City Council Report Date: May 4, 2026 To: City Council Through: Michael Kennington, Deputy City Manager/Chief Financial Officer From: Edward Quedens, Business Services Director Kristy Garcia, Procurement Administrator Subject: One-Year Use of a Cooperative Term Contract with Two, One-Year Renewal Options for the Purchase of a Statewide Fire Incident Management System for the Mesa Fire and Medical Department (Arizona Department of Administration “Reimbursement” Grant) (Citywide) Recommendation Council is requested to approve the award as recommended. The Mesa Fire and Medical Department and Procurement Services recommend authorizing the purchase using the State of Arizona cooperative contract with Versaterm Public Safety US, Inc., in an amount not to exceed $490,200 for Year 1, $444,000 for Year 2, and $455,100 for Year 3, with an annual increase allowance of up to 5%, or the adjusted Consumer Price Index. This purchase is 100% grant funded. Background / Discussion The Fire Incident Management Solution will enhance the Mesa Fire and Medical Department’s (MFMD) ability to increase its effectiveness in delivering timely, compassionate, and effective all-hazard and medical response paired with community risk reduction to decrease loss of life, property, and preventable harm for a safe and thriving Mesa. Implementing the fire incident management solution, MFMD (along with other municipal fire departments) will improve notification, response management, and reporting of critical incidents. This hardware and software support the statewide deployment of a secure incident management platform for fire and law enforcement agencies. The system provides a standardized incident command and management framework based on Federal Emergency Management Agency (FEMA) standards, enabling diverse response and supporting entities to work together effectively. It ensures a clearly defined chain of command, consistent terminology, responder and public safety, achievement of operational objectives, and efficient use of resources. The platform also provides a comprehensive collaboration and communication solution that identifies the location, status, and assignments of deployed resources; provide real-time status updates; track and manage incident activity; and securely share messages and files among personnel involved in an incident. The solution can also operate in disconnected 2 mode, ensuring continued functionality in areas without internet access. The State Grant’s Office within the Arizona Department of Administration has a fire incident system management grant that is designed to provide grant funding to municipal fire departments and fire districts for this specific hardware and software. This is a reimbursement grant where the City of Mesa will pay upfront and then be reimbursed 100% by the Arizona Department of Administration. The State of Arizona cooperative contract has been competitively solicited and meets the City’s procurement requirements. Leveraging the State of Arizona contract allows the City to receive competitive pricing based on a formally awarded contract. The City has determined that the pricing is fair and reasonable and issuing a separate solicitation for these products and services would not result in the City receiving more favorable pricing or terms.
