June 26, 2025 
 
The Cadence Community Facilities District Board met in the Study Session room at City Hall, 20 East 
Main Street, on June 26, 2025, at 7:30 a.m.

Chairperson Freeman conducted a roll call. 
 
Chairperson Freeman excused Boardmember Heredia from the entire meeting.

Items from citizens present. 
 
There were no items from citizens present. 
 
2. 
Approval of minutes from the June 12, 2024, meeting. 
 
It was moved by Vice Chairperson Somers, seconded by Boardmember Duff, that the minutes 
from the June 12, 2025, Cadence Community Facilities District Board meeting be approved.  
 
 
Upon tabulation of votes, it showed: 
 
 
AYES – Freeman–Somers–Adams–Duff–Goforth–Spilsbury 
 
NAYS – None  
 
ABSENT – Heredia 
 
Chairperson Freeman declared the motion passed unanimously by those present.

3. 
Conduct a public hearing and take action on the following resolutions: 
 
3-a. 
Conduct a public hearing on the proposed Cadence Community Facilities District Fiscal 
Year 2025-26 Budget and Tax Levy.  
 
 
Chairperson Freeman stated that this was the time and place for a public hearing on the 
proposed Cadence Community Facilities District Fiscal Year 2025/26 Budget and Tax Levy. 
 
 
In response to a request for clarification from Vice Chairperson Somers, Deputy City 
Manager/Chief Financial Officer Michael Kennington explained the Community Facility Districts 
(CFDs) three separate ongoing tax rates. He emphasized that since debt has not been issued 
since 2023, and due to higher assessed value, the total rates have been reduced for Cadence, 
Eastmark 1, and Eastmark 2.  
 
 
There being no citizens present to speak on this issue, Chairperson Freeman declared the 
public hearing closed. 
 
3-b. 
A resolution approving the Cadence Community Facilities District Fiscal Year 2025-26 
Final Budget. – CFD CD Resolution No. 51 
 
3-c. 
A resolution levying upon the assessed valuation of the property within Cadence 
Community Facilities District subject to ad valorem taxation a certain sum upon each 
one hundred dollars ($100) of valuation for the fiscal year ending June 30, 2026. – CFD 
CD Resolution No. 52 
 
It was moved by Vice Chairperson Somers, seconded by Boardmember Duff, that CFD CD 
Resolution Nos. 51 and 52 be adopted.  
 
 
Upon tabulation of votes, it showed: 
 
 
AYES – Freeman–Somers–Adams–Duff–Goforth–Spilsbury 
 
NAYS – None  
 
ABSENT – Heredia 
 
Chairperson Freeman declared the motion passed unanimously by those present.

Adjournment. 
 
 
Without objection, the Cadence Community Facilities District Board meeting adjourned at 7:35 
a.m.
