RESOLUTION NO. 12512 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MESA, ARIZONA, APPROVING AND AUTHORIZING THE SUBMITTAL OF THE CITY OF MESA ANNUAL ACTION PLAN FOR FISCAL YEAR 2026/2027, AUTHORIZING THE SUBMITTAL OF APPLICATIONS TO RECEIVE ENTITLEMENT FUNDS FOR FISCAL YEAR 2026/2027 UNDER THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (CDBG), EMERGENCY SOLUTIONS GRANT PROGRAM (ESG) AND THE HOME INVESTMENT PARTNERSHIPS PROGRAM (HOME) TO FUND ACTIVITIES APPROVED BY THE CITY COUNCIL, AUTHORIZING THE DISBURSEMENT AND EXPENDITURE OF ENTITLEMENT FUNDS RECEIVED, AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNATED REPRESENTATIVE, TO DISBURSE FISCAL YEAR 2026/2027 HUMAN SERVICES FUNDS TO NON-PROFIT ORGANIZATIONS FOR ACTIVITIES APPROVED BY THE CITY COUNCIL AND TO ENTER INTO AGREEMENTS FOR DISBURSEMENT OF HUMAN SERVICES FUNDS. WHEREAS, proposed activities to be undertaken were advertised and hearings held in order to inform Mesa citizens and receive comments regarding projects to be undertaken in fiscal year 2026/2027 with entitlement funds available under the following United States Department of Housing and Urban Development (“HUD”) programs: (a) the Community Development Block Grant program under the Housing and Community Development Act of 1974 (“CDBG”); (b) Emergency Solutions Grant program under the Stewart B. McKinney Homeless Assistance Act of 1987 (“ESG”); and (c) the HOME Investment Partnerships program enacted as Title II of the National Affordable Housing Act of 1990 (“HOME”). WHEREAS, the City of Mesa Human Services Program provides grants for social service activities to community-based, non-profit organizations who are tax exempt under section 501(c)(3) of the Internal Revenue Code. WHEREAS, the City Council was provided with recommendations of activities to be funded under the CDBG, ESG, HOME, and Human Services Programs and has approved all activities and funding allocations. WHEREAS, a proposed statement of the projected use of funds was completed in accordance with federal requirements and made available to the public. WHEREAS, to receive the CDBG, ESG and HOME fiscal year 2026/2027 entitlement funds, the City is required to submit to HUD an Annual Action Plan for fiscal year 2026/2027 (“Annual Action Plan”). WHEREAS, the proposed CDBG, ESG, and HOME activities to be undertaken meet the objectives and priorities as identified in the 2025-2029 HUD Five-Year Consolidated Plan. NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF MESA, ARIZONA, AS FOLLOWS: Section 1: The Annual Action Plan is approved and the City Manager or his designee is authorized to sign and submit all necessary documents to HUD for the Annual Action Plan. Section 2: That the City Manager or his designee is authorized to sign and submit any modifications or revisions to the documents authorized under Section 1 above, without the further consent of the City Council; provided, however, that all said modifications or revisions are deemed necessary by HUD and are not a formal amendment required by HUD or applicable federal regulation to receive specific City Council approval. Section 3: That the City Manager or his designee is hereby authorized to prepare, sign, and submit applications, as well as any other necessary documents, to HUD for the City of Mesa to receive fiscal year 2026/2027 entitlement funds under the CBDG, ESG, and HOME programs for activities approved by the City Council. Section 4: That the City Manager or his designee is authorized to sign and submit any amendments, modifications, or revisions to the documents authorized under Section 3 above, without the further consent of the City Council, provided all said amendments, modifications, or revisions comply with the funding recommendations of the City Council, the City’s Annual Action Plan, and the applicable federal program regulations. Section 5: That the City Manager or his designee is authorized to adjust funding for activities to be funded under the CDBG, ESG, and HOME Programs if fiscal year 2026/2027 HUD allocations are reduced or increased. Section 6: That the City Manager or his designee is authorized to expend and disburse the CDBG, ESG and HOME program entitlement funds, and Human Services funds for activities approved by City Council, and enter into agreements, including amendments and modifications thereto, for the disbursement of such funds.
