November 29, 2022 RE: CASE # 22020011 Eagletail Airstrip We are Stephen and Stephanie Kooistra and would like to voice our concerns pertaining to the granting of the Special Use Permit (SUP) for the Eagletail Airstrip (99AZ). First, the misuse that has happened and the possibility that it would happen again in the future. An owner sold property to a Commerical Crop Dusting business without letting the full-time residences having any say about how it might change our lives; until we had to listen to 2- 3 planes coming and going several times a day; dust, noise, pesticides and chemical herbicides being carried in them. No dust control, no water, and the planes were flying right over our property and flying low. If it happened once, what would keep it from happening again? Second, SAFETY..the runway is not safe for planes to be coming and going as it stands right now. It is our understanding that changes would definitely need to be made and because we do have 2 of the 40 acre parcels that butt up against the runway, we do not want to see any of our property go away for any of the safety zones or easements that would have to be put in place. Third: COST: If this SUP is granted, who is going to pay for the changes and the maintenance that will have to be put in place??? Weare against this SUP; therefore why should we have to contribute to any of the costs that will surely come to light. This was never to be a Commerical Airstrip and we are NOT in favor of it being perpetuity. From the perspective of a Rural Fire District, it is imperative that safety recommendations be acted upon and enhanced due to our long response times and limitations of response equipment. Frequently, these precautions are the best if not only defense for the safety of the public. In 2001 Maricopa County Zoning Ordinance (MCZO)was changed to more closely follow the recommendations published by The Federal Aviation Administration (FAA). The criteria for Obstruction Free Zones (OFZ) are to provide some degree of safety for pilots in the case that they touch down short of the runway when landing or get blown off the runway by a sudden gust or strong crosswind. These regulations are put in place to protect residences that live along the airstrip. It is, therefore, the recommendation of the Harquahala Fire District to not wave any safety regulations or requirements regarding the Eagle Tail Airstrip. If anything, we would recommend that safety regulations increase and all recommendations regarding safety zones as outlined in the MCZO and FAA Advisory Circular be implemented as part of the SUP.
