Purpose and Recommendation 
 
The purpose of this report is for the Mesa Housing Services Governing Board 
(“Board”) to: 
 
1. Hear a presentation from staff on Mesa Housing Services programs and FY 
2026/2027 Annual Plan and revision(s) to the Administrative Plan. 
    
2. Conduct a public hearing and take action on a resolution approving the City 
of Mesa Public Housing Agency (PHA) Annual Plan for FY 2026/2027 and 
authorizing the Chairman of the Board to submit the City of Mesa PHA 
Annual Plan to the U.S. Department of Housing and Urban Development 
(HUD).  
 
3. Adopt a Resolution authorizing the City Manager to accept the Family Self-
Sufficiency Program (FSS) annual grant in the amount of $86,000. 
 
1 – Hear a presentation on Mesa Housing Services programs and updates to 
the Administrative Plan, and FY 2026/2027 Annual Plan.  
 
Background 
 
The City of Mesa Housing Authority submitted a Five-Year Housing Plan in April 
2025 that outlines its goals and objectives from 2025-2030 to assist families in 
the City of Mesa with rental subsidy under the Housing Choice Voucher Program.  
The Annual Plan provides an update on the 5-Year Plan.

As part of the requirements for continued funding the Housing Plan must be 
reviewed and approved by the Housing Governing Board before submission to 
HUD.  
 
The Housing Choice Voucher Administrative Plan (Admin Plan) is a HUD-
required document that establishes the policies governing the administration of 
the Housing Choice Voucher Program. The revision(s) to the Admin Plan are 
attached for review and are scheduled to become effective July 1, 2026.  
 
2 - Conduct a public hearing and take action on a resolution approving the 
City of Mesa PHA Annual Plan for FY 2026/2027 and authorizing the 
Chairman of the Board to submit the Annual Plan to the U.S. Department of 
HUD.  
Purpose and Recommendation 
 
The purpose is for the Mesa Housing Services Governing Board (“Board”) to open 
a Public Hearing to review and solicit comments from the general public regarding 
Mesa Housing Authority’s proposed FY 2026/2027 PHA Annual Plan.   
 
Staff are recommending that the Board adopt a resolution for the approval of the 
FY 2026/2027 PHA Annual Plan.    
Background 
 
The 1998 Federal Housing Act requires all Public Housing Authorities to 
complete and submit an Annual Plan to the Department of Housing and Urban 
Development (HUD), and that the public be given the opportunity to provide 
comments. The purpose of the Plan is to outline the goals, objectives, and 
methodology the agency will use to provide assisted and affordable housing 
through the use of federal funds in Mesa.  
 
Since February 1, 2026, the proposed FY 2026/2027 PHA Annual Plan has been 
available electronically for review by the general public and can be found on the 
City’s Housing Services website at: https://www.mesaaz.gov/housing 
 
A 45-day public comment period regarding the proposed FY 2026/2027 PHA 
Annual Plan began on Sunday, February 1, 2026, and concluded at the end of 
business on Tuesday, March 17, 2026. Public comments were accepted anytime 
during the 45-day public comment period.  
 
Discussion 
 
The FY 2026/2027 PHA Annual Plan has been drafted and attached for review 
and approval.

Staff have incorporated input from the Resident Advisory Board in the FY 
2026/2027 PHA Annual Plan on January 26, 2026. 
 
The FY 2026/2027 PHA Annual Plan is attached to this report with the following

City staff are recommending that the Board approve the FY 2026/2027 PHA 
Annual Plan.  Upon Board approval, the entire package will be submitted to HUD 
for final approval. 
 
3 - Adopt a resolution authorizing acceptance of the Family Self-Sufficiency 
Program Grant 
Purpose and Recommendation 
 
The purpose is for the Mesa Housing Services Governing Board (“Board”) to adopt 
a resolution authorizing acceptance of the annual Family Self-Sufficiency (FSS) 
Program grant.  
Background 
 
The FSS Program supports the HUD strategic goal of increasing economic 
opportunity for HUD-assisted families.  The FSS grant, in the amount of $86,000, 
provides funding to support the salary of one FSS Program Specialist who 
assists families receiving housing assistance through the Housing Choice 
Voucher (HCV) program.  The FSS Program Specialist develops local strategies 
to connect participating families to public and private resources to increase their 
earned income and financial empowerment, reduce or eliminate the need for 
welfare assistance, and make progress toward self-sufficiency. 
 
Mesa Housing Services administers the FSS Program, a voluntary program 
designed to help Housing Choice Voucher (HCV) participants work towards self-
sufficiency.  Housing Services applies for the FSS grant annually to fund the FSS 
Specialist position that supports participating families.

participation in these federal programs.
