The Fifth Amendment to the Intergovernmental Agreement for Crime 
Analysis Between City of Mesa and Arizona Board of Regents 
(Citywide) 
 
 
Purpose and Recommendation 
 
The City of Mesa Police Department is respectfully requesting the Mesa City Council 
approve and authorize the City Manager or designee to enter into a Fifth 
Amendment to Intergovernmental Agreement for Crime Analysis between City of 
Mesa and Arizona Board of Regents for and on behalf of Arizona State University 
(ASU). ASU will continue to provide technical assistance and training on crime 
analysis at a revised cumulative cost not to exceed $1,042,286. 
Background 
 
In September 2022, the City entered into an Intergovernmental Agreement with ASU 
related to crime analysis for the Police Department. The Center for Violence 
Prevention and Community Safety at Arizona State University (ASU) developed a 
crime analysis technical assistance and training program for delivery to officers and 
staff in the Police Department. 
 
ASU embedded two crime analysts within the Department to improve organizational 
capacity to use applied crime analysis to generate, analyze, and report data to assist 
with operations, decision-making, and policy development. 
 
Discussion 
 
The program enhances the Department’s capacity to perform administrative, 
strategic, and tactical crime analysis. Applied research methods are used to evaluate 
organizational performance and the impact of practices and policies on justice and 
security outcomes and assessing the completeness of data. The objectives of the 
partnership with ASU include: 
 Enhance analytical capacity 
 Diagnose crime and capacity to respond to crime problems 
 Provide technical assistance and training

Alternatives 
 
If the Fifth Amendment to the Intergovernmental Agreement is declined, the Police 
Department will not receive technical assistance and training on crime analysis. 
 
Fiscal Impact 
 
The Fifth Amendment to the Intergovernmental Agreement provides additional 
compensation of $226,035 with a cumulative amount not to exceed $1,042,286. This 
Agreement may be further modified or extended at anytime by mutual consent of 
both Parties.  
 
Coordinated With 
 
The City of Mesa Police Department recommends the approval to enter into a 
Fifth Amendment to Intergovernmental Agreement for Crime Analysis Between 
City of Mesa and the Arizona Board of Regents for and on behalf of Arizona State
