Intergovernmental Agreement between City of Mesa and Fort McDowell 
Yavapai Nation Fire for Fire Apparatus Preventive Maintenance and Repairs 
(Citywide) 
Purpose and Recommendation 
The purpose of this report is to re-establish the Intergovernmental Agreement for 
Apparatus Vehicle Maintenance between the Mesa Fire and Medical Department and 
Fort McDowell Yavapai Nation Fire.  Fort McDowell Yavapai Nation approved the 
Intergovernmental Agreement and authorized its President to sign it on February 2, 
2026. 
Background 
Mesa Fire Maintenance Division has been providing maintenance services to Fort 
McDowell Yavapai Nation Fire for five (5) plus years. These services include the 
following: 

Routine maintenance

Apparatus rescue and firefighting vehicle repairs

Testing and documentation of all systems as per National Fire Protection Association
(NFPA) 1901 (Standard for Automotive Fire Apparatus)

Cost per year for each Unit maintained reports

24/7 on call mechanic
All maintenance services provided are performed by factory trained, Emergency Vehicle 
Technician  (EVT) certified technicians as per NFPA 1901. 
Discussion 
Under the terms of the proposed agreement, Mesa Fire Maintenance Division would 
continue to provide Fort McDowell Yavapai Nation Fire full maintenance and repair 
services on a 24/7 basis. These services will be provided by factory trained, EVT 
certified maintenance personnel, in accordance with NFPA standards.

Fort McDowell Yavapai Nation Fire currently has a variety of Apparatus.  Under the 
terms of the proposed agreement, their apparatus would be serviced every six (6) 
months or 6,000 miles and have minimal impact on current operations. 
Alternatives 
The only alternative would be to not re-establish the Intergovernmental 
Agreement with Fort McDowell Yavapai Nation Fire. Fort McDowell Yavapai Nation Fire 
would then need to seek maintenance services from private vendors. This would 
be a difficult task to accomplish due to the fact there are few, if any, qualified 
Emergency Vehicle Technicians in this area and zero local support after hours. 
Fiscal Impact 
The cost associated with maintaining the Fort McDowell Yavapai Nation Fire vehicles 
would be fully recovered. 
Per our draft agreement, Fort McDowell Yavapai Nation Fire would be charged as 
follows: 

$107.75 per hour for work performed during regular work hours

$122.17 per hour for work performed after hours and/or holidays
Fort McDowell Yavapai Nation Fire will pay for all parts and materials utilized in the 
repair and maintenance of their fire apparatus at cost plus a ten percent handling 
fee. If outside assistance from other vendors is required, Fort McDowell Yavapai 
Nation Fire will reimburse the City of Mesa at cost plus a ten percent handling fee. 
Coordinated With 
Fort McDowell Yavapai Nation and its fire department are in agreement.
