Housing and Community Development Advisory Board (HCDAB) Thursday, Mar. 5, 2026 Meeting Time: 6:00 p.m. Meeting Minutes The Housing and Community Development Advisory Board Members meet for a Regular meeting at City Hall – Study Session Room, 20 E. Main Street, Mesa, AZ 85201. BOARD MEMBERS PRESENT MEMBERS ABSENT STAFF PRESENT Diana Yazzie Devine Habigail Nonthe Scott (Chair) – Excused Michelle Albanese Scott Kenji Garcia Brett Ranta - Excused Marcy Magallanez-Snow Brian Hurd Diana Ibarra LaGrant Jackson (Vice-Chair) Jussane Goodman Nicolle Karantinos Jacob Martinez Amanda Miller Monica Thompson *1. Chair’s call to order Vice Chair LaGrant Jackson calls the meeting to order at 6:00 p.m. Roll call is completed. Board Members Habigail Nonthe Scott and Brett Ranta are excused from today’s meeting. Nicolle Karantinos will attend the meeting and will be in later. Warren Williams is not in attendance as he resigned from the Board. Thank you, Warren Williams, for your service to the City of Mesa and the Housing and Community Development Advisory board. *2. Approval of minutes of previous meetings as written Minutes from Feb. 5, 2026, Regular Board minutes. It is moved by Board Member Jacob Martinez and second by Board Member Amanda Miller that the meeting minutes be approved. Upon Tabulation of votes, it shows: AYES – Devine, Garcia, Hurd, Jackson, Martinez, Miller, Thompson (Karantinos not in attendance for the vote) NAYS – None Carried unanimously. Items from citizens present Members of the audience may address the Board on any item. State statute prohibits the Housing and Community Development Advisory Board (HCDAB) from discussing an item that is not on the agenda; however, the Board does listen to concerns and has staff follow up on any questions raised. No items presented to the board. *4. Discussion and action items *4-a. Animal Control A presentation by Diana Ibarra, Animal Control Specialist, about the City of Mesa’s Animal Control division and how they promote the humane treatment of animals and educate the public on health and safety for animals and programs offered. The Housing and Community Development Advisory Board hears, reviews, and discusses the information given about the Animal Control division. *4-b. Office of Homeless Solutions A presentation by Jussane Goodman, Human Services Administrator, about the City of Mesa’s Office of Homeless Solutions and the strategy to address homelessness in Mesa. The Housing and Community Development Advisory Board hears, reviews, and discusses the information about the Office of Homeless Solutions. Nicolle Karantinos joins the meeting at 6:49 pm. *5. Discuss the schedule of future meetings Future HCDAB Meetings HCDAB Regular Meeting – Apr. 2, 2026, 6:00 p.m., City Hall/Study Session Room, 20 E. Main Street, Mesa, 85201. Without objection, the Regular Housing and Community Development Advisory Board meeting is adjourned at 7:12 p.m. It is moved by Board Member Scott Kenji Garcia and seconded by Board Member Monica Thompson that the meeting be adjourned. Upon Tabulation of votes, it showed: AYES – Devine, Garcia, Hurd, Jackson, Karantinos, Martinez, Miller,Thompson NAYS – None Carried unanimously.
