City Council Report Date: April 20, 2026 To: City Council Through: Michael Kennington, Deputy City Manager/Chief Financial Officer From: Edward Quedens, Business Services Director Kristy Garcia, Procurement Administrator Subject: Three Month Extension and Dollar Limit Increase to the Term Contract for Private Security Officer Services for the Mesa Police Department (Citywide) Recommendation The Mesa Police, Economic Development, Arts and Culture, and Library Services Departments and Procurement Services recommend increasing the dollar limit with Universal Protection Service, LP, dba Allied Universal Security Services by $400,000, from $2,242,000 to $2,642,000, through July 31, 2026. Background / Discussion This contract provides private security officer services. The scope of work includes unarmed physical security services, mobile patrol using a golf cart, shuttle services for employees between City buildings and parking structures, and security for special events and festivals that are hosted by the City. Services are required for various City locations such as Mesa Arts Center, Mesa Libraries, Police facilities, 55 North Center, and City Hall. The current contract is scheduled to expire on April 30, 2026. A new solicitation is currently in progress and with 17 RFP responses received, the evaluation is still ongoing, and the new contract will not be awarded before the existing contract ends. To maintain uninterrupted services as well as possible vendor transition time if the incumbent is not the next vendor, a three-month extension through July 31, 2026, is required, along with a corresponding increase in contract capacity.
