The Mesa Housing Services Governing Board of the City of Mesa met in the Study Session room at City 
Hall, 20 East Main Street, on May 8, 2025, at 7:30 a.m.

Chairperson Freeman conducted a roll call. 
 
Chairperson Freeman excused Boardmember Spilsbury from the entire meeting.

Items from Citizens Present. 
 
There were no items from citizens present. 
 
2. 
Approval of minutes for the Mesa Housing Services Governing Board meeting held on March 13, 
2025. 
 
It was moved by Boardmember Duff, seconded by Vice Chairperson Somers, that the minutes 
from March 13, 2025, meeting be approved.  
 
Upon tabulation of votes, it showed:  
 
AYES – Freeman–Somers–Adams–De La Vega–Duff–Goforth–Heredia 
NAYS – None 
ABSENT – Spilsbury 
 
Chairperson Freeman declared the motion carried unanimously by those present.   
 
3-a. 
Take action on a resolution authorizing the City Manager to accept grant funds for the Family Self-
Sufficiency Program. 
 
 
It was moved by Boardmember Duff, seconded by Vice Chairperson Somers, that HGB 
Resolution No. 25-2 be approved.

Chairperson Freeman declared the motion carried unanimously by those present. 
 
3-b. 
Take action on a resolution approving the Intergovernmental Agreement with the Town of Gilbert 
for the Housing Choice Voucher Veteran Affairs Supportive Housing (VASH) Program and 
recommending approval of the Agreement by the City Council. 
 
 
Community Services Deputy Director Rosario Beltran provided an overview of the VASH program 
and explained that approving the agreement with the Town of Gilbert will expand housing 
assistance to more veterans.  
 
It was moved by Vice Chairperson Somers, seconded by Boardmember Heredia, that HGB 
Resolution No. 25-3 be approved. 
 
Upon tabulation of votes, it showed:  
 
AYES – Freeman–Somers–Adams– De La Vega–Duff–Goforth–Heredia 
NAYS – None 
ABSENT – Spilsbury 
 
Chairperson Freeman declared the motion carried unanimously by those present.
