Supervisor Gallardo introduced Carmen Heredia, CEO of Valle Del Sol.  Ms. Heredia 
offered the invocation.

PLEDGE OF ALLEGIANCE - JURO FIDELIDAD A LA BANDERA
Ms. Heredia led the Pledge of Allegiance to the flag.  Supervisor Gallardo spoke of Ms. 
Heredia’s contributions to Valle Del Sol, a social services organization that provides 
programs and services including healthcare to the Latino community.  Supervisor 
Gallardo said in honor of Hispanic Heritage Month, he wanted to include individuals 
who are part of the Hispanic community.

PET SHOWCASE BY MARICOPA COUNTY ANIMAL CARE AND CONTROL - 
PRESENTACIÓN DE ANIMALES DOMESTICOS POR EL DEPARTAMENTO DE 
CONTROL Y CUIDADO DE ANIMALES
Kim Powell with Maricopa County Animal Care and Control introduced Blaze, a one-
year-old American Pitbull Terrier who came to the shelter as a stray.  At first, Blaze was 
scared and shy, but once she was let out of her kennel, it was discovered she loves to 
play and cuddle. For adoption information visit Pets.maricopa.gov.
Chairman Gates asked the Clerk if there were any announcements or corrections to the 
agenda. The Clerk said item 48 would be continued to the September 28, 2022 meeting 
per the department request.

Chairman Gates stated he was thrilled to see this Proclamation on the agenda and to 
hear the wonderful statistics. He said he is proud of the diversity in Maricopa County. 
Supervisor Gallardo thanked Chairman Gates for putting this Proclamation on the 
agenda. He spoke about Hispanic Heritage month and acknowledged the importance 
of Hispanic contributions. He talked about growing up in Maryvale and seeing the 
demographic changes in the Latino community. Supervisor Gallardo recognized those 
that have led the way in politics including Ed Pastor and Mary Rose Wilcox as well as 
the many social services organizations that have served the Hispanic communities. 
Supervisor Galvin spoke briefly about his mother, an immigrant from Honduras, and his 
pride in her story. He commented on how Maricopa County is enriched by people who 
have strived and struggled but represent the best of America.  He also echoed 
Supervisor Gallardo’s comments regarding the accomplishments of the Latino 
community.

IRRIGATION WATER DELIVERY DISTRICT
Pursuant to A.R.S. § 48-261 and § 48-263, convene the scheduled public hearing on the

Chairman Gates asked the Clerk if there were any registered speakers or comments 
received for item 7. The Clerk said there was one speaker form from Rick Mountjoy. He 
represented the Medlock Place Organizing Committee and was speaking in favor of the 
item. There were three speaker forms received: Rob Risley, Pat Mahoney and Joan 
Mason, all residents, who were present to speak in opposition. There was one 
comment-only from Karen Stigers in opposition.
Mr. Mountjoy stated he is a member of the Medlock Place Irrigation District Organizing 
Committee, and he believed it is the oldest suburban irrigated residential district in the 
Phoenix Metro area, formed in 1926. He talked about the impact statement and 
reviewed the expenses that have been incurred over the last few years. The Committee 
set the estimated tax of $340 per acre per year. He is in support of the district because 
there is a need to repair and maintain the system for the future.
Chairman Gates confirmed the amount of $340 per acre per year. Mr. Mountjoy said 
the average lot size is approximately a quarter-acre resulting in about $90 per year. He 
stated lot sizes range from just under 10,000 square feet up to 17,000-18,000 square 
feet. 
Chairman Gates said he wanted everyone listening to understand what is being asked 
of the Board which is to approve the impact statement. The approved impact statement 
will authorize the proponents to circulate a petition for signatures from those within the 
proposed district.
 
Rob Risley, resident, spoke in opposition and said the proponents started the project in 
private without notification to all the properties included. He stated there was 
misinformation and misleading information regarding costs. Mr. Risley said he would 
like to be included in the process. He would like to see it remanded back to the 
organizing committee for further review and he vowed to work cooperatively with the 
committee.
Pat Mahoney who is an office building owner in the neighborhood, spoke in opposition. 
He stated that being included in the district would not benefit him or his business

