Date: To: Through: From: Subject: City Council Report March 09, 2026 City Council Mike Kennington, Deputy City Manager Sheri Collins, Solid Waste Department Director Gilbert Unified School District No. 41 Intergovernmental Agreement for Solid Waste Services Purpose and Recommendation The purpose of this report is to request approval of the Intergovernmental Agreement (IGA) for the City of Mesa (COM) to provide solid waste collection services to the Gilbert Unified School District No. 41 (GPS). Staff recommend that Council approve this Resolution, authorizing the COM to continue to provide solid waste collection services to the GPS district properties located within the COM boundaries. Background The Solid Waste Department provides solid waste service to twelve (12) GPS sites located within the COM jurisdictional boundary. These schools require garbage, cardboard, and commingled recycling programs. Recently, the GPS invited the COM to enter into an IGA to provide for GPS solid waste collection services. Discussion The Solid Waste Department currently provides trash and recycling services to twelve (12) GPS located in the COM. The City of Mesa Solid Waste Department currently provides solid waste collection services to GPS on a month-to-month term. This action is to properly memorialize the service agreement through the IGA. 2 Alternatives The City Council could choose not to enter into an IGA with the GPS. This would require GPS to solicit bids for their solid waste services and would preclude the COM from providing these services resulting in the loss of revenue collected by the COM for the provision of these services. Fiscal Impact If the COM enters into an IGA to provide solid waste services to GPS's twelve (12) Mesa locations, an annual revenue of approximately $78,000 would be retained. Coordinated With This IGA has been coordinated with the Gilbert Public Schools District, the City Attorney office and the City of Mesa's Solid Waste Department. The GPS Governing Board approved this IGA at their board meeting on February 24, 2026.
