant to the SUP renewal application filed by Gretchen House and Michael
Tragarz, who are authorized to represent me in this matter.  This authorization also extends to

I am Tika P. Thapa, owner of 6 lots at the Eagle Tail Airstrip. I have owned the property for over 18 years.
I bought this property because of the airstrip. Although I live in Scottsdale, I enjoy visiting my property on
occasions such as the air show late last year. I enjoyed meeting different people that had flown in from
Yuma and other places for breakfast.   I fully support the renewal of the captioned  Special Use Permit.
Kindly give consideration to the renewal of SUP.  This airstrip has been an asset to the surrounding
community for crop dusting services, emergency landing and rescue purposes. It would be greatly
appreciated if you would kindly  convey my thoughts to the honorable members of the Planning and
Zoning Commission and the Board of Supervisors.

I apologize for this late response to your invitation to comment. 
 I am an applicant for the permanent SUP for Eagletail airport AZ99 in the Huarquahala valley.  I own 50 acres of
land that I purchased from Bill O’Brien in 1994.  I also built and own a house situated on one of those parcels. 
I very strongly support the continuing SUP and the airport as that was my primary interest in the land when I bought
it.
        The permanent easement for the taxiway and runway has always been a part of the CCR’s for that property and
I intend to continue to enjoy the use of that easement in perpetuity. I would prefer that this easement continue to be a
private airport so that I can work with other landowners out there to affect improvements that would improve safe
operation of my aircraft, along with the aircraft of other likeminded owners.
I do not wish to speak at the meeting.

development for almost 30 years and know that this infrastructure provides a positive
economic impact to the area by reducing search and rescue costs (a prior use for
staging and logistics) and valuable support to our local agricultural community as a
base of operations for crop dusting services.  This runway and its use are supported by
the adjacent landowners as was originally intended and also can be part of the long-
term planning for western Maricopa County to relieve air traffic at facilities further
east toward Phoenix.   This airstrip is appropriately located and a valuable asset to the
community and the State.

Narrative Report
I.
Purpose of
 
   Request
This request seeks renewal of the Special Use Permit which allows the operation of an
airstrip on approximately 7.52 acres located on the Eagletail Mountain Ranch (the "Ranch") in a
remote area of southwest Maricopa County, Arizona. More particularly, the airstrip is located in
the south half of Section 30, Township 1 North, Range 9 West (the "Property").
Given the remoteness of the Property, this request seeks renewal of the Special Use
Permit.

Description of
 
   Proposal
The Ranch consists of approximately 700 square miles of desert. For approximately
thirty five (55) years the Ranch has functioned primarily as a desert cattle ranch and as home to
approximately 87 head of Big Horn sheep.
The Property is confined within the boundaries of the Ranch. The proposed use for the
Property is a privately owned and operated airstrip. The airstrip runs in an east/west orientation,
bisecting eight (8), forty (40) acre ownership's (the "Airstrip") consisting of eight (8) parcels. The
Airstrip is made up of two (2) parallel restrictive airstrip easements that are 3,280 feet long and
fifty(50) feet wide. The restrictive airstrip easements are bordered directly to the north and south by
two(2) 3,280 foot long, thirty-three (33) foot wide vehicular access easements. Combined, the
restrictive airstrip easements and the vehicular access easements provide a landing strip area
which is approximately 3,280 feet long and one hundred sixty-six (166) feet wide. In addition, a
one thousand (1,000) foot long by one hundred sixty-six (166) foot wide vehicle/aircraft taxi-way
is provided at  each end of the Airstrip. The vehicle/aircraft taxi-ways provide safe and
convenient access to and from the Airstrip from the surrounding eight (8), forty (40) acre
sections.
Each of the owners of the eight (8), forty (40) acre sections, and incorporated parcels (the
"Owners") own, operate or are are authorized to operate any performance capable aircraft
utilizing the airstrip. The Owners purchased their parcels with the anticipation of using the
airstrip in Accordance with the established Special Use stipulations as they exist or modified in
the future. Exhibit "A" includes a list of the property owners and their respective parcel numbers.
In addition to providing a benefit to the Owners, this Airstrip provides financial and public safety
benefits to the area. During the past years, the airstrip has been used primarily for ranch
operations allowing cattle buyers and ranch guests convenient access to the Ranch. The Airstrip
has also been used by the Maricopa County Sheriffs rescue crews, local farmers in support of
their agricultural requirements, support for local youth and adult community organizations such
as the Air-forces' Civil Air Patrol, the Maricopa County Sheriffs Office, local Flight Training
Operations as a fixed checkpoint as well as reducing the training traffic within the Phoenix
TRACON Class B airspace and well as functioning, on more than a few occasions, as an
emergency landing zone.

II.
Relationship to Surrounding
 
   Properties
As indicated above, the Airstrip bisects eight (8) forty (40) acre sections containing some associated
parcels. The remaining owners provided the Manager, Michael Tragarz to manage the affairs of the 
Special Use permit and the airstrip operations at the first and subsequent five (5) year status updates
on file with the county.  As agreed at the time of purchase, all owners were and are made aware, 
advised and agree to the perpetual easements that were and are established and filed with Maricopa 
County supporting the physical boundaries and full SAFE access operations for the residents and 
users, for all vehicles, pedestrians, aircraft landing, takeoff and taxi operations.   These easements 
remain in place and are in full support of this Special Use Permit operation and renewal request. 
Physical
 
