RESOLUTION NO. 12513 
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF 
MESA, ARIZONA, APPROVING THE FIRST  SUBSTANTIAL 
AMENDMENT TO THE FY 2021-2022 HOME INVESTMENT 
PARTNERSHIPS PROGRAM AMERICAN RESCUE PLAN 
(“HOME-ARP”) ALLOCATION PLAN (“HOME-ARP PLAN”)  FOR 
SUBMITTAL TO THE U.S. DEPARTMENT OF HOUSING AND 
URBAN DEVELOPMENT (“HUD”), AND AUTHORIZING THE 
CITY MANAGER OR HIS DESIGNATED REPRESENTATIVE, 
TO AMEND, SIGN, AND SUBMIT THE AMENDMENTS TO THE 
U.S. 
DEPARTMENT 
OF 
HOUSING 
AND 
URBAN 
DEVELOPMENT, AND AUTHORIZING THE DISBURSEMENT 
AND EXPENDITURE OF FUNDS RECEIVED PURSUANT TO 
THE AMENDMENTS. 
  
 
WHEREAS, proposed activities to be funded with HOME-ARP were advertised in order to 
inform Mesa citizens and receive comments regarding use of funds to be undertaken from fiscal 
year 2021/2022 HOME-ARP funds available under the following United States Department of 
Housing and Urban Development (“HUD”) programs: (a) appropriated under section 3205 of the 
American Rescue Plan Act of 2021 (P.L. 117-2) (“ARP”) for the HOME Investment Partnerships 
Program (HOME). 
 
WHEREAS, to prevent, respond to and mitigate the impacts of the COVID-19 pandemic, 
the City Council approved the HOME-ARP Allocation Plan on March 6, 2023, for eligible activities 
to be funded under the HOME-ARP program. 
 
WHEREAS, a proposed statement of the projected new uses of HOME-ARP funds was 
completed in accordance with federal requirements and made available to the public. 
  
WHEREAS, to receive HOME-ARP funds the City is required to submit to HUD a 
Substantial Amendment to the fiscal year 2021-2022 HOME-ARP Allocation Plan.   
 
WHEREAS, the proposed HOME-ARP activities to be undertaken will meet the objectives 
and priorities as identified in the 5-Year Consolidated Plan and HOME-ARP Allocation Plan, as 
amended. 
 
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MESA, ARIZONA, AS 
FOLLOWS: 
 
 
Section 1: 
That the First Substantial Amendment to the City of Mesa HOME-ARP 
Allocation Plan is approved to expend $5,605,694 in U.S. Department of Housing and Urban 
Development HOME-ARP funds for eligible activities. 
 
Section 2: 
That the City Manager or his designee is authorized to prepare, sign, and 
submit any and all documents, including amendments or modifications thereto, to the U.S. 
Department of Housing and Urban Development for the First Substantial Amendment to the 
HOME-ARP Allocation Plan.

Section 3: 
That the City Manager or his designee is authorized to expend and 
disburse the HOME-ARP funds discussed in Section 1 for eligible activities approved by City 
Council, and enter into agreements, including amendments and modifications thereto, for the 
disbursement of such funds. 
 
PASSED AND ADOPTED by the City Council of the City of Mesa, Maricopa County,
