GOOD NEIGHBOR POLICY

properties and document FCS's ongoing

Purpose commitment to respectful operations,
neighborhood communication, and practical issue
resolution.

Voluntary operating policy prepared in a City of
Mesa-style land use format for use with citizen
participation, neighborhood outreach, or
entitlement support materials.

Policy Status

1. Purpose

Faith Christian School (FCS) is committed to operating in a manner that respects adjacent neighborhoods,
nearby property owners, businesses, homeowners' associations, neighborhood associations, students,
families, and the general public. This Good Neighbor Policy is intended to support peaceful coexistence
with surrounding properties and to promote ongoing communication, responsiveness, safety, and
compatibility with the surrounding area.

2. intent

FCS will operate the site in a manner that does not unreasonably interfere with the use and enjoyment of
surrounding properties. This policy is intended to demonstrate good-faith neighborhood outreach and
ongoing stewardship of the property, including attention to traffic circulation, student safety, site
cleanliness, lighting, noise, and responsiveness to community concerns.

3. Neighborhood Communication

FCS will maintain open dialogue with surrounding property owners, neighborhood associations,
homeowners’ associations, and interested community members. FCS will provide a designated school
contact for neighborhood questions or concerns, receive and document reasonable comments or
complaints, and make reasonable efforts to respond in a timely manner. When appropriate, FCS may
communicate operational updates that could affect nearby properties, including special events, traffic
changes, or construction and maintenance activity.

4. Neighborhood Meetings and Outreach

When warranted by an entitlement request, site change, or operational matter with potential neighborhood
impact, FCS may participate in or host a neighborhood meeting to provide information, answer questions,
and listen to concerns. FCS may also prepare a written summary of concerns raised and identify
responsive measures in a format consistent with City of Mesa citizen participation expectations.

5. Traffic, Drop-Off, and Pick-Up Operations

FCS recognizes that traffic circulation is often the most visible neighborhood concern associated with
school operations. FCS will use reasonable efforts to manage student drop-off and pick-up in a safe and
orderly manner, including directing vehicles to remain on-site to the fullest extent practicable, using
designated internal circulation patterns, encouraging families to follow school traffic instructions and posted
signage, and monitoring stacking, queuing, and circulation conditions during peak periods.

6. Noise Management

FCS will use reasonable efforts to manage noise in a manner respectful of surrounding properties. Outdoor
activities will be supervised in an orderly manner, amplified sound will be limited and managed when used,
and events or announcements will be scheduled with attention to reasonable hours and surrounding uses.

7. Site Security and Safety

FCS will maintain site operations with a focus on student, staff, visitor, and neighborhood safety. Campus
supervision, controlled access practices, and prompt attention to unsafe behavior or recurring operational
concerns will remain part of the school's overall site stewardship approach.

8. Cleanliness and Property Maintenance

FCS will maintain the property in a neat, orderly, and well-kept condition. This includes regular attention to
litter and debris removal, landscape upkeep, monitoring of parking and walkway areas, and timely
response to graffiti, damage, or nuisance conditions when identified.

9. Lighting
FCS will use exterior lighting in a manner intended to promote safety while minimizing unreasonable

spillover onto nearby properties. Lighting will be maintained and directed to support campus operations
and security without creating unnecessary glare to adjoining uses, to the extent reasonably practicable.

10. Special Events

For larger events that may generate increased traffic, parking demand, or activity levels, FCS will use

reasonable efforts to plan in advance for orderly operations. These efforts may include temporary
directional signage, event staffing, parking oversight, and neighbor notification when unusual activity is

anticipated.

11. Compiaint Resolution Process

FCS will maintain a practical process for receiving and addressing neighborhood concerns. Concerns may
be received by phone, email, in writing, or in person; documented by the designated school representative;
reviewed internally; and followed by a response or operational adjustment where reasonable and

appropriate.

12. Good-Faith Cooperation

FCS will act in good faith to work with neighbors, City staff, and other stakeholders to identify practical
solutions to operational concerns. This policy is intended to reflect responsible stewardship and ongoing
communication, not merely one-time outreach.

14. Policy Review

This Good Neighbor Policy may be updated from time to time to reflect operational changes, City
feedback, neighborhood input, or conditions associated with any City of Mesa approval.

15. Voluntary Commitment

This Good Neighbor Policy is adopted as a voluntary statement of operational practices and neighborhood
stewardship. It may be submitted to the City of Mesa as part of a citizen participation, neighborhood

outreach, or entitlement-related communication packet, as applicable.
