Recommendation 
 
Council is requested to approve the award as recommended.  
 
The Mesa Fire and Medical Department and Procurement Services recommend authorizing 
the purchase using the Sourcewell cooperative contract with Fire Truck Solutions in an 
amount not to exceed $16,900,000, based on estimated requirements.   
 
Background / Discussion, 
 
The Mesa Fire and Medical Department is requesting the purchase of nine E-One Cyclone 
custom pumper apparatuses, two E-One Cyclone custom heavy rescue apparatuses, and 
one 95’ rear-mount aerial apparatus as part of the department’s current replacement 
schedule. These apparatuses are nearing the end of their service life, require increasing 
maintenance, and no longer meet current performance standards. Replacing them will 
improve reliability and ensure firefighters have safe, dependable equipment for emergency 
response. Because fire apparatuses currently take two to three years from order to 
delivery, it is necessary to initiate purchases well in advance. The units being replaced will 
be traded, auctioned or sold. 
 
A pumper apparatus, also referred to as an engine, is the department’s primary firefighting 
vehicle. It carries a water tank, fire pump, hoses, and essential firefighting tools that allow 
crews to quickly establish water supply and begin fire suppression. A heavy rescue is a 
specialized fire apparatus designed to carry advanced tools and equipment for technical 
rescue operations. This includes extrication, confined space rescue, trench and structural 
collapse response, hazardous materials support, and other complex incidents. A rear-
mount aerial is a fire apparatus equipped with a long, rear-mounted ladder that provides 
elevated access and master stream capabilities for firefighting, rescue, and roof operations. 
 
The Sourcewell cooperative contract has been competitively bid and meets the City’s 
procurement requirements. Utilizing the Sourcewell contract allows the City to receive

competitive rates based on a formally solicited agreement. The City believes the pricing is 
fair and reasonable and soliciting for these products would not result in the City receiving 
more favorable pricing or terms.
