Gambler’s Row Equine Facility
As a property owner less than 100 feet from the above proposed project, my wife and I strongly
SUPPORT this project. I am the owner of APN506-06-074B in the Eagle Roost Air Park. I am an
active commercial pilot with over 45 years of flight experience, and a certified flight instructor. We are not in
any way affiliated with the proposed development.
We own the first property in Eagle Roost that would be affected by this facility by wind, odor, dust or
drainage. We are satisfied with the Gambler’s Row plan to mitigate everything that comes with the
development. We do not feel that this project will be detrimental in any way to our property or our flying
lifestyle.
Planes, by their very nature, disrupt the peace and quiet of the desert. Parties claiming that an equestrian
facility will disrupt their environment need to look down their own runway. This is not a reason to deny this
development.
This facility will bring many benefits to Aguila and the surrounding area, the positive economic impact alone
justifies this project. The total economic impact of the horse industry in the United States is $122 billion,
creating 1.7 million jobs. About 31 percent of United States households contain a horse enthusiast.
Westworld, in Scottsdale, alone brings in over $112 million into Maricopa County and provides over 1,600
jobs. Gambler’s Row is not Westworld, but it can be a beacon of economic hope in a struggling community.
The misinformation being spread by individuals to the airpark residents, is inaccurate. I would like to address
some of the objections;
#1. “It’s too dangerous to have airplanes around livestock.” For over 45 years I have been an
agricultural aerial applicator, a crop duster. I mention that because it does qualify me to speak on the
interaction of airplanes and livestock since I routinely fly over them at very low levels. Stock rarely lift their
heads from grazing. State and Federal officials even use airplanes and helicopters for doing wild game
counts.

#2. “Gambler’s Way would be on final approach to Sampley Field.” True, GR is over a half mile from the end
of the runway. This is a statement, not a problem.
#3. “Airplanes crossing over will be approximately 500 feet above the ground at this point. Eagle Roost Airport
is less than a mile to the East, and traffic from that airport may pass over the proposed project.” Once again, this
is a statement, not a problem. Airpark planes pass over downtown Aguila.
#4. “Lights, dust, or movement on the ground could interfere with safe aircraft operations in the air, and aircraft
malfunctions.” This is a scare tactic. Pilot error can create a hazard, regardless of where they are. A horse or
cow will no more contribute to the above than a car on a dirt road.
#5. Location. The cities of Scottsdale, Las Vegas, Ocala Florida, Lexington Kentucky, Palm Springs,
Wilmington Ohio, and Wickenburg have all embraced equestrian facilities much larger than Gambler’s
Row. The parties protesting this development have stated that it’s a fine plan, just not in their back yard. Equine
facilities have been very beneficial for many areas, and the Aguila community deserves this opportunity.
And per the other concerns;
1. Noxious odors – our horses are within 50 feet of our house and we have no issues.
2. Light pollution – Arenas are lit for some events, but I've found the lights to be off by 10 pm.
3. Noise Pollution – Airplanes create noise pollution, especially WWII fighters. In the airpark CC&R’s
property owners agree to accept that... but, yet they want to limit the rights of their neighbors. I
don’t agree with that.
4. Dust Pollution – Dirt airstrips, such as Sampley, can create dust pollution. Wind creates dust. We are
confident that the water trucks will eliminate the dust issues. Competitive horse facilities are not dusty.
5. Traffic problems –There are not “Hundreds of trucks and horse trailers” going to any one location, at
any one time, any day, anywhere in Arizona. This is not a Super Bowl Stadium.
This equestrian facility will provide jobs, stimulate the local economy, raise property values including those in
the airparks, and support the struggling businesses already in the area. Let’s do the right thing and help Aguila
grow.

Planning & Zoning Commission approve the permit known as Gambler’s Row.
