The Transportation Department and Procurement Services recommend awarding the contract to the sole source vendor, OMJC Signal, in an amount not to exceed $315,000, based on estimated requirements. Background / Discussion This purchase will provide a Solar‑Powered Portable Traffic Signal System to support the City of Mesa’s ongoing commitment to public safety, effective traffic management, and efficient roadway operations. The system will serve as a temporary traffic control solution at locations requiring enhanced safety measures or operational flexibility, particularly in areas with increased commercial vehicle activity or shifting traffic patterns. The immediate operational need for this equipment is at the quarry site located near Higley Road and the North Loop 202, where an estimated 400–500 large commercial trucks are expected to enter and exit a currently unsignalized intersection daily. The significant increase in heavy duty truck traffic at this location presents elevated safety concerns for both motorists and construction-related vehicles due to limited traffic control infrastructure and increased turning movements. The portable traffic signal system will allow City staff to rapidly deploy effective traffic control to improve intersection safety, reduce the likelihood of vehicle conflicts, and support overall traffic flow during quarry operations and other temporary roadway conditions associated with the project. Despite multiple attempts to competitively procure this equipment, including both informal quotation requests and a formal solicitation, the City did not receive any bids. OMJC Signal is the only manufacturer that produces a rapid‑deploying 25‑foot overhead span AC or DC powered signal trailer capable of signalizing three lanes of traffic, making them the sole‑source provider for this equipment.
