The City Council of the City of Mesa met for a Special Council Meeting in the Study Session room at City 
Hall, 20 East Main Street, on December 1, 2025, at 3:45 p.m.

Roll Call. 
 
Mayor Freeman conducted a roll call. 
 
Mayor Freeman excused Councilmember Duff from the entire meeting.

Convene an Executive Session. 
 
It was moved by Vice Mayor Somers, seconded by Councilmember Taylor, that the Council 
adjourn the Study Session at 3:46 p.m. and enter into an Executive Session.  
 
Upon tabulation of votes, it showed:  
 
AYES – Freeman–Somers–Adams–Goforth–Heredia–Taylor 
NAYS – None 
ABSENT – Duff 
 
Mayor Freeman declared the motion carried unanimously by those present.
