The City Council of the City of Mesa met in the Study Session room at City Hall, 20 East Main Street, on 
January 12, 2026, at 5:17 p.m.

Mayor Freeman conducted a roll call. 
 
1. 
Review and discuss items on the agenda for the January 12, 2026 regular Council meeting. 
 
All of the items on the agenda were reviewed among Council and staff and the following was 
noted:

Items removed from the consent agenda: 8-a 
 
In response to a previous question from Councilmember Goforth regarding Item 8-c, (An 
ordinance amending and adopting Mesa City code traffic regulations 10-1-8, 10-1-9, 10-1-
14, and 10-1-16 to allow the use of certain electric vehicles in city parks and other city right 
of way, subject to certain limitations. (Citywide)), on the Regular Council agenda, City 
Attorney Jim Smith clarified that e-bikes are currently prohibited on sidewalks throughout the city, 
including parks, and that the ordinance creates an exception allowing their use on sidewalks 
within parks only. He confirmed that e-bikes are permitted on shared-use paths, subject to a 15-
mile-per-hour speed limit.  
 
Responding to multiple questions from Councilmember Taylor regarding Item 4-c, (Three-Year 
Term Contract with Two-Year Renewal Options for Fencing and Gate Installation, Repair, 
Rental and Supplies for the Parks, Recreation, and Community Facilities and Facilities 
Management Departments. (Citywide)), on the Regular Council agenda, Interim Parks 
Recreation, and Community Facilities Director Andrea Alicoate clarified that the cost of $400,000 
for temporary fencing is for a term of three years and breaks down to approximately $120,000 
spent annually. She explained that the fencing is used to secure construction projects or

temporary facilities and provided a few examples of past use. She confirmed that the fencing is 
rented through the contractor selected through a competitive bid process.

attended.
