1. Purpose

The purpose of this Citizen Participation Plan is to describe how Faith Christian School (FCS) will notify
nearby property owners, residents, neighborhood organizations, homeowners associations, and other
interested parties regarding its proposed land use applications for the property located at 3761 S Power Rd,
Mesa, Arizona 85212. This plan is intended to provide early and meaningful opportunity for public
awareness, communication, and input before public hearings are conducted.

2. Project Description

Faith Christian School proposes to purchase and occupy the existing school campus located at 37615
Power Rd in Mesa, Arizona. FCS intends to continue school-related use of the property and is pursuing the
following City of Mesa entitlements in connection with that use: a Council Use Permit (CUP) and a
Substantial Conformance Improvement Permit (SCIP). The proposed use is associated with an existing
campus, and any required improvements or operational details will be addressed through the City review

process.

4. Area of Notification

FCS will provide citizen participation outreach to surrounding property owners and interested parties in
accordance with the notification area and contact list provided or required by the City of Mesa. Outreach will
also extend to any neighborhood organizations or homeowners associations identified by City staff as

relevant to the application.

5. Methods of Citizen Participation

FCS will use the following methods to implement this plan:

e Written Notice: FCS will send written notice describing the project, property location, requested
entitlements, and contact information for questions or comments.

e Direct Contact: FCS will make a project contact available by telephone and email for reasonable public
inquiries during the review period.

e Neighborhood Meeting, if required: If directed by the City, FCS will hold an in-person or virtual
neighborhood meeting to present the request and receive comments.

e Follow-Up Communication: FCS will review comments received and, where appropriate, provide
clarifications or updates to interested parties and City staff.

6. Anticipated Discussion Topics

Topics anticipated to be addressed during outreach may include the continued use of the site as a school
campus, student enrollment and grade levels, hours of operation, drop-off and pick-up circulation, parking,
access, compatibility with nearby properties, and any site modifications or operational measures identified
during review.

7. Keeping the City Informed

FCS will keep the assigned City planner informed regarding implementation of this plan by providing notice
of any neighborhood meeting, maintaining records of notices sent, summarizing comments received, and
submitting a Citizen Participation Report documenting the outreach conducted and the manner in which
comments were considered.

8. Good-Faith Participation Statement

ECS is committed to carrying out this Citizen Participation Plan in good faith and in a manner that supports
transparency, responsiveness, and constructive communication with neighbors, stakeholders, and City
staff.

9. Conclusion

This Citizen Participation Plan is submitted by Faith Christian School in support of its requested Council Use
Permit (CUP) and Substantial Conformance Improvement Permit (SCIP) for the property located at 3761 S
Power Rd, Mesa, Arizona 85212. FCS respectfully requests review and acceptance of this plan by the City of
Mesa and will implement the outreach described herein in accordance with City direction and applicable
procedures.
