Welcome and Introductions Meeting convened at 10:30 a.m. Staff was introduced by Rosario Beltran, Community Services Deputy Director, Christine Delmastro, Housing Coordinator present Board members present - Margarita Lopez and Shanelle Fountain. Via Telephone Conference call - Rut Brea De La Vega, Sandra Knox, and Ebony Perry. II. Discussion Items/Action Items A. Hear a Presentation and Take Action on the City of Mesa Housing Authority’s Administrative Plan, Rosario Beltran, Deputy Director, City of Mesa Housing Authority. Mrs. Beltran presented and reviewed with the Board the proposed City of Mesa’s Housing Authority’s Administrative Plan Changes and the attachment summary of changes. It was also explained that the City of Mesa Housing Authority is a high performing Housing Authority. Ms. Sandra Knox asked how many days participants have to report changes and Mrs. Beltran stated that participants have 10 days to report changes to the Mesa Housing Authority office. Si necesita información en español por favor de llamar al 480-644-3536. Ms. Rut Brea De La Vega made a motion to approve; Ms. Shannelle Fountain seconded the motion. The motion carried unanimously. B. Hear a Presentation and Take Action on the Revised City of Mesa Housing Authority’s Annual PHA Plan and attachments FY26/27 Annual Plan. Mrs. Beltran reviewed the revisions being made to the City of Mesa Housing Authority Annual Plan and the attachments for FY26/27 of the Annual Plan. Ms. Ebony Perry asked if only private landlords list their properties or if also corporations (apartment complexes) also list their properties with the Housing office. Mrs. Beltran responded that private landlords, corporations, apartment complexes and all landlords can list their properties for rent under the program. Ms. Margarita Lopez made a motion to approve; Ms. Rut Brea De La Vega seconded the motion. The motion carried unanimously. III. Staff Reports/Announcements A. Voucher Update I. Landlord Solutions Program Mrs. Beltran informed that in 2025, The Mesa Housing Authority recruited 40 new landlords to participate in the housing program. She also informed that landlord quarterly briefings are conducted to provide a review of the rules of the program, answer questions, and to continue to recruit and retain landlords. II. Housing Authority Status Report I. Utilization Mrs. Beltran informed the board that the goal for MHA is to maintain utilization of assisted vouchers or Housing Assistance Payments at 98%-100%. We are currently meeting the goal because the Housing Assistance Payments subsidy is 100%. B. Housing Services Governing Board Meeting Thursday, March 26, 2026 @ 7:30 a.m. Mrs. Beltran informed that the next Housing Services Governing Board meeting is scheduled for Thursday, March 26, 2026, at 7:30a.m. IV. Adjourn Ms. Ebony Perry made a motion to adjourn the meeting. Ms. Margarita Lopez seconded the motion. The motion carried unanimously. Meeting adjourned at 10:53a.m.
