City Council Report Date: February 9, 2026 To: City Council Through: Marc Heirshberg, Assistant City Manager From: Lance Webb, City Engineer Marc Ahlstrom, Assistant City Engineer Subject: Arizona Farms Road High Pressure Gas Line Replacement City Project No. CP0517GAS Citywide Purpose and Recommendation The purpose of this report is to provide information to Council concerning the results of the bids received for the Arizona Farms Road High Pressure Gas Line Replacement project (See Exhibit “A” for the project location). Staff recommend that Council award a contract for this project to the lowest responsible bidder, Arizona Pipeline Company, in the amount of $5,598,357.15, and authorize a change order allowance in the amount of $559,835.72 (10%). Background The proposed project will replace approximately 26,000 linear feet (4.9 miles) of a 4-inch high-pressure steel gas line installed in the 1960’s with a 12-inch diameter high-pressure steel gas line. The project will support system redundancy, and continuing growth within the Magma Gas System service area in Pinal County. Discussion The pipe replacement project begins at the intersection of Arizona Farms Rd and Attaway Road and runs easterly on Arizona Farms Road to the existing Clausen Gate near to Cumberland Road. Permits for the construction of this project have been received from the Town of Florence and Pinal County. The construction method will utilize the combination of open trench method and directional bore. Once underway, construction of this project is anticipated to last no more than 8 months. 2 Alternatives An alternative to this project would be to not construct these improvements. This is not recommended due to the need to provide the gas service to existing and future customers in Pinal County, Southeast Mesa and Queen Creek. Fiscal Impact The total authorized amount recommended for this project is $6,158,192.87, based upon the lowest responsible bid of $5,598,357.15, plus an additional $559,835.72 (10%) as a change order allowance. This change order allowance will only be utilized for approved change orders. This project is funded by Utility Systems Revenue Obligations.
