Approval of a Fiber Access Agreement with the City of Apache Junction for 
Information Technology and Related Services. (District 5) 
 
Purpose and Recommendation 
Staff recommend that the City Council approve and authorize the City Manager to enter into a 
Fiber Access Agreement with the City of Apache Junction. This agreement will enable the City 
of Mesa to share two (2) strands of single-mode fiber to establish connectivity between Mesa’s 
fiber infrastructure, Apache Junction’s Intelligent Traffic Network, and the Maricopa Association 
of Governments (MAG) Regional Community Network (RCN).  
Background 
The Regional Community Network (RCN) is a private Wide Area Network (WAN) connecting 
MAG member agencies to facilitate the exchange of transportation-related data throughout the 
MAG region. The data is monitored by MAG to understand the current state of transportation 
within our region and help project future transportation needs. The RCN uses existing agency-
owned fiber and wireless infrastructure, which is managed by MAG at no cost for the benefit of 
the region. 
The City of Mesa, a member of the MAG RCN network, operates a fiber network in support of 
public safety and City operations. Apache Junction, in order to establish a connection to the 
MAG regional community network, will use available City of Mesa fiber, based on fiber 
availability in existing paths that reach a fiber connection point in Apache Junction, to make 
their connection to MAG. 
Discussion 
Key benefits of the Fiber Access Agreement include: 
- Reduced operational and capital costs in support of the RCN network  
- Improved service resiliency and efficiency 
- Stronger regional partnerships and collaboration 
- Additional transportation data/information for MAG

Mesa retains full ownership and control of its assets and ensures compliance with applicable 
laws and operational standards. 
Alternatives 
- Approve the Fiber Access Agreement as recommended (Recommended) 
- Request modifications (Could delay implementation) 
- Take no action (Missed opportunities for operational savings and service improvements) for 
Apache Junction and MAG 
Fiscal Impact 
Approval of the agreement has no fiscal impact. Costs associated with connecting the City of 
Mesa fiber to the Apache Junction fiber network are funded by the City of Apache Junction.