property and yet he would be financially impacted. He produced a map to show the 
included parties. Mr. Mahoney said the governmental involvement does not make 
sense to him and he suggested a 60–90-day delay to meet with SRP and the 
Organizing Committee to get the facts.
Joan Mason, resident, spoke in opposition. She said she was taken aback by the 
proposal to create an Irrigation Water Delivery District (IWDD) during a water shortage. 
Ms. Mason said she is opposed to this in principle and she does not need or want 
irrigation. She said we need to encourage less water consumption. 
Chairman Gates asked the Clerk if there were any other speakers. The Clerk said there 
were no other speakers.
Chairman Gates thanked everyone who came to speak regarding the impact statement. 
He talked about the process and promoting public health, comfort, convenience, 
necessity, and welfare. He stated that everyone will benefit from more discussion 
between organizers and those that have concerns.
Motion was made by Supervisor Hickman to continue item 7 to the October 19, 2022 
meeting, seconded by Supervisor Gallardo. The proponent, Mr. Mountjoy told the 
Chairman he would be out of town on that date. The motion was amended by 
Supervisor Hickman to continue this item to the November 2, 2022 meeting and 
seconded by Supervisor Gallardo.

BINGO LICENSE APPLICATION FOR SUPER SUN BINGO
Pursuant to A.R.S. § 5-404(I), convene the scheduled public hearing regarding the

Meridian Road, Apache Junction, Arizona 85120.
The Board of Supervisors will recommend approval or disapproval of the application and 
forward the original application endorsed with its approval or disapproval to the Arizona

Pursuant to A.R.S. § 9-471.02 and 9-471.03 regarding the de-annexing of road right-of-way 
from City of Phoenix jurisdiction to Maricopa County in accordance with the following 
Ordinances:
City of Phoenix Ordinance No. S-48416 and Maricopa County Ordinance No. C-06-23-050-
X-01 
Right-of-way location: Northeast corner of 99th Avenue and Southern Avenue, 22 feet along 
the eastern side of 99th Avenue.  Supervisory District No. 5.

The East 22 feet of the West 55 feet of the South half of the Southwest quarter of Section 
28, Township 1 North, Range 1 East, G&SRB&M, Maricopa County, Arizona, as previously 
annexed by city of Phoenix Ordinance S-36171, recorded at Document 2009-0530194, of 
official records of Maricopa County, Arizona.
MCDOT Analysis: The existing roadway is owned/operated/maintained by MCDOT.  The 
northwest corner of 99th Ave and Southern is currently in development as a residential 
subdivision requiring roadway improvements.  These improvements require the 
deannexation of 22-feet adjacent to the proposed development along the east side of 99th 
Avenue to accommodate the required 55 foot half street required for the arterial roadway. 
This improvement is a necessary benefit to the traveling public.
Financial Status:  Cost of the development of the roadway falls to the developer with no initial 
cost to Maricopa County.  Cost of maintenance moving forward is typical of roadway 
maintenance cost and will be the responsibility of Maricopa County.  This cost provides a 
benefit to the traveling public.
The Board action will result to add 0.629 square miles to County ownership and enable the 
County to assume responsibility for road maintenance.
The Board of Supervisors determined at a public hearing on Wednesday, August 17, 2022 
that such action would be in the public interest and has complied with the additional 
requirements of A.R.S. § 9-471.03.
If approved, the Board of Supervisors:
1. Orders that the public right-of-way be returned as specified in City of Phoenix Ordinance 
No. S-48416, returning the public right-of-way to Maricopa County.
2. Pursuant to ARS § 9-471.02, directs the Clerk of the Board to notify the City of Phoenix 
that the Board of Supervisors order regarding the de-annexation of the public right-of-way 
was approved, and
3. Directs the Clerk of the Board to certify a copy of the order of the Board and file it for 
record in the Office of the County Recorder.

FY23 VICTIMS’ RIGHTS GRANT FUNDING FROM ARIZONA ATTORNEY GENERAL
Approve receipt of FY 2022-2023 grant funds from the State of Arizona, Office of the Attorney 
General, in the amount of $296,600.00. 
These grant funds will support mandated functions by covering direct costs of implementing 
victims’ rights laws pursuant to Arizona Revised Statues Title 13, Chapter 40 and Title 8, 
Chapter 3, Article 7, that impact prosecutorial agencies as an entity type. This agreement 
commenced, retroactively, July 1, 2022 and terminates on June 30, 2023. 
In accordance with Victims’ Rights Program Guidelines, Section IV, page 5, the grant allows 
a 0% rate for indirect costs, or $0 that may be incurred by the County Attorney’s Office of 
Maricopa County for the administration of this grant. The Maricopa County Attorney’s Office 
FY2023 composite indirect cost rate is 22.35%, or $66,290.10. The recoverable indirect cost 
of administering this grant is $0; the non-recoverable indirect cost is $66,290.10. Non-
recoverable indirect costs will be covered by the department's general fund budget. This 
grant is non-competitive and does not require a match. The grant award does not require on-
going cash contributions after the grant period end date. 
Authorize the Chairman of the Board of Supervisors, or designee, to sign all documents 
related to this award. 
Grant revenues are not "local revenues" for the purpose of the constitutional expenditure 
limitation, and therefore expenditure of the funds is not prohibited by the budget law.

