The Eastmark Community Facilities District No. 1 Board met in the Study Session room at City Hall, 20 
East Main Street, on June 26, 2025, at 7:35 a.m.

Chairperson Freeman conducted a roll call. 
 
Chairperson Freeman excused Boardmember Heredia from the entire meeting.

There were no items from citizens present. 
 
2. 
Approval of minutes from the June 12, 2025 meeting. 
 
It was moved by Boardmember Duff, seconded by Vice Chairperson Somers, that the minutes 
from the June 12, 2025, Eastmark Community Facilities District No. 1 Board meeting be 
approved.  
 
 
Upon tabulation of votes, it showed: 
 
 
AYES – Freeman–Somers–Adams–Duff–Goforth–Spilsbury 
 
NAYS – None  
 
ABSENT –Heredia 
 
Chairperson Freeman declared the motion passed unanimously by those present.

3. 
Conduct a public hearing and take action on the following resolutions: 
3-a. 
Conduct a public hearing on the proposed Eastmark Community Facilities District No. 1 
Fiscal Year 2025/26 Budget and Tax Levy. 
 
Chairperson Freeman stated that this was the time and place for a public hearing on the 
proposed Eastmark Community Facilities District No. 1 Fiscal Year 2025/26 Budget and Tax 
Levy. 
 
There being no citizens present to speak on this issue, Chairperson Freeman declared the 
public hearing closed. 
 
3-b. 
A resolution approving the Eastmark Community Facilities District No. 1 Fiscal Year 
2025/26 Final Budget. – CFD EM1 Resolution No. 108 
 
3-c. 
A resolution levying upon the assessed valuation of the property within Eastmark 
Community Facilities District No. 1 subject to ad valorem taxation a certain sum upon 
each one hundred dollars ($100) of valuation for the fiscal year ending June 30, 2026. – 
CFD EM1 Resolution No. 109 
 
It was moved by Boardmember Adams, seconded by Boardmember Duff, that CFD EM1 
Resolution Nos. 108 and 109 be adopted.  
 
 
Upon tabulation of votes, it showed: 
 
 
AYES – Freeman–Somers–Adams–Duff–Goforth–Spilsbury 
 
NAYS – None  
 
ABSENT – Heredia 
 
Chairperson Freeman declared the motion passed unanimously by those present.

Without objection, the Eastmark Community Facilities District No. 1 Board meeting adjourned at 
7:36 a.m.
