The Eastmark Community Facilities District No. 2 Board met in the Study Session room at City Hall, 20 
East Main Street, on May 7, 2026, at 7:33 a.m.

Chairperson Freeman conducted a roll call. 
 
Chairperson Freeman excused Boardmembers Duff and Heredia from the entire meeting.

There were no items from citizens present.

Approval of minutes from the June 26, 2025, meeting. 
 
It was moved by Boardmember Adams, seconded by Boardmember Goforth, that the minutes 
from the June 26, 2025, Eastmark Community Facilities District No. 2 Board meeting be 
approved.  
 
Upon tabulation of votes, it showed: 
 
 
AYES – Freeman–Somers–Adams–Goforth–Taylor 
 
NAYS – None  
 
ABSENT – Duff–Heredia 
 
Chairperson Freeman declared the motion passed unanimously by those present.

Approving the Eastmark Community Facilities District No. 2 Fiscal Year 2026-27 tentative 
budget, and setting May 21, 2026, as the date for the public hearing and action on the final 
budget and tax levy. – CFD EM2 Resolution No. 34 
 
It was moved by Vice Mayor Somers, seconded by Boardmember Goforth, that CFD EM2 
Resolution No. 34 be adopted.  
 
Upon tabulation of votes, it showed: 
 
 
AYES – Freeman–Somers–Adams– Goforth–Taylor 
 
NAYS – None  
 
ABSENT – Duff–Heredia 
 
 
Chairperson Freeman declared the motion passed unanimously by those present.
