MARICOPA COUNTY ADULT PROBATION PROBATION SUCCESS INCENTIVE GRANT REPORT DECEMBER 2022 PURPOSE: The Addendum Funding Agreement for the Probation Success Incentive for FY2022 requires, on or before December 31, 2022, and annually thereafter, each adult probation department that receives incentive payments or grants pursuant to this section shall submit a written report to AOC and the county board of supervisors that accounts for incentive payments received and grants awarded and that evaluates the effectiveness of the program. Pursuant to A.R.S. §12-270 each county shall use its probation success incentive payment and any monies received from a statewide probation success incentive grant to improve supervision and rehabilitative services for probationers, including any of the following: 1. Implementing and expanding evidence-based practices for risk and needs assessments for individualized programming. 2. Implementing and expanding intermediate sanctions, including mandatory community restitution, home detention, day reporting, restorative justice programs and work furlough programs. 3. Expanding the availability of evidence-based practices for rehabilitation programs, including drug and alcohol treatment, mental health treatment, anger management, cognitive behavior programs and job training and employment services. 4. Recognizing and rewarding probation officers in adult probation departments whose work has advanced the implementation of evidence-based practices or who have contributed to the probation department's recidivism reduction efforts. 5. Paying for continuing education and training that focuses on evidence-based practices for probation officers or probation staff, or both. 6. Evaluating the effectiveness of rehabilitation and supervision programs and ensuring program fidelity. GRANT FUNDS AWARDED TO THE MARICOPA COUNTY ADULT PROBATION DEPARTMENT (MCAPD): The MCAPD was awarded $477,731 from the Administrative Office of the Court (AOC) on April 14, 2022. The amount of the awarded funds is determined by the AOC as outlined in ARS §12-270 A. & G. USE OF FUNDS: The MCAPD has identified various opportunities for the use of the Probation Success Incentive Grant funds, although funds have not been expensed to date. In FY2021, the MCAPD launched an initiative to explore how we could better serve JIW including how we could be more trauma informed in how we supervise these individuals. A leadership team was established, and a project plan was developed. Pilot caseloads were established with specific metrics to identify the impact of the program. In FY2022, the JIW workgroup pursued and was awarded a grant to receive free training on administering the Women’s Risk Needs Assessment (WRNA) sponsored by the National Institute of Corrections (NIC). Five JIW probation officers and probation officer supervisors participated in an intense, multi-day training in Salt Lake City, Utah, where they learned how to deliver the WRNA. The WRNA is the only validated, peer-reviewed risk/need assessment developed to identify women’s specific risk, needs, and strengths. Results from the WRNA will allow for more effective case planning for those under supervision. In alignment with A.R.S. §12-270 A. 1., software licenses will be purchased to ensure efficient and accurate scoring of the tool and provide additional resources for effective case planning. Targeted implementation date is January 2023. Dedicated MCAPD staff were instrumental in impacting the justice involved individuals the probation success rates represent. In alignment with A.R.S. §12-270 A. 4., the MCAPD will be purchasing and distributing polo shirts that align with the Department’s Professional Standards Policy. Each staff member will receive a shirt as recognition and reward for their work in advancing the implementation of evidence-based practices or contributing to the Department's recidivism reduction efforts. The probation success incentive grant funds will be used to fund shirts for officers. The process for procuring shirts is underway with distribution intended to occur in January-March 2023. The MCAPD is committed to the continuous development of staff through continuing education and training. The probation success incentive funds will be used in CY2023 to pay for continuing education and training that focuses on evidence-based practices for probation officers and probation staff as outlined in A.R.S. §12-270 A. 5. Opportunities that will be assessed may include training on the new conditions of probation, new case management system, conferences, and leadership trainings. The MCAPD is exploring various programs that may benefit from a program evaluation, as outlined in A.R.S. §12-270 A. 6. Further assessment is needed to determine areas of need and use of these funds.