   Boundaries
The physical boundaries of the Airstrip are completely confined within the eight
(8), forty (40) acre sections and related parcels. Due to the location of the physical
boundaries, the configuration of the Airstrip is such that there are no neighbors located
within three hundred (300) feet of the Airstrip other than the Owners who have , through
the  Supplemental  Use  Permit  process,  authorized  the  Manager,  Michael  Tragarz  to
represent  the  interests  of  the  Supplemental  Use  Permit  with  regard  to  County
requirements.
Conformance with Maricopa County Zoning Ordinance Section
 
   2308
Section 2308 of the Maricopa County Zoning Ordinance requires that; (1) no
building, structures or portions thereof exceeding twenty (20) feet in height be erected or
altered within five hundred (500) feet of the projected center line of an existing or
proposed landing strip and (2) no building, structures or portions thereof exceeding
twenty (20) feet in height shall be erected or altered within one thousand (1000) feet from
the ends of an existing or proposed landing strip.
The design configuration of the Airstrip fully conforms to the requirements of
Section 2308. All of the structures within five hundred (500) feet of the projected center
line of the Airstrip are less than twenty (20) feet in height and the vehicle/aircraft taxi-
ways located to the east and west of the Airstrip provide the requisite one thousand
(1,000) feet from the end of the existing or proposed landing strip. Pursuant to Section
2308,  no  structures exceeding twenty (20) feet in height currently exist within the
vehicle/aircraft taxi ways nor can any structures be built within this area in the future.

Access
The configuration of the Airstrip and the Vehicle/Aircraft Taxi-Ways provides the
Owners with direct, individual access to the airstrip from their private parcels without
trespassing over any other public or privately owned land.

Operation
Due to the Airstrip's "private" status, immediate air and ground traffic will be
limited to the Owners, those who have permission to use it and emergency situations. It
will operate under Visual Flight Rules only. In support of an Arizona State University
aviation research group program, the Airstrip owners provided an opportunity and an
airstrip environment to design, install and test a unique, private airstrip marking and
lighting system.  The System allows for increased operational safety but clearly defining
the actual runway area in contrast to the vehicle access as well as the designate clear
zones located at both ends of the runway beyond the displaced thresholds. Additionally,
solar lights associated with each runway designated marker provide an increased safety
margin to emergency operations, should they become necessary during low light or
reduced visibility operations consistent with FAA Day, visual flight rules.  the Airstrip's
hours of operation will remain Day VFR by Federal Aviation Regulations until approval of additional
operations are approved by the County. The Airstrip will be used by (the Owners) in accordance
with the Supplemental Use Permit, its stipulations and any amendments provided in the
future by Maricopa County. These flights will be made in single or multi engine aircraft,
the size will be consistent with the configuration of the runway, taxiways and accesses
established by Federal Aviation Airport Design Criteria, as appropriately applied and any
future development.   .
D.
Signs
The Airstrip Shall be  identified by a sign posted on the Property.
Benefits to the
 
   Community
The renewal of this Special Use Permit to operate a private airstrip  at this location will result
in benefits to the community. These benefits include: (a) the ability of Maricopa County to address
and require certain safety standards and procedures which will ensure the safe and proper use of the
Airstrip. (b) the surrounding property owners will realize enhanced use and enjoyment of their
property. (c) as provided for is the current Special Use Permit, support for the local farming
community by reducing the cost of production of their crops.  (d) allow the area landowners to attract
interested investors and users to develop the area and attract additional tax base to the County to
properly manage the future development of the Harquahala Valley and surrounding areas.
Safety
Renewal of this  Special Use Permit for a private airstrip at this location will
provide a  means by which Maricopa County and other applicable governmental
authorities can require and ensure the safety standards and procedures, as operationally
applicable, and outlined in the Federal Aviation Regulations and guidance as applied and
relative to the design, maintenance and operation of this Airstrip are addressed and or
implemented as the development of the airstrip proceeds over the coming years .

Use and Enjoyment of
 
   Property
The Owners' enjoyment of their property will be enhanced without compromising
the use and enjoyment of other property owners. Each of the Owners will have individual
access to and from the Airstrip, allowing the Owners another means by which to access
their property.
Location and
 
   Accessibility
The Property is located in a remote area of Maricopa County, approximately 12
miles south of Interstate 10, and 16 miles west of Phoenix. More particularly, the Airstrip
is located in the south half of Section 30, Township 1 North, Range 9 West. Vehicular
access to the Property is from I-10 and Baseline Road.

The Airstrip is currently developed land encumbered by restrictive easements recorded on
January 4, 1994. There are no additional improvements contemplated on the land designated as
the runway, taxiway and vehicular easements at the present time other than dust, water, and
debris control as well as surface control for the benefit and safety of flight and ground operations.

   Plans
According to the Maricopa County Comprehensive Plan, adopted October 20, 1997, the
Property is considered a Rural Development Area (a "RDA"). A RDA generally lies outside the
General Plan Development Area of the municipalities and is not covered by an area land use plan
or any other regulatory program. Typically these areas are vacant land or rural in character with
minimal, if any, infrastructure or public services. Primary land uses of a RDA are low-density
residential, agricultural, and other compatible public and private non-residential uses, such as but
not limited to, agricultural support services, ranching, hunting clubs, recreational areas, dude
ranches, RV parks and churches.
The proposed Airstrip is fully consistent with a RDA. The Property is vacant and located
near sparsely developed land. The Property lies well outside the General Plan Development Areas
of any of the surrounding municipalities, lacks any substantial infrastructure or public services and
is not covered by an area land use plan or any other regulatory program. The low-density residential
development that does exist in the area is rural in character. These dwellings depend on septic tanks
and individual wells or municipal water and sewer systems. Due to the rural character of the area,
the operation of an airstrip at this location is a compatible private non-residential use which
provides support services for aviation, agricultural and ranching activities and the surrounding area.