This award agreement is in the amount of $296,600.00. This award will ensure that victims 
of crime are notified of the progress of criminal proceedings. This grant will expire at the end 
of the agreement. There is no long-term expectation of continued funding for this grant; 
however, the County Attorney’s Office has been receiving grant funds from the Attorney 
General’s office for victim services since FY96/97, the most recent award was for FY 21/22 
in the amount of $283,320.

REPLACEMENT WARRANTS-CHECK ENFORCEMENT PROGRAM
Approve the issuance of replacement warrants for county warrants related to the Check 
Enforcement Program that have been outstanding for more than one year. Necessary 
affidavits have been filed with the Board.
The Maricopa County Attorney’s Office (MCAO) Check Enforcement Program endeavors to 
make victims of bad check writers financially whole by pursuing restitution and holding 
offenders accountable. This service is offered free of charge to individuals and merchants 
who have gone unpaid due to insufficient funds. When restitution has been received, the 
MCAO Check Enforcement Program issues a warrant to the victim. Unfortunately, in some 
cases, warrants are returned to MCAO or remain uncashed because of an address change, 
an incorrect address on file or changes in merchant ownership. MCAO requests the issuance 
of replacement warrants to these victims in the total amount of $900.00. These funds will 
directly impact victims of bad check writers by making them financially whole.

offenders in an amount not to exceed $380,000. The sole source procurement will provide a 
refresh of the equipment and software used by MCAO and other law enforcement agencies 
in Maricopa County to investigate criminal activity and aid in the prosecution of offenders.

This firm is the lead quality manager that provides laboratory accreditation services in a 
bundle as a comprehensive package.   Deliverables include writing policy and procedures 
and quality management manuals for accreditation, training services and a liaison function 
between MCSO and the accrediting body. RSA is the only company that has immediate 
access to technical assessors with an unparalleled level of competency in their forensic 
discipline. The technical professionals are trained assessors in both 17020 and 17025 
accreditations, they are nationally recognized in their forensic discipline, and are certified by 
recognized forensic organizations such as the International Association for Identification, the 
American Board of Criminalistics, the Association of Firearm and Tool Mark Examiners, and 
the American Board of Forensic Toxicology. In addition to quality management services, 
RSA provides forensic proficiency tests under ISO/IEC 17043 accreditation.

Approve the one-time addition to fleet of red-lined vehicle #321513 so that it can remain in

Court-Ordered Related Training (CORT).    This vehicle would be shared for assignment to 
deputies in either of these units—driving to training sessions across the Districts for CORT 
and driving to phlebotomy and other types of callouts across the county for AOT.   The annual 
operating expense for these vehicles is expected to be $5,400 and will be absorbed by the 
General Fund.   This vehicle will be retired at the end of its useful life with no funding from

IGA WITH ASU FOR BROADBAND INITIATIVE
Approve an Intergovernmental Agreement (“IGA”) between ASU (“Contractor”) and Maricopa 
County (the “County”).
The purpose of the Agreement is to provide funding to ASU to be spent on services related 
to broadband plotting and mapping, to address digital equity, digital infrastructure, and to 
close the digital divides for underserved and unserved populations.   
Funding of this Agreement is through the American Rescue Plan Act, Coronavirus State and 
Local Fiscal Recovery Funds under the CFDA number of 21.027. The Agreement amount 
shall not exceed $34,600,000.

Supervisor Gallardo echoed Chairman Gates’s comments and added that when COVID 
hit, limited access was provided by a van parked in neighborhoods to help students to 
continue their schoolwork. He agreed this was a great investment to fill the gaps for 
Broadband access. Chairman Gates thanked ASU and President Crow for assisting 
with this item and acknowledged Dominic Papa for his contributions.

