Project Summary:
The proposed single family home development and event center is located
near the southwest corner of Pete Rd and Eagle Eye Rd in unincorporated
Maricopa County.
The proposed equine event center is planned to consist of two (2) event
buildings, three (3) arenas, restaurant, retail store, and RV park with
additional parking for event days. The site proposes new private roadways
providing access to the event center.
The proposed residential development is planned to consist of 48 single-
family homes over 115 acres. The site proposes a total of three (3)
driveways, two (2) new driveways on Pete Rd and one (1) new driveway on a
new private road.
Per the TIS, the trip generation is based on ITE LUC code 220 – Single
Family Detached Housing. Without an appropriate ITE LUC code for an event
center, various calculations were used from similar studies. Upon opening in
2023, with maximum event volume, the combined sites are anticipated to
generate 1,830 total daily trips with 367 AM peak hour trips and 248 PM peak
hour trips.
Review Comments:
The south bound right turn deceleration lane, as identified in the study on
Eagle Eye Rd with minimum storage of 160 feet, is acceptable to MCDOT.
The classification of Eagle Eye Rd is principal arterial roadway. As part of
half-street improvements, dedicate a minimum 65’ ROW to MCDOT along site
frontage of Eagle Eye Rd.
As the new interior roadways will remain private, MCDOT has no further
comment on this matter.
The Traffic Impact Study is Approved as noted.

Hydraulics: Open Channels
abruptly over a relatively short distance. Examples of rapidly varied flow include local phenom-
ena, such as hydraulic jumps and hydraulic drops. Under steady flow conditions, if the depth of
flow along the length of the channel gradually increases or decreases it is gradually varied. This
is the usual condition in open channel flow. Gradually varied flow occurs under either subcritical
or supercritical flow regimes. Water surface profile computations are required to estimate the
depth of flow for varied flow conditions at any given location as described in Section 6.3.6.

Flow Regimes
Froude Number
The state of open channel flow is governed by the effects of viscosity and gravity relative to the
inertial forces of the flow. The effect of gravity on the state of flow is represented by a ratio of
inertial forces to gravity forces. This ratio is given by the Froude number, defined as:

where V is the mean velocity (ft/sec), g is the acceleration of gravity (ft/sec2), and d is the hydrau-
lic depth (ft) which is the cross sectional area of the water, A (sq ft), divided by the width of the
free surface, T (ft).

When F,. is equal to 1, the flow is in the critical state. This flow condition is unstable and flow

depths at or near critical depth should be avoided. If F,. is less than 1, the flow is subcritical and
gravity forces dominate. When F,. is greater than 1, the flow is supercritical and inertial forces
predominate.
Specific Energy
Specific energy in a channel section is defined as the energy per pound of water at any section of
a channel measured with respect to the channel bottom and may be expressed as:

When the depth of flow is plotted against the specific energy for a given channel section and dis-
charge, a specific energy curve is obtained (Figure 6.1 ).
The specific energy curve has two
limbs, AC and BC. The limb AC approaches the horizontal axis asymptotically toward the right.
The limb BC approaches the line 00 as it extends upwards and to the right. The line 00 has an
angle of inclination equal to 45°. At any point P on this curve, the ordinate represents the depth
of flow, and the abscissa represents the specific energy that is equal to the sum of the pressure
head, y, and the velocity head, V2!2g . The curve shows that, for a given specific energy, there

are two possible depths, the low stage, y 1, and the high stage, Y2· The low stage is called the
alternate depth of the high stage and vice versa.
At point C, the specific energy is a minimum and the stage is at critical depth. When the depth of
flow is greater than the critical depth, the velocity of flow is less than the critical velocity and the
flow is subcritical. When the depth of flow is less than the critical depth, the flow is supercritical.
Inspection of the energy curve in the vicinity of critical depth reveals that a small change in the
energy will result in a relatively large change in the depth of flow. For this reason, it is strongly
recommended that flow depths producing Froude numbers between 0.87 and 1.13 be avoided.
The Froude Number limit for all types of channel linings is F,.-:; 0.86. For concrete and shotcrete
lined channels, the additional range of 1.13-:;, F,.-:;, 2.0 is allowed. F,. should not fall between 0.86
and 1.13 in order to maintain stable flow conditions.
Due to safety concerns resulting from
excessively high velocities and intractable hydraulic forces, the recommended upper limit of F,. is
2.0 except at certain structures such as drop structures.

The Maricopa County Environmental Services Department (MCESD) has reviewed
documents received from the Maricopa County Planning and Development
Department for the above referenced project. This project requests is SUP for tow
RV parks, Subdivision, Cattle sale arena-two at APN# 506-06-061B & 506-06-061A.
Water and sewer services information is Aguila Water Services, Inc. water and no
sewer disposal service information. MCESD has concerns, ATC (Well site Water
distribution lines, Water storage tank, Booster pump station) must be obtained prior
to final plat approval. Please contact the Water/Wastewater Treatment
Program at (602) 372-2861 or email
treatmentplantprogram@maricopa.gov for additional information.
For any food service operations occurring on site, where food is offered, sold, or
prepared from a fixed/permanent location, requires submittal of a Permanent/Fixed
Food Establishment Permit application. Additional information for permanent/fixed
establishments can be found on the Environmental Health webpage. For questions,
please call 602-506-6824.
A Mobile Home Park Application (2) is required and must be submitted to MCESD’s
Subdivision & Infrastructure Program for construction of mobile home park and/or
RV park, or for the addition of spaces. Mobile Home parks may require additional
permitting with MCESD Onsite Wastewater, Subdivision and Infrastructure, Drinking
Water, and Water and Wastewater Treatment programs. For questions, please
contact the Subdivision and Infrastructure Program at (602) 506-1058 or email
subdivision@maricopa.gov.
Based on the above, MCESD raised no objection to this project to the Planning &
Development Department in Accela Automation on September 26, 2022 and the
project may proceed at this time subject to the following stipulations:

Comments are provided only as advisory to Maricopa County Planning and
Development Department to assist staff to prepare a staff report. Other Maricopa
