City Council Report Date: April 6, 2026 To: City Council Through: Michael Kennington, Deputy City Manager/Chief Financial Officer From: Edward Quedens, Business Services Director Kristy Garcia, Procurement Administrator Subject: Three-Year Term Contract with Two-Year Renewal Options for Welding Certification and Inspection Services for the Energy Resources Department (Single Response) (Citywide) Recommendation Council is requested to approve the award as recommended. A committee representing the Energy Resources Department and Procurement Services evaluated responses and recommend awarding the contract to the single responsive and responsible proposal from Certerra Southwest, LLC, in a total amount not to exceed $300,000 annually, with an annual increase allowance of up to 5% or the adjusted Consumer Price Index. Background / Discussion This contract is for an experienced contractor to provide welding certification testing, as well as welding inspection and non-destructive testing of welds in the natural gas distribution system. These services are required to maintain compliance with federal code 49 CFR Part 192 as well as API 1104. The welding certification and non-destructive testing help to ensure we continue to provide a safe and reliable natural gas system. The contractor will also provide field x-ray services of welds on high pressure gas pipe. City staff issued a Request for Proposals (RFP) to registered and known Welding Certification and Inspection Service providers. One proposal response was received. Procurement reached out to nine vendors who were notified of the solicitation to inquire as to why they did not submit a response. Two vendors responded. The first vendor was not qualified and the second vendor only provided industrial coating and lining inspections, not welding certification and inspection services. The single proposal response was evaluated and scored in accordance with the City’s established policies and procedures and relative to the scoring criteria in the solicitation. Scoring criteria included qualifications and experience, proposed solution/method of approach, and proposed pricing.
