Purpose and Recommendation 
 
The purpose of this report is to request Council approval of a resolution authorizing the 
City of Mesa to enter into an intergovernmental agreement (IGA) with Arizona Department 
of Transportation (ADOT) for the construction of a portion of Crismon Road as part of the 
future State Route 24 (SR 24) expansion project (Refer to Exhibit “A” for the project 
location).   
 
Staff recommends Council approve the resolution and authorize the City Manager to 
execute this IGA on behalf of the city, which will authorize the expenditure of 
$2,113,201.17 for construction of this roadway. 
 
 
Background 
 
The existing SR 24 Freeway in southeast Mesa is a key transportation corridor, serving 
the eastern portion of Mesa and providing regional connectivity to adjacent communities.  
ADOT is responsible for the planning, design, construction, operation, and maintenance 
of the SR 24.  The freeway expansion project is scheduled to begin construction in the 
first half of 2027.

Discussion 
 
Arizona Revised Statutes authorize public agencies to enter into intergovernmental

agreements to cooperatively deliver transportation projects and related infrastructure. 
 
This IGA will provide the agreement for ADOT to construct a section of Crismon Road, 
that connects to the overpass being constructed by the SR24 project. This scope of work, 
that ADOT will complete, includes the roadway pavement and median, retaining walls, 
and roadway embankments within a portion of the City of Mesa right-of-way (ROW). This 
section is currently not included in the SR 24 and requires this funding because it is 
located outside ADOT project boundary.

Alternatives 
 
The City Council could choose not to enter into this IGA.  The Crismon Road 
improvements, not currently included in the SR 24 project, would be left for the City to 
construct at a future date.  This is not recommended because not constructing these 
improvements with the freeway project would leave a gap between the existing roadway 
and the future bridge which would be more difficult and costly to construct at a future date.  
 
Fiscal Impact 
 
The total fiscal impact of this IGA is $2,113,201.17.   
 
This project is funded by Local Street Sales Tax.
