May 4, 2026
The City Council of the City of Mesa met in the Study Session room at City Hall, 20 East Main Street, on
May 4, 2026, at 5:15 p.m.

Mayor Freeman conducted a roll call.
1.
Review and discuss items on the agenda for the May 4, 2026 regular Council meeting.
All of the items on the agenda were reviewed among Council and staff and the following was
noted:
Conflict of interest: None
Items removed from the consent agenda: None
In response to a question from Councilmember Taylor regarding Item 5-b (Approving a
Substantial Amendment to the FY 2021/2022 HOME-American Rescue Plan (HOME-ARP)
Allocation Plan and authorizing the City Manager to sign and submit the Amendment to
the U.S. Department of Housing and Urban Development (HUD). (Citywide)), on the Regular
Council Agenda, Deputy City Manager Candace Cannistraro explained the action taking place
tonight is an administrative action that only changes the designation in the HUD. She noted that
the use of these funds has not yet been determined.
In response to a question from Councilmember Adams on the location of O’Kelley’s Sports Bar &
Grill regarding Item 3-a (A restaurant that serves breakfast, lunch, and dinner is requesting
a new Series 12 Restaurant License for HNB LLC, 2050 West Guadalupe Road Suite 9-12,
Christian Kevin Kramber, Agent. The existing license held by La Casa De Las Flores
Gourmet Kitchen LLC will revert to the State. (District 3)), on the Regular Council agenda,

Business Services Director Ed Quedens replied that O’Kelley’s is located on the west end of the
property at 2050 West Guadalupe Road. He reported the number and type of calls for service and
cautioned that calls for service might not be attributable to the bar and could be for incidents in
the parking lot. He mentioned the number of calls was lower than expected.
In response to a question from Vice Mayor Somers, Mr. Quedens confirmed that a protest
regarding the liquor license triggers a review by the Liquor Board.
Councilmember Heredia commented that he does not have any concerns and is recommending
Item 3-a move forward.

Acknowledge receipt of minutes of various boards and committees.

Judicial Advisory Board meeting held on March 18, 2026.

Planning and Zoning Board Special meeting held on March 25, 2026.

Planning and Zoning Board Study Session held on March 25, 2026.
It was moved by Vice Mayor Somers, seconded by Councilmember Duff, that receipt of the above-
listed minutes be acknowledged.
Upon tabulation of votes, it showed:

NAYS – None
Carried unanimously.

Current events summary including meetings and conferences attended.
Mayor Freeman and Councilmembers highlighted the events, meetings, and conferences recently
attended.
4.
Scheduling of meetings.
City Manager Scott Butler stated that the schedule of meetings is as follows:
Thursday, May 7, 2026, 7:30 a.m. – Cadence Community Facilities District Board
Thursday, May 7, 2026, 7:30 a.m. – Eastmark Community Facilities District No. 1 Board

Mayor Freeman acknowledged May is Mental Health Awareness Month and the City is proactive
in addressing mental health needs in Mesa’s communities and has programs set up internally and
externally.

Without objection, the Study Session adjourned at 5:29 p.m.
