MEETING MINUTES 
 
 
April 14, 2026 
 
The Board Name of the City of Mesa met in the Study Session room at City Hall, 20 East Main Street, 
on April 14, 2026, at 4:30 p.m.

Approval of minutes of previous meetings as written. 
Minutes from the Design Review meetings held on March 10, 2026.  
  
It was moved by Vice Chairperson Circello, seconded by Boardmember Udall, that the March 
10, 2026 minutes be approved.   
  
Upon tabulation of votes, it showed:   
  
AYES – Astle – Circello – Dunlop – Udall 
NAYS – None  
ABSENT – Winstanley – Neal 
  
Chairperson Astle declared the motion carried unanimously by those present. 
 
3. 
Take action on the following Design Review cases: 
 
 
3-a.  DRB25-00993. "New Life Fellowship Hall Building," 0.6± acres located approximately 
1,770± feet east of the northeast corner of West Broadway Road and South Dobson Road. 
Design Review approval to allow for an approximately 6,421± square foot Place of Worship. 
(District 3) 
 
Staff Planner: Chloe Durfee Daniel 
Recommendation: Approval with Conditions 
 
 
 
The Board approved DRB25-00993 with the following conditions: 
1. Compliance with the elevations and landscape plan as submitted. 
2. Compliance with all requirements of Case No. ZON25-00578. 
3. Compliance with all applicable City development codes and regulations.

4. Installation of all off-site improvements and street frontage landscaping during the first 
phase of construction. 
5. Provide a 4-foot depth return for all framed parapets. 
6. Raise the proposed canopy a minimum of 5 feet and match the columns and ceiling to 
the canopy fascia color. 
 
It was moved by Vice Chairperson Circello, seconded by Boardmember Udall, that case 
DRB25-00993 be approved.

3-b.  DRB26-00045. "Kaltech Addition," 1.7± acres located at 7307 South 89th Place. Site Plan 
Modification and Design Review approval to allow for an approximately 4,920 square foot office 
and warehouse addition. (District 6) 
 
Staff Planner: Emily Johnson 
Recommendation: Approval with Conditions  
 
 
The Board approved DRB26-00045 with the following conditions: 
1. Compliance with the site plan, landscape plan, and elevations submitted with this 
request. 
2. Compliance with all requirements of Case No. Z05-090 and DR07-057 except as 
modified by this request. 
3. Prior to the issuance of any building permit, obtain approval of a lot combination for Lots 
20 and 21 of the Gateway Airport Commerce Park subdivision. 
4. Compliance with all applicable City development codes and regulations. 
5. The addition of any signage on the site will require review and approval of a separate 
permit per Section 11-47-3 of the MZO. 
6. Ensure that all walkways and parking areas are kept clear of Palo Brea and other thorny 
species. 
 
It was moved by Chairperson Astle, seconded by Vice Chairperson Circello, that case DRB26-
00045 be approved.

4-a.    DRB21-00065. "Greenfield Multifamily," 1.9± acres located approximately 2,000 feet north of 
the northwest corner of East Brown Road and North Greenfield Road. Design Review to allow 
for a 30-unit Multiple Residence development. (District 2) 
 
Staff planner Jennifer Merrill presented the case.

The following citizen addressed the Board in opposition to case number DRB21-00065:  
• 
Janet Cote, a Mesa resident  
• 
Kay Hunsaker, a Mesa resident 
• 
Mark Hunsaker, a Mesa resident 
• 
Rich Ruskin, a Mesa resident 
• 
Wendy Wise, a Mesa resident 
 
The above speakers offered a series of comments in opposition to the case number DRB21- 
00065 including, but not limited to the following: 
• 
Incompatibility with surrounding development: 
o Three-story buildings are very tall for the area 
o Proposed architectural design is not compatible with custom homes 
• 
Trees will not offer sufficient screening (from neighbors on the other side of the canal) 
• 
Proposed garage doors do not fit with the proposed traditional architecture 
• 
Dislike for: 
o Shutter-like elements, and L-shaped features adjacent to second story windows 
o Hodgepodge of window sizes 
 
The following citizens submitted a comment card in opposition to case number DRB21- 
00065, but did not wish to speak: 
•

Staff planner Jennifer Merrill summarized the case: 
• 
The second story of the two-story units needs additional architectural 
interest/articulation: 
o Break up the roofline more 
o Provide an off-set of the units (shift forward/back a couple of feet) 
o Stucco reveals need to be prominent 
• 
The landscape plan needs corrections: 
o Quantities are incorrect 
o Locations of trees and shrubs need refinement, in relation to sidewalks, 
buildings, etc. 
• 
Suggestion to swap the two plum trees at the entry with an orchid tree or something 
else. 
• 
Garage door color could be more brown to provide more distinction/contrast from the 
adjacent wall. 
• 
Swap the asphalt shingles for architectural shingles or another thicker material for the 
roof.

4-b.    DRB25-00910. "RV Service Building," 5.8± acres located at 2038 North Country Club Drive. 
Design Review to allow for an approximately 7,975 square foot expansion of an existing 
Automobile/Vehicle Sales facility. (District 3) 
 
Continued to May 12, 2026, Design Review Board Meeting 
 
4-c.    DRB25-00972. "Brakes Plus Mesa," 0.9± acres located approximately 500± feet north of the 
northwest corner of South Ellsworth Road and East Elliott Road. Design Review to allow for the 
development of an approximately 4,897 square foot Minor Automobile/Vehicle Service facility. 
(District 6) 
 
Staff planner Emily Johnson presented the case.

Staff planner Emily Johnson summarized the case: 
 
• 
Canopies should have less turn buckles and raise the entry and wainscotting. 
• 
Cantilever the canopies if possible but reduce the number of turn buckles.  Potentially 
two per bay door.  
• 
Lift the canopy over the front element possibly to the height of the turn buckles to give 
more prominence to that volume.  The canopy could be thicker or higher at the building 
entry. 
• 
The height of the wainscoting seems off but should keep the same language as the rest 
of the approved development. 
• 
Block depth should be four -inch for the wainscotting to follow the detail of the rest of the 
development.  
• 
Wainscotting should at least be flush with or slightly thicker than the stucco above it 
(one-inch). 
• 
Confirm that the wood material and the rest of the color scheme is consistent with the 
approved development. 
• 
Take some queues from the turn buckles on the approved buildings. 
 
4-d.    DRB25-00985. "Quick Quack Car Wash," 1.3+ acres located approximately 1475± feet east of 
the northeast corner of North Greenfield Road and East McKellips Road. Design Review to 
allow for a new Automobile/Vehicle Washing facility. (District 2)

Staff planner Mallory Ress summarized the case: 
• 
Generally, the renderings show lush plantings with an abundance of shrubbery while the 
landscape plan does not. Update the landscape plan to provide additional shrubs, 
especially on the west side of the vacuum stalls. 
• 
Consider a different plant to replace the Pink Muhly Grass. 
• 
Consider different trees species for the Bottle Tree and the Jacaranda. Possible 
replacements include Chilopsis and Eucalyptus Papuana.