AMENDMENT TO AGREEMENT WITH MARICOPA ASSOCIATION OF 
GOVERNMENTS FOR THE TRAVEL REDUCTION PROGRAM
Approve Amendment Three Agreement Number 1024 between the Maricopa Association of 
Governments (MAG) and Maricopa County (County) through the Air Quality Department 
(MCAQD) in the not-to-exceed amount of $962,347. The purpose of this amendment is to 
fund the Unified Planning Work Program and revise the scope of services. This amendment 
is effective from October 1, 2022, to September 30, 2023. All other terms and conditions of 
the Agreement remain in full force and effect.
The Agreement between MAG and MCAQD is reoccurring and has been approved by the 
Board of Supervisors in previous years. The cash or in-kind match is not applicable, indirect 
cost is fully recoverable, ongoing cash contributions not applicable. The Agreement is not 
mandated, and the activities are 100% financially supported by the Agreement from MAG. 
The Agreement does not go through the bid process. There are no costs that will need to be 
absorbed by the MCAQD’s operating budget.
An amount of up to $356,000 will be passed through to the Regional Public Transportation 
Authority as an external service provider upon separate agenda and approval for services 
provided between October 1, 2022, and September 30, 2023.

(“OUD”) recovery support services, and opioid prevention awareness for incarcerated 
patients transitioning to the community.
This Agreement shall begin upon approval by the Maricopa County Board of Supervisors 
and shall terminate one year thereafter unless otherwise terminated or amended as provided

ECONOMIC DEVELOPMENT ACTIVITIES
Approve a Contract between Greater Phoenix Economic Council (GPEC) and Maricopa 
County, administered by its Budget Office, in an amount not-to-exceed $685,941. The 
purpose of this Contract is to provide FY 2023 non-profit economic development funding to 
the Greater Phoenix Economic Council (GPEC) for purposes to include regional marketing 
and promotion to improve the region's business image, industry prospecting to diversify the 
economy through the attraction and expansion of desirable business and industry in key 
economic clusters, facilitating regional economic development collaborations to build a

Approve a financial Intergovernmental Agreement between the City of Mesa (“Subrecipient”) 
and Maricopa County, administered by its Human Services Department. Through this 
Agreement the Subrecipient will provide Emergency Rental Assistance to residents in the 
City of Mesa and its unincorporated areas, impacted by the COVID-19 pandemic. The 
County shall provide the Subrecipient with $5,500,000 to provide rental assistance services. 
Also request authorization for the Chairman to sign Administrative Change Orders as 
outlined in Section 5.0 Administrative Change Orders:
5.1 The Chairman of the Board of Supervisors is authorized upon the recommendation of 
the Human Services Department Director and Legal Counsel to make changes within the 
general scope of the Agreement on behalf of the County through Administrative Change 
Orders. Administrative Change shall be approved and fully executed by the Chairman of the 
Board of Supervisors and the City. Administrative Change Orders may address any of the 
following areas:
5.1.1 Modifications to the project timeline if the last day of the project timeline is within the 
Agreement term;
5.1.2 Modifications to Budget line items if the Agreement Amount remains unchanged;
5.1.3 Modifications required by federal, state, or County regulations, ordinances, or policies; 
and
5.1.4 Modifications to Administrative requirements such as changes in reporting periods, 
frequency of reports, or report formats required by the U.S. Department of Treasury or local

The Agreement term shall begin on September 15, 2022 through December 29, 2022. The

Approve Amendment No. 3 to the financial Intergovernmental Agreement (“IGA”) between 
Maricopa County Special Health Care District (MCSHCD) dba Valleywise Health 
(“Subrecipient”) and Maricopa County (the “County”).  The purpose of the Agreement is to 
respond to the public health emergency caused by COVID-19, and to provide funds to assist 
in the economic recovery from the pandemic, including programs and services for mental 
health treatment and behavioral health services. The County is authorized to distribute 
American Rescue Plan Act of 2021 (ARPA) funds to subrecipients to accomplish the 
purposes of ARPA under the CDFA/AL number of 21.027. The County provided the 
Subrecipient with $16 Million in ARPA funds to be spent on capital expenditures and 
improvements of behavioral health facilities, as outlined in the Agreement.  
The purpose of this amendment is to increase the amount of funds provided by Amendment 
No. 2 by $183,879, resulting in a new total not-to-exceed amount of $2,848,879 ($2,665,000 
plus $183,879 = $2,848,879), to be used for Security and Storefront costs. This amendment 
is effective August 31, 2022, upon execution of this amendment.

