Loop Detection Installation Services for the Transportation Department

Recommendation 
 
Council is requested to approve the award as recommended. 
 
The Transportation Department and Procurement Services recommend awarding the 
contract to the single, responsive, and responsible bidder, Kimbrell Electric, in an amount 
not to exceed $143,750 annually, with an annual increase allowance of up to 5% or the 
adjusted Consumer Price Index.   
 
Background / Discussion 
 
This contract is for the installation of traffic signal in-pavement inductive loop detectors. 
Traffic signal loop detectors are used at signalized intersections to detect the presence of 
cars, trucks and bicycles. The contract will be used for maintenance purposes to replace 
existing detectors that are defective and for the installation of new detectors.  
 
Procurement Services solicited for traffic signal loop detection installation services on 
December 22, 2025. Notification was sent to 160 vendors who were registered and known 
to provide these services. The previous solicitation that was issued in 2020 received five 
bid responses. Staff is unsure why vendors did not respond to the new solicitation, but 11 
of 18 line items will have a lower unit price than the current contract.
