City Council Report Date: May 4, 2026 To: City Council Through: Michael Kennington, Deputy City Manager/Chief Financial Officer From: Edward Quedens, Business Services Director Kristy Garcia, Procurement Administrator Subject: Three-Year Term Contract with Two-Year Renewal Options for Generator Purchases and Installation Services (Replacement) for Facilities Management and the Department of Innovation and Technology (Citywide) Recommendation Council is requested to approve the award as recommended. A committee representing Facilities Management, Water Resources, the Mesa Fire and Medical Department, the Department of Innovation and Technology and Procurement Services evaluated responses and recommend awarding the contract to the highest scored proposals from H&E Equipment Services, Inc. dba H&E Rentals, K2 Electric, LLC., and GenServe LLC (a Mesa business) in a combined total amount not to exceed $500,000 annually, with an annual increase allowance of up to 5% or the adjusted Consumer Price Index. Background / Discussion The City will be purchasing emergency standby generators to ensure uninterrupted power for critical City-owned facilities during outages. These generators are essential for maintaining operations, protecting public safety, and preventing service disruptions caused by utility failures or extreme weather. This contract provides for the purchase and installation of new generators and related equipment for the City on an as-needed basis. City staff issued a Request for Proposals (RFP) to registered Generator and Installation Service providers. Four proposal responses were received, one of which did not meet the minimum requirements. The remaining three proposal responses were evaluated and scored in accordance with the City’s established policies and procedures and relative to the scoring criteria in the solicitation. Scoring criteria included qualifications and experience and compliance to the terms and conditions. Based on the evaluation results, the committee recommend awarding the contract to all three respondents. Whenever a generator purchase and installation service is required, the City will request quotes from each contractor and select the contractor that submits the most advantageous quote. 2 Purchase Information Action: Award Procurement Type: Request for Proposals Contract Number: 2025094 Local Consideration: Policy did not apply to this procurement method Protests Received: None Initial Contract Term: Three years Possible Renewals: Up to a maximum of two years, subject to Administrative review and approval Funding Source: Facilities Management operating budget through Infrastructure Fund, DoIT operating budget through Lifecycle Fund and TOPAZ Capital and Operating Fund City of Mesa 65.72% Town of Gilbert 16.58% City of Apache Junction 9.22% Town of Queen Creek 5.67% Fort McDowell Yavapai Nation 1.34% Superstition Fire & Medical District 0.96% Fountain Hills 0.33% Rio Verde Fire District 0.18% Proposals Deemed as Non-Responsive Rock the Bike, LLC.