(MCDPH), to provide continued funding for the COVID-19, ELC K-12 School Reopening 
grant. This amendment classifies the Price Sheet and organizes the line item totals to 
account for the extension of the grant through May 31, 2023. This is a YEAR 2 of the ELC 3 
Grant and it is uncertain whether it will occur beyond the initial term.  The Price sheet 
reorganizes the budget in the following manner: Salaries and Wages- increased by $118,709 
from the Base agreement, Fringe Benefits increased by $65,595 from the Base Agreement, 
In-State Travel to increase the number of school supported is increased by $10,226 from the 
Base Agreement,  Supplies increased by $3,453,015 from the Base Agreement, Equipment 
remains the same at $28,674, and a decrease of Contractual Costs by $3,665,975 which 
was further restructured as Assistance to Others and Professional & Outside Services.

reimbursement, but a maximum of 10% indirect cost reimbursement on personnel costs only. 
MCDPH indirect rate for FY23 is 17.24%. 
The purpose of this project is to reduce transmission of COVID-19 disease and related 
deaths in students, and faculty through four targeted functional activities, including 
implementation of a COVID-19 module within student information systems; COVID-19

Department of Public Health (MCDPH).  The purpose of the BAA is to establish parameters 
for a data sharing agreement between MCDPH and NOAH.  The metrics and methods of 
sharing HIPAA-Protected Health Information will enhance information sharing for the 
Community Health Needs Assessment (CHNA) survey, which is conducted every three 
years. The BAA will utilize the Synapse contract and will result in more comprehensive data 
for both parties.

September 14, 2022 and is thru June 30, 2024. 
Fellows will be employed full time by the County and receive all benefits associated 
therewith. Fellows will be hired under the Market Range title “Public Health Intern” with a 
hiring compensation range of $24.05-$29.15 hourly. There will be no financial compensation

IGA WITH SALT RIVER PIMA-MARICOPA INDIAN COMMUNITY FOR IMPROVEMENTS 
TO MCKELLIPS ROAD
Approve the First Amendment to the Intergovernmental Agreement (C-64-20-169-M-00) 
between Maricopa County and the Salt River Pima–Maricopa Indian Community for the 
Improvements of McKellips Road from State Route 101 to Alma School Road.
The purpose of this First Amendment is to amend the financial responsibilities of the 2020 
Intergovernmental Agreement. Based on the initial bid result being higher than expected, the 
Parties have chosen to separate the Project into two (2) phases. The Water and Sewer 
infrastructure upgrades (Phase I) and the McKellips Road improvements (Phase II). The First 
Amendment aligns the financial responsibilities consistent with the two project phases. 
This First Amendment shall become effective as of the date it is approved by the Maricopa 
County Board of Supervisors and the SRP-MIC Council. To the extent that this First 
Amendment changes the terms of the 2016 IGA, this First Amendment shall supersede and 
replace the previous terms in original agreement.

INCREASE TO MCDOT FLEET
Approve an exception to the vehicle replacement policy by allowing an increase to the 
Maricopa County Department of Transportation (MCDOT) fleet by two (2) units to purchase 
two (2) new street sweepers. 
MCDOT added over 10,000 square yards of road since January 2020 without any increase 
to the fleet or personnel. Additionally, the MCDOT street sweeper fleet is aging, and repairs 
are time consuming causing street sweepers to be down for extended periods of time. Adding 
two sweepers will allow MCDOT to continue to provide customer service through routine 
sweeping activities of the additional roads and cover when older sweepers are broken down.
MCDOT is planning to purchase five (5) sweepers over the next two fiscal years, two (2) of 
which will be additions to the fleet and the other three (3) will be replacing existing sweepers 
that will reach their useful life. MCDOT will be applying for grant funding through the Maricopa 
Association of Governments (MAG) PM-10 Certified Street Sweeper program for funding for 
two (2) sweepers to reduce the amount of operational funding needed for new equipment 
over the next two years. If MCDOT is unsuccessful in obtaining grant funding, MCDOT will 
program the funds needed to purchase the sweepers in future fiscal years.

Services Department (“County”), and Roers Buckeye Downtown Limited Partnership, 
Minnesota limited Partnership (“Contractor” or “Developer”). The County and the Contractor 
are collectively referred to here as the “Parties” and individually as a “Party.” 
The purpose of the Contract is for the Contractor to construct Solana Villas Apartments, a 
200-unit affordable rental housing community. Rental opportunities for these apartments will 
be available for eligible low- and moderate-income residents in Buckeye, Arizona. 
The County will provide the Contractor with Assistance Listing Number (ALN) 21.027, 
American Rescue Plan Act – Coronavirus State and Local Fiscal Recovery Funds in the 
amount not-to-exceed $2,000,000. 
Contract term shall begin September 14, 2022 and will expire September 30, 2024. 
Authorize the Chairman to sign and execute the following: 
Change Orders/Administrative Changes as listed in Paragraph 7.9 ADMINISTRATIVE 
CHANGE ORDERS, authorizing the Chairman of the Board of Supervisors to approve and

