City Council Report Date: February 9, 2026 To: City Council Through: Ken Cost, Assistant City Manager From: Dan Butler, Chief of Police Stephanie Derivan, Commander Subject: Support to Apply for and Enter into Highway Safety Contracts with the Arizona Governor’s Office of Highway Safety for Grant Funds for Federal Fiscal Year 2027 - Citywide Purpose and Recommendation The City of Mesa Police Department is respectfully requesting the Mesa City Council approve and authorize the City Manager or designee to apply for and enter into Highway Safety Contracts with the Arizona Governor’s Office of Highway Safety for Federal Fiscal Year 2027 and accept up to $354,000 in grant funding. The Police Department is seeking funding for the following: $160,000: DUI Enforcement for overtime, materials, and supplies $100,000: Selective Traffic Enforcement Program for overtime and equipment $ 30,000: Motorcycle Safety for overtime $ 40,000: Pedestrian and Bicycle Safety for overtime and equipment $ 12,000: Occupant Protection for overtime and equipment $ 12,000: Collision Investigations Training for training for Department personnel Background The Mesa Police Department is committed to traffic safety, crime prevention, and the protection of all citizens who live and drive in our community. The objective is to develop policing practices whereby the police and public work together to promote traffic safety. The partnership with the Governor’s Office of Highway Safety provides funding for overtime, equipment, materials, and training. Discussion The Governor’s Office of Highway Safety grant application process requires a Resolution of support that provides the City Manager with the ability to accept the funding. When the awards are received, additional Council Reports or Resolutions will not be required. The Governor’s Office of Highway Safety has provided grant funds for the past several years to the Police Department for programs such as DUI Task Forces, Pedestrian and Bike Safety, Selective Traffic Enforcement, and Accident Investigation. 2 Alternatives If this Resolution is declined, the Police Department will not submit grant applications to the Governor’s Office of Highway Safety. Fiscal Impact The total award amount is up to $354,000, which is allocated as follows: o $29,000 – Equipment and Supplies o $12,000 – Training o $313,000 – Overtime Overtime is up to $223,571 and $89,429 is for partial employee-related expenses. The maximum reimbursement allowed for employee-related expenses is 40%, the unreimbursed expenses are approximately $55,311. Funding for these expenses will be absorbed by the Police Department’s Operating Budget. Police Department personnel will be responsible for submitting reports on a quarterly basis to the Governor’s Office of Highway Safety. Coordinated With The City of Mesa Police Department recommends the approval of grant applications and any related contracts or supplements with the Governor’s Office of Highway Safety for Grant Funds for Federal Fiscal Year 2027.
