Intergovernmental Agreement for Cooperative Law Enforcement Training 
Operations Between the City of Mesa and the City of Apache Junction 
(Citywide) 
 
 
Purpose and Recommendation 
 
The City of Mesa Police Department is respectfully requesting the Mesa City Council 
approve and authorize the City Manager or designee to enter into an Intergovernmental 
Agreement with the City of Apache Junction for cooperative law enforcement training. 
 
Background 
 
Through an Intergovernmental Agreement, the City of Mesa and the City of Apache 
Junction agree to conduct joint law enforcement training by designated law 
enforcement personnel.  The Agreement allows either party to be the host for training.  
 
Discussion 
 
The City of Mesa Police Department and the City of Apache Junction have identified 
instances where joint law enforcement training would be advantageous.  The 
Agreement allows for the training at either location and allows the host agency to be 
compensated for the training as mutually agreed upon.  
 
Alternatives 
 
Decline the Intergovernmental Agreement. If this proposal is not supported, the current 
policies and practices of the Department shall be followed regarding training.

Fiscal Impact 
 
The Host Agency is responsible for the costs associated with the training; however, the 
Host Agency may specify the required equipment and materials that the Non-Host Agency 
will need to supply.  If a Host Agency requires a fee to participate in its training, the Parties 
shall agree upon a reasonable fee.  The Agreement allows the Parties to waive fees whole 
or in part.   
 
Coordinated With 
 
The City of Mesa Police Department recommends the approval of the Intergovernmental 
Agreement with the City of Apache Junction.
