2025 Byrne Justice Assistance Grant Program (Citywide) 
 
 
Purpose and Recommendation 
 
The City of Mesa Police Department is respectfully requesting that the Mesa City Council 
approve and authorize the City Manager or designee to enter into an Intergovernmental 
Agreement with the City of Phoenix and Maricopa County for the distribution of grant 
funds from the Edward Byrne Memorial Justice Assistance Grant (JAG) Program under 
which the City will receive $185,598  for Arizona State University to provide technical and 
training assistance in criminal analysis within the Police Department Planning and 
Research Division. 
 
 
Background 
 
The 2025 Byrne Justice Assistance Grant funding is only available to local units of 
government that have reported at least three years of data on Part I violent crimes to the 
FBI.  This year, the total allocation available for the City of Phoenix, the City of Mesa 
and Maricopa County is $1,411,234. The funding is received by the City of Phoenix and 
passed through to the partnering jurisdictions.  
 
 
Discussion 
 
As part of the application process, the City of Phoenix compiles information from each of 
the jurisdictions and submits one application.  In addition, an IGA between the 
partnering agencies must be signed.  No funding will be available to any agency until the 
requested information has been completed.  When the funds become available, the City 
of Phoenix will administer the account. 
 
Funds from the Byrne Justice Assistance Grant will be used by the Mesa Police 
Department for Arizona State University to provide technical and training assistance in 
criminal analysis. Through this program, two ASU crime analysts will be embedded 
within the Department to improve organizational capacity to use applied crime analysis 
to generate, analyze, and report data to assist with operations, decision-making, and 
policy development.

Alternatives 
 
Decline the funds.  If the funds are declined, the City of Phoenix will redistribute them to 
the partnering jurisdictions.   
 
Fiscal Impact 
 
The award amount is $185,598 and no match is required.  The City of Phoenix will 
distribute funds within 30 days of receipt.  Mesa Police Department personnel will 
provide quarterly programmatic and financial reports.  Mesa Police Department 
personnel will also monitor the account balance for the project.  This is a three-year 
grant.

The City of Mesa Police Department recommends the approval of accepting funds from 
Maricopa County through the 2025 Edward Byrne Memorial Justice Assistance Grant 
(JAG) Program.
