RESOLUTION NO. 12502
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MESA,
MARICOPA COUNTY, ARIZONA SUPPORTING THE SUBMITTAL OF A
GRANT APPLICATION BY FOSTER ARIZONA TO THE FORT
MCDOWELL YAVAPAI NATION FOR PROPOSITION 202 FUNDS AND
APPROVING THE CITY MANAGER TO ACCEPT AND ADMINSTER
SUBSEQUENT AWARDED FUNDS AS A PASS-THROUGH GRANT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MESA, MARICOPA
COUNTY, ARIZONA AS FOLLOWS:
Section 1: Arizona’s Indian Gaming Compact provides that an Indian Tribe make twelve
percent (12%) of its net annual State contribution to cities, towns or counties for government
services that benefit the general public. Private, not-for-profit organizations wishing to access
Indian Gaming Funds (“Gaming Funds”) to provide public benefits must secure sponsorship from
a city, town or county before making application. This sponsorship must be expressed in a
resolution passed by the local government sponsor.
Section 2: Foster Arizona wishes to make application for $15,000.00 from the Fort
McDowell Yavapai Nation for their Proposition 202 Grant Program. The $15,000.00 will be used
by Foster Arizona for their A Fresh Start for Unhoused Youth, The Housing Project.
Section 3: The City Council supports this grant request for funding.
Section 4: The City Council approves and authorizes the City Manager, or his designee,
to enter into an Intergovernmental Agreement, and any related amendments or supplements
thereto, with the Fort McDowell Yavapai Nation to accept awarded Gaming Funds and for the
City of Mesa to act as a pass-through agency for distribution of the Gaming Funds directly to the
non-city recipient. The City of Mesa makes no guarantees beyond disbursement of funding to the
non-city recipient. Upon the City of Mesa’s distribution of the Gaming Funds to the non-city
recipient, the City of Mesa shall be considered released from any and all claims, demands, debts,
liabilities, or obligations that may arise in the event that the non-city recipient fails for any reason
to expend the Gaming Funds in accordance with their grant application with the Fort McDowell
Yavapai Nation.
PASSED AND ADOPTED by the City Council of the City of Mesa, Maricopa County,
Arizona this 20th day of April, 2026.