execute upon the recommendation of the Human Services Department Director and Legal 
Counsel to make changes within the general scope of the Contract on behalf of the County 
through Administrative Change Orders. Administrative Change Orders shall be approved 
and fully executed by the Chairman of the Board of Supervisors and the authorized 
representative for the Contractor. Change Orders/Administrative Changes will receive legal 
review and will be filed with the Clerk of the Board’s office upon full execution. 
Authorize the Chairman to sign any of the following documents that pertain to the Contract:  
Promissory Notes. 
Deed of Trusts. 
Declarations and other documents.

Chairman Gates asked the Clerk if there was anything to report regarding public 
comment or email responses. The Clerk said there were 10 emails regarding MCACC, 
one email regarding a Superior Court Judge, and one email regarding Zanjero Trails 
development. She said all the emails have been shared with the Board offices.

Dianne Barker, resident, talked about her pride in American heritage and would like to 
promote the positive stories of the people in Maricopa County and the diversity of our 
community.
Blue Crowley, resident, spoke about transportation. He thanked Supervisor Sellers for 
the information he provided because Mr. Crowley had difficulty getting information from 
the Regional Transportation Transit Authority (RPTA). He said there needs to be more 
funding for infrastructure related to public transportation. He said there is a need for 
multi-modal transportation and now is the time to plan for 20 years in the future.

Supervisors'/County Manager's summary of current events - Resumen de temas de

Supervisor Sellers stated he has been very busy. He attended the Arizona Mega 
Region Council meeting that brings in different groups to discuss a Mega Region. He 
also attended the Greater Phoenix Economic Council (GPEC) International meeting 
with a focus on the importance of proposition 400 extension and our economic future. 
He also attended the Intel Advisory Committee meeting that included a tour of the $20 
billion expansion project going on at the Ocotillo campus which is amazing. He attended 
the Public Health recognition event, and it was an honor to see the acknowledgement 
of the outstanding job Public Health did during the pandemic. The Chandler Chamber 
of Public Policy Committee and the Maricopa Association of Governments (MAG) 
meeting also focused on the importance of proposition 400e moving forward.
Supervisor Galvin remarked on the passing of the young man who was hiking and 
reminded everyone to be vigilant when going out in the heat. He said it was an honor 
to attend the MAG Economic Development Committee where they discussed 
transportation and prop 400. Supervisor Galvin got a tour of the Maricopa County 
Animal Care and Control hosted by Michael Mendell, Director and Crystal Enojos, 
Deputy Director. He said it was very enlightening and commented that we all want the 
same thing which is for the animals to be cared for and adopted into new homes as 
soon as possible. He also attended a Public Health Recognition presentation which was 
well deserved and it was an honor to be there.
Supervisor Gallardo thanked Carmen Heredia again and the work she does. He said 
as the weather is cooling down, there are more opportunities to get outside and he and 
his staff know the importance of networking in the communities and letting citizens know 
about available services. 
Supervisor Hickman also commented on Public Health appreciation. Supervisor 
Hickman spoke about an experience he had back in 2009 before he was involved in 
politics and working solely in the egg industry. He invited a news agency to come out 
to do a report on Hickman Farms. He did it to offer transparency in his business and 
when you believe in something, you want people to see it. Supervisor Hickman said 
this past week, he invited Congresswoman Lesko to come to Maricopa County to see 
what we do. She came to see the Medical Examiner’s office (ME)  and Dr. Johnston

and staff did an outstanding job answering questions and showing what the ME office 
does and Supervisor Hickman was glad that Congresswoman Lesko got to see the 
medical examiner at work because when you are doing something well and believe in 
it, you want people to see it. He thanked Congresswoman Lesko for taking the time to 
see what Maricopa County does.
Supervisor Gates welcomed Israel Kiyogera, new employee to Maricopa County 
Government Relations. He said there is a District 3 coffee chat at North Mountain 
Brewing Company on Thursday 9/15/2022 and Jacqueline Edwards with Human 
Services would attend. Chairman Gates shared that he and his wife have been part of 
a program where local judges are hosting judges from the country of Kazakhstan. 
Chairman Gates and his wife have been enjoying the company of these visiting judges 
this week.
