RESOLUTION NO. 12510 
 
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MESA, 
ARIZONA, AUTHORIZING THE CITY MANAGER OR DESIGNEE TO 
ENTER INTO A MEMORANDUM OF UNDERSTANDING COVERING 
FISCAL YEARS 2026 THROUGH 2029 WITH THE UNITED MESA FIRE 
FIGHTERS ASSOCIATION RELATING TO WAGES AND OTHER FORMS 
OF DIRECT MONETARY COMPENSATION, HOURS, NON-HEALTH 
RELATED BENEFITS, AND WORKING CONDITIONS NOT COVERED 
UNDER THE CITY’S PERSONNEL RULES OR STATE OR FEDERAL LAW. 
 
Be it resolved by the City Council of the City of Mesa, Arizona, as follows:  
Section 1: 
The Memorandum of Understanding (“MOU”), covering fiscal years 2026 through 
2029, with the United Mesa Fire Fighters Association relating to wages and other forms of direct 
monetary compensation, hours, non-health related benefits, and working conditions not covered 
under the City’s personnel rules or state or federal law, in the form presented to the City Council, 
is approved. 
 
Section 2: 
The City Manager, or his designee, is authorized and directed to enter into the MOU 
on behalf of the City of Mesa and any subsequent amendments, modifications, extensions, 
renewals, or supplements thereto, together with all other documents necessary to carry out the 
provisions of the MOU.  
  
Passed and adopted by the City Council of the City of Mesa, Arizona, this 20th day of April, 2026.
